(b) To be eligible for grant consideration, a public
annually file a report with the Board of
Higher Education detailing its 4-year
program. The report shall include, at a minimum, the
information: the number of undergraduate students
the program, the requirements of the 4-year
graduation contracts offered by the
university, the types of
additional support services provided by the university
contracting students, and the cost of the program.
(c) In awarding grants to public universities under
Section, the Board of Higher Education may consider each
report data, the number of institutions wishing to
participate, and such other
criteria as the Board of Higher
Education determines to be appropriate.
If money is appropriated for grants under this Section
for the current fiscal year, the
Board of Higher Education
submit to the Governor and
the General Assembly
a budgetary recommendation for grants under this Section
the upcoming fiscal year
and shall notify applicants for grant
assistance that the award of grants under
upcoming fiscal year
is contingent upon the availability of
(e) The Board of Higher Education may adopt such rules as
it deems necessary
for administration of the grant program
created by this Section.
