AMENDMENT TO SENATE BILL 2524

2    AMENDMENT NO. ______. Amend Senate Bill 2524 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Environmental Protection Act is amended by
5adding Section 56.8 as follows:
 
6    (415 ILCS 5/56.8 new)
7    Sec. 56.8. Pharmaceutical Disposal Task Force.
8    (a) The Pharmaceutical Disposal Task Force is created. The
9Task Force shall coordinate a statewide public information
10campaign to highlight the benefits and opportunities of
11properly disposing of pharmaceutical products. The campaign
12shall be implemented by the Agency, the Department of Public
13Health, and the Illinois State Board of Education. The campaign
14shall include, as appropriate, the opportunities to properly
15dispose of pharmaceutical products provided by:
16        (1) local police departments and local governments;

1        (2) pharmacies;
2        (3) long-term hazardous waste facilities;
3        (4) hazardous-waste collection events;
4        (5) the Agency;
5        (6) the federal Drug Enforcement Administration; and
6        (7) other public or private efforts to properly dispose
7    of pharmaceuticals.
8    The campaign shall address students, seniors, and at-risk
9populations and shall outline the public health benefits of
10proper disposal of unused pharmaceutical products and the
11dangers and risks of improper disposal.
12    (b) The Task Force shall consist of the following members
13appointed by the Director of the Agency:
14        (1) one representative of the Agency, who shall serve
15    as the chair of the Task Force;
16        (2) one representative of the Department of Public
17    Health;
18        (3) one representative of the Illinois State Board of
19    Education;
20        (4) one representative of a statewide organization
21    representing pharmacists;
22        (5) one representative of a statewide organization
23    representing agricultural interests;
24        (6) one representative of a statewide organization
25    representing environmental concerns; and
26        (7) one representative of a statewide organization

1    representing retailers.
2    If a vacancy occurs in the Task Force membership, the
3vacancy shall be filled in the same manner as the original
4appointment. Task Force members shall not receive compensation
5for their service on the Task Force. The Agency shall provide
6the Task Force with administrative and other support.
7    (c) This Section is repealed on December 31, 2022.".
