1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Metropolitan Pier and Exposition Authority
5Act is amended by changing Section 14 as follows:
 
6    (70 ILCS 210/14)  (from Ch. 85, par. 1234)
7    Sec. 14. Board; compensation. The governing and
8administrative body of the Authority shall be a board known as
9the Metropolitan Pier and Exposition Board. On the effective
10date of this amendatory Act of the 96th General Assembly, the
11Trustee shall assume the duties and powers of the Board for a
12period of 18 months or until the Board is fully constituted,
13whichever is later. Any action requiring Board approval shall
14be deemed approved by the Board if the Trustee approves the
15action in accordance with Section 14.5. Beginning the first
16Monday of the month occurring 18 months after the effective
17date of this amendatory Act of the 96th General Assembly, the
18Board shall consist of 9 members. The Governor shall appoint 4
19members to the Board, subject to the advice and consent of the
20Senate. The Mayor shall appoint 4 members to the Board. At
21least one member of the Board shall represent the interests of
22labor and at least one member of the Board shall represent the
23interests of the convention industry. A majority of the members

1appointed by the Governor and Mayor shall appoint a ninth
2member to serve as the chairperson. The Board shall be fully
3constituted when a quorum has been appointed. The members of
4the board shall be individuals of generally recognized ability
5and integrity. No member of the Board may be (i) an officer or
6employee of, or a member of a board, commission or authority
7of, the State, any unit of local government or any school
8district or (ii) a person who served on the Board prior to the
9effective date of this amendatory Act of the 96th General
10Assembly.
11    Of the initial members appointed by the Governor, one shall
12serve for a term expiring June 1, 2013, one shall serve for a
13term expiring June 1, 2014, one shall serve for a term expiring
14June 1, 2015, and one shall serve for a term expiring June 1,
152016, as determined by the Governor. Of the initial members
16appointed by the Mayor, one shall serve for a term expiring
17June 1, 2013, one shall serve for a term expiring June 1, 2014,
18one shall serve for a term expiring June 1, 2015, and one shall
19serve for a term expiring June 1, 2016, as determined by the
20Mayor. The initial chairperson appointed by the Board shall
21serve a term for a term expiring June 1, 2015. Successors shall
22be appointed to 4-year terms. No person may be appointed to
23more than 3 2 terms.
24    Members of the Board shall serve without compensation, but
25shall be reimbursed for actual expenses incurred by them in the
26performance of their duties. All members of the Board and

1employees of the Authority are subject to the Illinois
2Governmental Ethics Act, in accordance with its terms.

4    Section 99. Effective date. This Act takes effect upon
5becoming law.
