AMENDMENT TO SENATE BILL 1612

2    AMENDMENT NO. ______. Amend Senate Bill 1612 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Community College Act is amended by
5changing Section 3-7.10 as follows:
 
6    (110 ILCS 805/3-7.10)  (from Ch. 122, par. 103-7.10)
7    Sec. 3-7.10. Nominations for members of the board shall be
8made by a petition signed by at least 50 voters or 10% of the
9voters, whichever is less, residing within the district and
10shall be filed with the county clerk or the county board of
11election commissioners, as the case may be, of the county in
12which the principal office of the community college board is
13located secretary of the board. In addition to the requirements
14of the general election law, the form of such petitions shall
15be substantially as follows:

13    Nomination papers filed under this Section are not valid
14unless the candidate named therein files with the county clerk
15or the county board of election commissioners, as the case may
16be, of the county in which the principal office of the
17community college board is located, together with secretary of
18the board a receipt from the county clerk, if filing with a
19county board of election commissioners, showing that the
20candidate has filed a statement of economic interests as
21required by the Illinois Governmental Ethics Act. Such receipt
22shall be so filed either previously during the calendar year in
23which his nomination papers were filed or within the period for
24the filing of nomination papers in accordance with the general
25election law.

1    The county clerk or the county board of election
2commissioners, as the case may be, of the county in which the
3principal office of the community college board is located
4secretary of the board shall notify each candidate, or the
5appropriate committee, for whom a petition for nomination has
6been filed of their obligations under the Campaign Financing
7Act, as required by the general election law. Such notice shall
8be given on a form prescribed by the State Board of Elections
9and in accordance with the requirements of the general election
10law.
11    All petitions for the nomination of members of a board of
12trustees shall be filed with the county clerk or the county
13board of election commissioners, as the case may be, of the
14county in which the principal office of the community college
15board is located secretary of the board within the time
16provided for by the general election law. Said county clerk or
17board of election commissioners secretary shall make
18certification to the proper election authority or authorities
19in accordance with the requirements of the general election law
20and Sections 3-7a and 3-7b of this Act. If the secretary is an
21incumbent board member seeking reelection, a disinterested
22person must be a witness to the filing of his petition. It is
23the duty of the county clerk or board of election
24commissioners, as the case may be, secretary to provide
25candidates with petition forms and statements of candidacy.

1case may be, secretary shall within 7 days of filing or on the
2last day for filing, whichever is earlier, acknowledge to the
3petitioner in writing his or its acceptance of the petition.
4    In all newly organized districts the petition for the
5nomination of candidates for members of the board at the first
6election shall be addressed to and filed with the regional
7superintendent in the manner specified for the petitions for
8candidates of a community college board. For such election the
9regional superintendent shall fulfill all duties otherwise
10assigned to the secretary of the board.
