HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Assistant Minority Leader
4and State Rep. Chad Hays on his distinguished service to the
5104th Legislative District and the people of Illinois; and
 
6    WHEREAS, Rep. Hays was a member of the Illinois House from
72010 to 2018 and served the body with honor and distinction;
8and
 
9    WHEREAS, The people of Vermilion and Champaign Counties
10have been well-served by the leadership and bipartisanship of
11Rep. Hays during his four terms in the Illinois House of
12Representatives; and
 
13    WHEREAS, Rep. Hays graduated from Catlin High School in
141981, from Danville Area Community College in 1983, and from
15Southern Illinois University at Carbondale in 1986; and
 
16    WHEREAS, Prior to taking his seat in the General Assembly,
17Rep. Hays served as the Vice President of the Provena United
18Samaritan Medical Center Foundation in Danville, as the
19administrator for the Family Medical Center in Paris, and as
20the Director of Planning & Development at the Danville
21Polyclinic; and

1    WHEREAS, Rep. Hays served as Mayor of Catlin for two terms,
2chaired the Vermilion County Mayor's Council, and was a member
3of the Board of Directors for many community-based
4organizations, including the Danville Area Economic
5Development Corporation (Vermilion Advantage), the Danville
6Rotary Club, and the Vermilion Area Community Health Center;
7and
 
8    WHEREAS, Rep. Hays and his wife, Ruth, raised their family
9in Catlin; together, they are the proud parents of three adult
10children, Leighton (Anna), Caleb (Alissa), and Damon; they are
11the doting grandparents of three beautiful grandchildren,
12Grayson, Wesley, and Genevieve; and
 
13    WHEREAS, Rep. Hays was appointed to the Illinois House of
14Representatives in December of 2010 and was elected to serve
15the 104th District in 2012, 2014, and 2016; and
 
16    WHEREAS, In recognition of his leadership, Rep. Hays was
17promoted to the role of Assistant Minority Leader for the House
18Republican Caucus under House Republican Leader Jim Durkin in
192013; and
 
20    WHEREAS, Rep. Hays served as the ranking Republican on
21several influential House Committees, including the powerful

1House Executive Committee, which considers the State's most
2important and contentious bills; he also served as the
3Republican Spokesperson for the Healthcare Availability
4Access, Community College Access & Affordability, Public
5Utilities, and Higher Education Committees; and
 
6    WHEREAS, In an effort to promote bipartisanship and bring
7lawmakers together, Rep. Hays joined with Republican State
8Representative Mike Tryon and Democrat Senator Don Harmon to
9form The Boat Drink Caucus, a band that played regularly in
10Springfield and at the inauguration of Governor Bruce Rauner;
11and
 
12    WHEREAS, Rep. Hays has always promoted honest dialogue
13regarding all points of view on legislative issues and has been
14a fierce advocate of balanced budgets and responsible spending;
15and
 
16    WHEREAS, Over the last eight years, Rep. Hays ushered
17dozens of bills into law as the Chief Sponsor, including
18landmark insurance network adequacy legislation which offers
19significant protections and remedies for Illinoisans who rely
20on narrow preferred provider networks for their health
21insurance; and
 
22    WHEREAS, Rep. Hays also championed a new law that improves

1the reliability of 9-1-1 emergency access service statewide;
2and
 
3    WHEREAS, Rep. Hays has been honored with a multitude of
4awards and recognitions during his time in the General
5Assembly, including the Guardian of Small Business Award from
6the Illinois branch of the National Federation of Independent
7Businesses in 2011, 2012, 2013, 2014, 2015, 2016, and 2017, the
8Perfect Scorecard for Environmental Stewardship Award from the
9Illinois Environmental Council in 2016, the Danville Area
10Community College's Distinguished Alumnus Award in 2014, the
11Champion of Free Enterprise Award from the Illinois Chamber of
12Commerce for 2011-2012, 2013-2014, 2015-2016, and 2017-2018,
13the Friend of Agriculture Award from the Illinois Farm Bureau
14in 2012, and the Legislator of the Year Award from the Illinois
15chapter of the National Emergency Number Association in 2017;
16therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19congratulate State Rep. Chad Hays on making a positive
20difference in the lives of the people he represented in
21Vermilion and Champaign Counties and across Illinois, and we
22wish him the best in all his future endeavors; and be it
