HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Assistant Republican
4Leader and State Representative Bill Mitchell on his 20 years
5of distinguished service and hard work on behalf of the people
6of the State of Illinois; and
 
7    WHEREAS, Rep. Mitchell was born in Decatur on March 29,
81960; he graduated from St. Teresa High School in Decatur and
9received a Bachelor of Arts in Political Science from Eastern
10Illinois University in 1982; and
 
11    WHEREAS, Rep. Mitchell was first elected in 1998 to serve
12the people of the 102nd District; he was re-elected nine times
13to represent the people of the 87th District and the current
14101st District; over the course of his career, he represented
15Macon, Champaign, Christian, Cumberland, DeWitt, Effingham,
16Logan, McLean, Piatt, Sangamon, Shelby, and Tazewell counties;
17and
 
18    WHEREAS, In 2013, Rep. Mitchell was honored to be appointed
19as Assistant Republican Leader for the Illinois House
20Republican Caucus; he was re-appointed to leadership in 2015
21and 2017; and

1    WHEREAS, Rep. Mitchell was a tireless advocate for central
2Illinois families and was deeply committed to improving the
3region's schools and infrastructure, attracting and retaining
4good-paying jobs for working families, and ensuring seniors
5receive the assistance they need and deserve; and
 
6    WHEREAS, Rep. Mitchell was a fiscal conservative and
7outspoken critic of wasteful government spending; he sponsored
8legislation to ground and then sell the State's $22 million
9fleet of aircraft, arguing that taxpayers could no longer
10afford this perk of power, and he proposed welfare reform
11legislation to cut down on fraud and save taxpayer dollars; and
 
12    WHEREAS, Rep. Mitchell has always been a strong voice on
13the issue of job creation; he served as the Republican
14Spokesperson for the House Bipartisan Job Creation Task Force
15and as chairman of the House Republican Task Force on Rural
16Economic Development; and
 
17    WHEREAS, In an effort to save thousands of good-paying
18jobs, Rep. Mitchell was instrumental in the passage of the
19Future Energy Jobs Act (Public Act 99-906); he fought for
20several years to save the Clinton Power Station, the economic
21engine of DeWitt County and a major employer in central
22Illinois; and

1    WHEREAS, Legislation sponsored by Rep. Mitchell to create
2an Alzheimer's Awareness license plate was signed into law in
32013; Public Act 98-259 provided for the issuance of
4Alzheimer's Awareness license plates and created the
5Alzheimer's Awareness Fund to provide financial support to the
6Greater Illinois Chapter of the Alzheimer's Disease and Related
7Disorders Association for Alzheimer's care, support,
8education, and awareness programs; and
 
9    WHEREAS, Rep. Mitchell was a strong proponent of open,
10transparent, and accessible government; he held countless town
11hall meetings across his district, in addition to many other
12outreach events, including senior fairs and State budget
13briefings; and
 
14    WHEREAS, Prior to his service in the Illinois General
15Assembly, Rep. Mitchell served on the Decatur City Council and
16was Decatur Mayor Pro Tem from 1997 to 1998; he also served as
17the Macon County Republican Party Chairman; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20congratulate our friend and colleague, State Rep. Bill
21Mitchell, on his retirement from the Illinois House of
22Representatives, and we wish him the best in all his future
23endeavors; and be it further
