HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Representative Christine
4Winger for her service to the State of Illinois; and
 
5    WHEREAS, Representative Winger, a lifelong resident of
6Illinois, was raised on the Northwest side of Chicago; she
7followed in the footsteps of her father, a police officer in
8Chicago, and committed to public service after she graduated
9from Illinois State University; prior to her election to the
10Illinois House of Representatives, she served as a City
11Councilman in Wood Dale for 11 years and tirelessly advocated
12for residents and small business owners; she was appointed
13Deputy Mayor of Wood Dale in 2013; and
 
14    WHEREAS, Representative Winger left local government to
15serve the State of Illinois and took office for the 45th
16Representative District of Illinois in 2014; with her
17professional experience as project manager at IBM and her work
18as a financial advisor, she served the communities of DuPage
19and Cook County for two terms and worked to improve the quality
20of life for families, including advocating for a better job
21climate to help businesses thrive; and
 
22    WHEREAS, A strong supporter of animal rights and welfare,

1Representative Winger sponsored legislation to advocate for
2the humane treatment of animals, and, in 2018, she sponsored HB
35477 to increase transparency in animal shelters throughout
4Illinois and to promote better health and wellness for animals
5in shelters; to further advocate for the health and wellness of
6animals, she worked to promote SB2380, which prevented shelters
7from euthanizing animals; and
 
8    WHEREAS, Throughout her tenure in the House of
9Representatives, Representative Winger worked tirelessly to
10provide area residents with relief from the adverse effects of
11the airport noise and its flight patterns; she worked with the
12Illinois Environmental Protection Agency to conduct a study of
13the environmental effects of O'Hare Airport and even traveled
14to the White House to meet with the U.S. Department of
15Transportation and the Federal Aviation Administration; and
 
16    WHEREAS, Representative Winger was a strong supporter of
17veterans and worked in the House of Representatives to assist
18with the transition from military life to civilian life,
19advocated for better property tax rights, and also helped to
20increase the level of care within Veterans' Homes; and
 
21    WHEREAS, Representative Winger joined her colleagues in
22Cook County to oppose a pop tax that took effect in 2017 and
23stood in support of legislation to repeal it and the unfair

1burden it placed on the constituents, businesses, and families
2in her District; standing alongside lawmakers at the State and
3local level, her continued support for a repeal successfully
4made the pop tax one of the shortest taxes in history when it
5was repealed on December 1, 2017; and
 
6    WHEREAS, Representative Winger has been a staunch
7supporter of local business and was a member of five local
8chambers: Wood Dale, Roselle, Bloomingdale, Carol Stream, and
9the Bartlett Area; in 2018, she was recognized as a Champion of
10Free Enterprise by the Illinois Chamber of Commerce; and
 
11    WHEREAS, Representative Winger fiercely supported the
12Time's Up movement and urged her colleagues in the House of
13Representatives to do the same; as a member of the House Sexual
14Harassment Task Force, she was a strong proponent of House
15Resolution 783, which urged a full investigation into an
16Illinois assembly plant owned by Ford Motor Company to put a
17stop to sexual harassment and to call for increased support for
18women in the workplace; and
 
19    WHEREAS, An advocate for property tax reform,
20Representative Winger supported reform efforts in Springfield
21while also providing outreach and support to the constituents
22at home in the 45th District to help residents navigate the
23complex and confusing property tax system; and

1    WHEREAS, To support better business practices,
2Representative Winger created HB3244, legislation to allow
3electronic document transfer to allow more effective
4communication between larger businesses, companies, and
5consumers; and
 
6    WHEREAS, Representative Winger worked to pass HB3251,
7legislation to prevent cyberstalking, electronic monitoring,
8and the use of spyware, to protect the privacy and safety of
9all citizens; and
 
10    WHEREAS, Representative Winger created an essential new
11law that ensured newborns receive bilateral hearing screenings
12within 30 days of birth, an instrumental advancement in early
13intervention to help children get the services they need to
14develop necessary language skills; and
 
15    WHEREAS, Serving as an advocate for the foster care system,
16Representative Winger worked to pass legislation to permit
17foster parents to make decisions about normal activities for
18their foster children; because of this change, children in
19foster care can spend the night at a friend's house or go to
20prom or get an after-school job; and
 
21    WHEREAS, An active member of the community, Representative

1Winger created a senior advisory council to gain insight into
2issues important to senior citizens in the area and to hold
3discussions about the issues facing Illinois; and
 
4    WHEREAS, Representative Winger enjoyed meeting students
5throughout her district during her summer reading program and
6at her Student Art Gallery, a spot in her district office where
7she proudly displayed the artwork from students at Westfield
8Middle School; and
 
9    WHEREAS, Representative Winger's dedication to the State
10of Illinois, its communities, and its people is commendable and
11made a difference in the lives of many; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14commend Representative Christine Winger for her service to the
15State of Illinois, her neighbors, and friends in the 45th
16Representative District, and we wish her and her family the
17best as she moves on to a new chapter in her life; and be it
18further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Representative Winger as an expression of our
21esteem and respect.
