AMENDMENT TO SENATE BILL 2046

2    AMENDMENT NO. ______. Amend Senate Bill 2046, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The State Finance Act is amended by adding
6Sections 5.878 and 6z-102 as follows:
 
7    (30 ILCS 105/5.878 new)
8    Sec. 5.878. The Thriving Youth Income Tax Checkoff Fund.
 
9    (30 ILCS 105/6z-102 new)
10    Sec. 6z-102. Thriving Youth Income Tax Checkoff Fund;
11creation. The Thriving Youth Income Tax Checkoff Fund is
12created as a special fund in the State treasury. Moneys in the
13Fund shall be used by the Department of Human Services for the
14purpose of making grants to providers delivering non-Medicaid
15services for community-based youth programs in the State.

1    Section 10. The Illinois Income Tax Act is amended by
2adding Sections 507GGG and 507HHH as follows:
 
3    (35 ILCS 5/507GGG new)
4    Sec. 507GGG. Thriving Youth checkoff. For taxable years
5ending on or after December 31, 2017, the Department must print
6on its standard individual income tax form a provision (i)
7indicating that if the taxpayer wishes to contribute to the
8Thriving Youth Income Tax Checkoff Fund, as authorized by this
9amendatory Act of the 100th General Assembly, he or she may do
10so by stating the amount of the contribution (not less than $1)
11on the return and (ii) stating that the contribution will
12reduce the taxpayer's refund or increase the amount of payment
13to accompany the return. Failure to remit any amount of
14increased payment shall reduce the contribution accordingly.
15This Section does not apply to any amended return.
 
16    (35 ILCS 5/507HHH new)
17    Sec. 507HHH. Illinois Police Memorial checkoff.
18    (a) For taxable years ending on or after December 31, 2017,
19the Department must print on its standard individual income tax
20form a provision (i) indicating that if the taxpayer wishes to
21contribute to the Criminal Justice Information Projects Fund,
22as authorized by this amendatory Act of the 100th General
23Assembly, he or she may do so by stating the amount of the

1contribution (not less than $1) on the return and (ii) stating
2that the contribution will reduce the taxpayer's refund or
3increase the amount of payment to accompany the return. Failure
4to remit any amount of increased payment shall reduce the
5contribution accordingly. This Section does not apply to any
6amended return.
7    (b) Moneys deposited into the Criminal Justice Information
8Projects Fund under this Section shall be distributed equally,
9as soon as practical but at least on a monthly basis, to the
10Chicago Police Memorial Foundation Fund, the Police Memorial
11Committee Fund, and the Illinois State Police Memorial Park
12Fund. Moneys transferred to the funds shall be used, subject to
13appropriation, to fund grants for building and maintaining
14memorials and parks; holding annual memorial commemorations;
15giving scholarships to children of officers killed or
16catastrophically injured in the line of duty, or those
17interested in pursuing a career in law enforcement; and
18providing financial assistance to police officers and their
19families when a police officer is killed or injured in the line
20of duty.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.".
