AMENDMENT TO SENATE BILL 513

2    AMENDMENT NO. ______. Amend Senate Bill 513 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 1-146 and by adding Sections 1-194.5 and
611-1518 as follows:
 
7    (625 ILCS 5/1-146)  (from Ch. 95 1/2, par. 1-146)
8    Sec. 1-146. Motor vehicle. Every vehicle which is
9self-propelled and every vehicle which is propelled by electric
10power obtained from overhead trolley wires, but not operated
11upon rails, except for vehicles moved solely by human power,
12motorized wheelchairs, low-speed electric bicycles, stand-up
13foot scooters, and low-speed gas bicycles. For this Act, motor
14vehicles are divided into two divisions:
15    First Division: Those motor vehicles which are designed for
16the carrying of not more than 10 persons.

1    Second Division: Those motor vehicles which are designed
2for carrying more than 10 persons, those motor vehicles
3designed or used for living quarters, those motor vehicles
4which are designed for pulling or carrying freight, cargo or
5implements of husbandry, and those motor vehicles of the First
6Division remodelled for use and used as motor vehicles of the
7Second Division.

9    (625 ILCS 5/1-194.5 new)
10    Sec. 1-194.5. Stand-up foot scooter. A device with no more
11than 2 10-inch or smaller diameter wheels that has handlebars,
12is designed to be stood upon by the operator, and is powered by
13an electric motor that is capable of propelling the device with
14or without human propulsion at a speed no more than 15 miles
15per hour on a paved level surface.
 
16    (625 ILCS 5/11-1518 new)
17    Sec. 11-1518. Stand-up foot scooters.
18    (a) Except as otherwise provided in this Section, the
19provisions of this Chapter that apply to bicycles also apply to
20stand-up foot scooters.
21    (b) A person may operate a stand-up foot scooter upon any
22highway, street, or roadway authorized for use by bicycles,
23including, but not limited to, bicycle lanes or bicycle paths.
24An operator does not require a driver's license or instruction

1permit to operate a stand-up foot scooter.
2    (c) A person may operate a stand-up foot scooter upon any
3bicycle lane or bicycle path unless the municipality, county,
4or local authority with jurisdiction prohibits the use of
5stand-up foot scooters on that bicycle lane or bicycle path. A
6stand-up foot scooter may be parked in the same manner and at
7the same locations as a bicycle may be parked.
8    (d) A person may operate a stand-up foot scooter only if he
9or she is 16 years of age or older.".
