AMENDMENT TO SENATE BILL 84

2    AMENDMENT NO. ______. Amend Senate Bill 84 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Human Services Act is amended
5by adding Section 1-65 as follows:
 
6    (20 ILCS 1305/1-65 new)
7    Sec. 1-65. Intellectual and Developmental Disability Home
8and Community-Based Services Task Force.
9    (a) The Secretary of Human Services shall appoint a task
10force to review home and community-based service options for
11individuals with intellectual or developmental disabilities.
12The task force shall consist of all of the following persons:
13        (1) The Secretary of Human Services, or his or her
14    designee, who shall serve as chairperson of the task force.
15        (2) One representative of the Department of Healthcare
16    and Family Services.

1        (3) Six persons selected from recommendations of
2    organizations whose membership consists of providers
3    within the intellectual and developmental disabilities
4    service delivery system.
5        (4) Two persons who are guardians or family members of
6    individuals with intellectual or developmental
7    disabilities and who do not have responsibility for
8    management or formation of policy regarding the programs
9    subject to review.
10        (5) Two persons selected from the recommendations of
11    consumer organizations that engage solely in advocacy or
12    legal representation on behalf of individuals with
13    intellectual or developmental disabilities and their
14    immediate families.
15    The task force shall also consist of the following members
16appointed as follows:
17        (A) One member of the Senate appointed by the President
18    of the Senate.
19        (B) One member of the Senate appointed by the Minority
20    Leader of the Senate.
21        (C) One member of the House of Representatives
22    appointed by the Speaker of the House of Representatives.
23        (D) One member of the House of Representatives
24    appointed by the Minority Leader of the House of
25    Representatives.
26    (b) The task force shall review: the current services

1provided in the State; ways to improve the current services
2provided, including attendant services, housing, and other
3services to promote independent living; options that require
4federal approval and federal funding; ways to minimize the
5impact of constituents awaiting services; all avenues to
6utilize federal funding; and any other issues involving home
7and community-based services identified by the task force. The
8Department shall provide administrative support to the task
9force.
10    (c) The appointments to the task force must be made by July
111, 2017. Task force members shall receive no compensation. The
12task force must hold at least 4 hearings. The task force shall
13report its findings to the Governor and General Assembly no
14later than July 1, 2018, and, upon filing its report, the task
15force is dissolved.
16    (d) This Section is repealed on July 1, 2019.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.".
