HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to honor our esteemed colleague,
4State Representative Al Riley, for his nearly 12 years as a
5member of the Illinois General Assembly and thank him for his
6dedicated service to our State and to his community; and
 
7    WHEREAS, Representative Riley was born in Chicago to a
8union steward and civil rights leader who focused on improving
9fair housing and equal opportunity, which, as a teenager,
10piqued his interest in public policy and quantitative research;
11and
 
12    WHEREAS, Professionally, Representative Riley is an urban
13planner and a statistician; he has worked as a Chief Planner
14and Director in county government, a Director in Institutional
15Research and Planning for Thornton Community College, and a
16Director of Biostatistics and Computer Services for the
17Illinois Cancer Council; for 11 years, he has also worked as a
18professor at the University of Illinois at Chicago and
19Governor's State University; and
 
20    WHEREAS, Representative Riley proudly served his country
21on active and reserve duty in the United States Army from 1972
22until 1978 in the branches of Psychological Operations and

1Civil Affairs; and
 
2    WHEREAS, Since joining the Illinois General Assembly,
3Representative Riley has dedicated his abundance of skills to
4making progress on issues of resource allocation and equity for
5the Southland region of the Chicago metropolitan area; and
 
6    WHEREAS, Representative Riley served as the Chairman of the
7House Mass Transit Committee and worked to produce landmark
8Mass Transit legislation which brought a permanent south
9suburban seat on the Metra Board, increased funds for
10innovative transit solutions for PACE, a bond issue promise for
11new cars, improvements on the Metra Electric line, and
12development of the SouthEast Service line to provide reliable
13transit to the Southland; and
 
14    WHEREAS, During an unprecedented State budget impasse,
15Representative Riley took a crucial step toward resolving the
16crisis by leading the charge on reforming state procurement
17operations as a major portion of a bargain to move the state
18forward; his efforts were integral in expanding access for
19small businesses and minority contractors to conduct business
20with the State of Illinois; and
 
21    WHEREAS, Representative Riley has served on many civic and
22charitable foundations, including the executive boards of the

1Boy Scouts of America-Calumet Council, the Illinois
2Philharmonic Orchestra, Jazz in the Park for Charity, the Unity
3Coalition of the South suburbs, and the UIC College of Urban
4Planning Alumni Association; he is also a member of the Alpha
5Phi Alpha Fraternity, Theta Mu Lambda Chapter; and
 
6    WHEREAS, All who had the honor to serve with Representative
7Riley will miss his friendship, kindness, sincerity,
8unparalleled wit, and his unwavering commitment to his family,
9his community, and the State of Illinois; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12congratulate and thank State Representative Al Riley for his
13years of dedicated service; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Representative Riley as an expression of our
16esteem, respect, and best wishes.
