SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Jack Barclay of Tempe, Arizona, formerly
4of Oak Park, who passed away on May 30, 2017 at the age of 89;
5and
 
6    WHEREAS, Jack Barclay was born in Oak Park, the oldest of
7three siblings, on October 27, 1927; he graduated from Emerson
8Grammar School and Oak Park and River Forest High School; he
9then attended Wheaton College and graduated from the Illinois
10Institute of Technology; he spent more than 80 years of his
11life in Oak Park; and
 
12    WHEREAS, Jack Barclay was known for his many architectural
13designs, especially those in the recreation field, including
14baseball fields, ice rinks, tennis courts, and community
15buildings; his work took him around the city of Chicago, and he
16designed both the original Ridgeland Common and Rehm Pool
17facilities in Oak Park, as well as many other park district
18centers; and
 
19    WHEREAS, Jack Barclay loved his work; he would stay up late
20into the night and get five or six hours of sleep; he was known
21to keep working until he could no longer hold a pencil; he
22semi-retired in 2005 and was able to enjoy extensive travel

1with family and friends; and
 
2    WHEREAS, Jack Barclay was generous with his time and
3volunteered for many organizations, including the Oak Park
4YMCA, Boy Scouts of America, the Rotary Club of Oak Park-River
5Forest, and the Oak Park Education Fund; he was active in his
6church, Woodside Bible Chapel, Young Life, and Bible Study
7Fellowship; he was called the spiritual leader of his family;
8and
 
9    WHEREAS, Jack Barclay was generous to others; he and his
10wife, Eloise, whom he met at Wheaton College, would open up
11their home to anyone who needed help; he would invite others on
12family fishing trips to talk and share life; and
 
13    WHEREAS, Jack Barclay was preceded in death by his wife,
14Eloise; and
 
15    WHEREAS, Jack Barclay is survived by his children, Becky
16Barclay, John Barclay III, Scott Barclay, Janelle Barclay, and
17Bruce Barclay; his brother, A. Hayes Barclay; his cousin, Hugh
18Barclay; his 13 grandchildren; and his 13 great-grandchildren;
19therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Jack Barclay and extend our sincere condolences to his family,
2friends, and all who knew and loved him; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of Jack Barclay as an expression of our
5deepest sympathy.
