1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.37 as follows:
 
6    (110 ILCS 205/9.37 new)
7    Sec. 9.37. Tuition waiver. The Board may not limit the
8amount of tuition revenue that a public university may waive.
 
9    Section 10. The University of Illinois Act is amended by
10changing Section 7f as follows:
 
11    (110 ILCS 305/7f)  (from Ch. 144, par. 28f)
12    Sec. 7f. Partial tuition waivers.
13    (a) As used in this Section, "Illinois college or
14university" means any of the following: the University of
15Illinois, Southern Illinois University, Chicago State
16University, Eastern Illinois University, Governors State
17University, Illinois State University, Northeastern Illinois
18University, Northern Illinois University, and Western Illinois
19University.
20    (b) Each year the Board of Trustees of the University of
21Illinois shall offer 50% tuition waivers for undergraduate

1education at any campus under its governance or supervision to
2the children of employees of an Illinois college or university
3who have been employed by any one or by more than one Illinois
4college or university for an aggregate period of at least 7
5years. To be eligible to receive a partial tuition waiver, the
6child of an employee of an Illinois college or university (i)
7must be under the age of 25 at the commencement of the academic
8year during which the partial tuition waiver is to be
9effective, and (ii) must qualify for admission to the
10University of Illinois under the same admissions requirements,
11standards and policies which the University of Illinois applies
12to applicants for admission generally to its respective
13undergraduate colleges and programs.
14    (c) Subject to the provisions and limitations of subsection
15(b), an eligible applicant who has continued to maintain
16satisfactory academic progress toward graduation may have his
17or her partial tuition waiver renewed until the time as he or
18she has expended 4 years of undergraduate partial tuition
19waiver benefits under this Section.
20    (d) (Blank). No partial tuition waiver offered or allocated
21to any eligible applicant in accordance with the provisions of
22this Section shall be charged against any tuition waiver
23limitation established by the Illinois Board of Higher
24Education.
25    (e) The Board of Trustees shall prescribe rules and
26regulations as are necessary to implement and administer the

23satisfactory academic progress toward graduation may have his
