SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/12-806a  from Ch. 95 1/2, par. 12-806a

    Amends the Illinois Vehicle Code. Provides that a bus that meets certain requirements for school buses under the Code may be used to transport persons 18 years of age or less (rather than used to transport persons 18 years of age or less in connection with a licensed youth camp or licensed child care facility).

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 12-806a as follows:
 
6    (625 ILCS 5/12-806a)  (from Ch. 95 1/2, par. 12-806a)
7    Sec. 12-806a. Identification, stop signal arms, and
8special lighting on school buses used to transport children
9outside of a school activity or persons in connection with a
10youth camp, child care facility, or community based
11rehabilitation facility.
12    (a) Subject to the conditions in Subsection (c), a bus
13which meets any of the special requirements for school buses in
14Section 12-801, 12-802, 12-803, and 12-805 of this Code may be
15used for the purpose of transporting persons 18 years of age or
16less. in connection with any of the following facilities:
17        (i) any youth camp licensed under the Youth Camp Act;
18    and
19        (ii) any child care facility licensed under the Child
20    Care Act of 1969.
21    (b) Subject to the conditions in subsection (c), a bus
22which meets any of the special requirements for school buses in
23Sections 12-801, 12-802, 12-803 and 12-805 of this Code may be

1used for the purpose of transporting persons recognized as
2clients of a community based rehabilitation facility which is
3accredited by the Commission on Accreditation of
4Rehabilitation Facilities of Tucson, Arizona, and which is
5under a contractual agreement with the Department of Human
6Services.
7    (c) A bus used for transportation as provided in subsection
8(a) or (b) shall either (i) meet all of the special
9requirements for school buses in Section 12-801, 12-802, 12-803
10and 12-805 or (ii) shall have the "SCHOOL BUS" signs covered or
11concealed and the stop signal arm and flashing signal system
12rendered inoperable through normal means. A bus which meets all
13of the special requirements for school buses in Section 12-801,
1412-802, 12-803 and 12-805 shall be operated by a person who has
15a valid and properly classified driver's license issued by the
16Secretary of State and who possesses a valid school bus driver
17permit or is accompanied and supervised, for the specific
18purpose of training prior to routine operation of a school bus,
19by a person who has held a valid school bus driver permit for
20at least one year. A bus which has had the "SCHOOL BUS" signs
21covered or concealed and the stop signal arm and flashing
22signal system rendered inoperable through normal means may be
23operated by a person who has a valid and properly classified
24driver's license issued by the Secretary of State.
