1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Student Transfer Achievement Reform Act is
5amended by adding Section 23 as follows:
 
6    (110 ILCS 150/23 new)
7    Sec. 23. Reverse transfer of credits.
8    (a) In this Section, "reverse transfer of credit" means the
9transfer of earned academic credit from a State university to a
10community college for the purpose of obtaining an associate
11degree at the community college.
12    (b) Beginning with the 2019-2020 academic year, the Board
13of Higher Education and the Illinois Community College Board
14shall develop a policy to foster the reverse transfer of credit
15for any student who has accumulated at least 15 hours of
16academic credit at a community college and a sufficient number
17of hours of academic credit at a State university in the
18prescribed courses necessary to meet a community college's
19requirements to be awarded an associate degree.
20    (c) A student wishing to reverse transfer earned academic
21credit under this Section to obtain an associate degree shall
22agree to the exchange of transcript information between each
23community college and State university that he or she has

1attended. A student must submit an application and his or her
2transcripts to a community college in order to be considered
3for conferral of an associate degree. In awarding an associate
4degree, the community college shall evaluate the applicant's
5coursework completed, along with the transfer credit earned,
6and shall determine whether the associate degree requirements
7have been met. No later than 30 business days after receiving
8an application, a community college shall notify an applicant
9if he or she qualifies for an associate degree based on the
10total earned credits.
11    (d) The Board of Higher Education, the Illinois Community
12College Board, and the Midwestern Higher Education Compact's
13Multi-State Collaborative on Military Credit shall adopt a
14policy regarding the award of academic credit for military
15training applicable to meeting a community college's
16requirements for awarding an associate degree.
17    (e) The Board of Higher Education and the Illinois
18Community College Board shall adopt rules to implement this
19Section.
 
20    Section 10. The Illinois Articulation Initiative Act is
21amended by adding Section 30 as follows:

23    Sec. 30. Degree program advice. To improve articulation and
24reduce excess academic credit hours, beginning with the

12019-2020 academic year, each public institution shall require
2any student who, upon completing 30 academic credit hours, is
3interested in pursuing an associate degree or baccalaureate
4degree at the public institution in which he or she is enrolled
5or at another public institution to indicate to the public
6institution in which he or she is enrolled all of his or her
7degree programs of interest. The public institution in which
8the student is enrolled shall make a reasonable attempt to
9conduct a meeting with the student and an academic advisor of
10the public institution, who shall inform the student of the
11prerequisite requirements for the student's degree programs of
12interest.
 
13    Section 15. The Board of Higher Education Act is amended by
14adding Section 9.37 as follows:

16    Sec. 9.37. Tuition waiver. The Board may not limit the
17amount of tuition revenue that a public university may waive.
 
18    Section 20. The University of Illinois Act is amended by
19changing Section 7f as follows:

3University, Eastern Illinois University, Governors State
4University, Illinois State University, Northeastern Illinois

7    (b) Each year the Board of Trustees of the University of
8Illinois shall offer 50% tuition waivers for undergraduate
9education at any campus under its governance or supervision to
10the children of employees of an Illinois college or university
11who have been employed by any one or by more than one Illinois
12college or university for an aggregate period of at least 7
13years. To be eligible to receive a partial tuition waiver, the
14child of an employee of an Illinois college or university (i)
15must be under the age of 25 at the commencement of the academic
16year during which the partial tuition waiver is to be
17effective, and (ii) must qualify for admission to the
18University of Illinois under the same admissions requirements,
19standards and policies which the University of Illinois applies
20to applicants for admission generally to its respective
21undergraduate colleges and programs.
22    (c) Subject to the provisions and limitations of subsection
23(b), an eligible applicant who has continued to maintain
24satisfactory academic progress toward graduation may have his
25or her partial tuition waiver renewed until the time as he or
26she has expended 4 years of undergraduate partial tuition

1waiver benefits under this Section.
2    (d) (Blank). No partial tuition waiver offered or allocated
3to any eligible applicant in accordance with the provisions of
4this Section shall be charged against any tuition waiver
5limitation established by the Illinois Board of Higher
6Education.
7    (e) The Board of Trustees shall prescribe rules and
8regulations as are necessary to implement and administer the
9provisions of this Section.
