SYNOPSIS AS INTRODUCED:
 
5 ILCS 100/5-170 new

    Amends the Illinois Administrative Procedure Act. Provides that no later than October 1, 2018, the Executive Director of the Joint Committee on Administrative Rules and the Executive Director of the Legislative Information System shall jointly study and report to the General Assembly on the feasibility and cost of developing an online searchable database system for storing public comment on proposed administrative rules as it is received by State agencies. Provides for the contents of the report. Repeals the section on October 1, 2019. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Administrative Procedure Act is
5amended by adding Section 5-170 as follows:
 
6    (5 ILCS 100/5-170 new)
7    Sec. 5-170. Online database study. No later than October 1,
82018, the Executive Director of the Joint Committee on
9Administrative Rules and the Executive Director of the
10Legislative Information System shall jointly study and report
11to the General Assembly on the feasibility and cost of
12developing an online searchable database system for storing
13public comment on proposed rules as it is received by State
14agencies. The report shall include, but not be limited to, an
15estimated budget for the project, an estimate of any additional
16staff that may be necessary to maintain the database, any
17cybersecurity concerns, ways in which such a database would
18increase transparency and reduce confusion during the first and
19second notice periods, and any other recommendations that the
20Executive Directors may deem necessary or relevant.
21    This Section is repealed on October 1, 2019.
 
22    Section 99. Effective date. This Act takes effect upon
