SYNOPSIS AS INTRODUCED:
 
25 ILCS 135/5.02  from Ch. 63, par. 29.2
30 ILCS 805/8.41 new

    Amends the Legislative Reference Bureau Act. Provides that the Legislative Synopsis and Digest shall be published online each week during regular and special sessions of the General Assembly (currently, the form of publication is not specified). Provides that cumulative editions of the Legislative Synopsis and Digest shall be published online and in printed form after the first year, and after adjournment, of each General Assembly. Provides that any person to whom a set number of printed copies is to be provided may receive a lesser number of copies upon request. Provides that any person who receives one or more copies of the printed cumulative edition, whether automatically or by subscription, may, upon request, receive a printed set of the printed interim editions. Effective immediately.

1    AN ACT concerning General Assembly operations.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Reference Bureau Act is amended
5by changing Section 5.02 as follows:
 
6    (25 ILCS 135/5.02)  (from Ch. 63, par. 29.2)
7    Sec. 5.02. Legislative Synopsis and Digest.
8    (a) The Legislative Reference Bureau shall collect,
9catalogue, classify, index, completely digest, topically
10index, and summarize all bills, resolutions, and orders
11introduced in each branch of the General Assembly, as well as
12related amendments, conference committee reports, and veto
13messages, as soon as practicable after they have been printed
14or otherwise published.
15    (b) The Digest shall be published online each week during
16the regular and special sessions session of the General
17Assembly when practical. Cumulative editions of the Digest
18shall be published online and in printed form after the first
19year, and after adjournment sine die, of each General Assembly.
20    (c) The Legislative Reference Bureau shall furnish,
21without cost, 2 copies of the printed cumulative edition of the
22Digest to each member of the General Assembly, 1 copy to each
23elected State officer in the executive department, 40 copies to

1the Chief Clerk of the House of Representatives and 30 copies
2to the Secretary of the Senate for the use of the committee
3clerks and employees of the respective offices, 15 copies to
4the Legislative Research Unit, and the number of copies
5requested in writing by the President of the Senate, the
6Speaker of the House, the Minority Leader of the Senate, and
7the Minority Leader of the House.
8    (d) The Legislative Reference Bureau shall also furnish to
9each county clerk, without cost, one copy of the printed
10cumulative edition of the Digest for each 100,000 inhabitants
11or fraction thereof in his or her county according to the last
12preceding federal decennial census.
13    (d-5) Any person to whom a set number of copies of the
14printed cumulative edition is to be provided under subsection
15(c) or (d) may receive a lesser number of copies upon request.
16    (e) Upon receipt of an application from any other person,
17signed by the applicant and accompanied by the payment of a fee
18of $55, the Legislative Reference Bureau shall furnish to the
19applicant a copy of the printed cumulative edition of the each
20Digest for the calendar year issued after receipt of the
21application.
22    (f) For the calendar year beginning January 1, 2018, and
23each calendar year thereafter, any person who receives one or
24more copies of the printed cumulative edition under subsection
25(c), (d), or (e) may, upon request, receive a set of the
26printed interim editions for that year. Requests for printed

1interim editions must be received before January 1 of the year
2to which the request applies.

4    Section 90. The State Mandates Act is amended by adding
5Section 8.41 as follows:
 
6    (30 ILCS 805/8.41 new)
7    Sec. 8.41. Exempt mandate. Notwithstanding Sections 6 and 8
8of this Act, no reimbursement by the State is required for the
9implementation of any mandate created by this amendatory Act of
10the 100th General Assembly.
 
11    Section 999. Effective date. This Act takes effect upon
12becoming law.
