1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Controlled Substances Act is
5amended by adding Section 315.5 as follows:
 
6    (720 ILCS 570/315.5 new)
7    Sec. 315.5. Opioid education for prescribers. Every
8prescriber who is required under this Act to be registered to
9prescribe controlled substances shall, during the pre-renewal
10period, complete 3 hours of continuing education in safe opioid
11prescribing practices, which must include the following
12subjects: Illinois and federal requirements for prescribing
13controlled substances; appropriate prescribing; pain
14management; prevention, screening, and signs of abuse and
15addiction; and responses to abuse and addiction.
16Notwithstanding anything that may appear in any individual
17licensing Act or administrative rule, a prescriber may count
18these 3 hours toward the total continuing education hours
19required for renewal of professional licensure if the course is
20presented by an approved continuing education provider. The
21Department of Financial and Professional Regulation may adopt
22rules for the administration of this Section.

1    Section 99. Effective date. This Act takes effect January
21, 2019.
