AMENDMENT TO SENATE BILL 84

2    AMENDMENT NO. ______. Amend Senate Bill 84 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Human Services Act is amended
5by adding Section 1-65 as follows:
 
6    (20 ILCS 1305/1-65 new)
7    Sec. 1-65. Intellectual and Developmental Disability Home
8and Community-Based Services Task Force.
9    (a) The Secretary of Human Services shall appoint a task
10force to review current and potential federal funds for home
11and community-based service options for individuals with
12intellectual or developmental disabilities. The task force
13shall consist of all of the following persons:
14        (1) The Secretary of Human Services, or his or her
15    designee, who shall serve as chairperson of the task force.
16        (2) One representative of the Department of Healthcare

1    and Family Services.
2        (3) Six persons selected from recommendations of
3    organizations whose membership consists of providers
4    within the intellectual and developmental disabilities
5    service delivery system.
6        (4) Two persons who are guardians or family members of
7    individuals with intellectual or developmental
8    disabilities and who do not have responsibility for
9    management or formation of policy regarding the programs
10    subject to review.
11        (5) Two persons selected from the recommendations of
12    consumer organizations that engage in advocacy or legal
13    representation on behalf of individuals with intellectual
14    or developmental disabilities.
15        (6) Three persons who self-identify as individuals
16    with intellectual or developmental disabilities and who
17    are engaged in advocacy for the rights of individuals with
18    disabilities. If these persons require supports in the form
19    of reasonable accommodations in order to participate, such
20    supports shall be provided.
21    The task force shall also consist of the following members
22appointed as follows:
23        (A) One member of the Senate appointed by the President
24    of the Senate.
25        (B) One member of the Senate appointed by the Minority
26    Leader of the Senate.

1        (C) One member of the House of Representatives
2    appointed by the Speaker of the House of Representatives.
3        (D) One member of the House of Representatives
4    appointed by the Minority Leader of the House of
5    Representatives.
6    (b) The task force shall review: the current federal
7Medicaid matching funds for services provided in the State;
8ways to maximize federal supports for the current services
9provided, including attendant services, housing, and other
10services to promote independent living; options that require
11federal approval and federal funding; ways to minimize the
12impact of constituents awaiting services; and all avenues to
13utilize federal funding involving home and community-based
14services identified by the task force. The Department shall
15provide administrative support to the task force.
16    (c) The appointments to the task force must be made by July
171, 2017. Task force members shall receive no compensation. The
18task force must hold at least 4 hearings. The task force shall
19report its findings to the Governor and General Assembly no
20later than July 1, 2018, and, upon filing its report, the task
21force is dissolved.
22    (d) This Section is repealed on July 1, 2019.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
