HOUSE RESOLUTION

 
2    WHEREAS, The Free Republic of Liberland was proclaimed on
3April 13, 2015 upon Terra Nullius, a parcel of land unclaimed
4by any other nation or private entity since the dissolution of
5the Socialist Federal Republic of Yugoslavia in 1991; and
 
6    WHEREAS, Liberland meets the criteria for statehood as
7codified in the Montevideo Convention on the Rights and Duties
8of States, a treatise that has been ratified by the United
9States of America; and
 
10    WHEREAS, Liberland's Constitution and systems of
11governance have been established with significant guidance
12from the writings of Thomas Jefferson, James Madison, and other
13founders of the United States of America; and
 
14    WHEREAS, The Foreign Ministry of Liberland has
15continuously and publicly expressed its aspirations for
16strong, peaceful, and mutually-beneficial relations with the
17United States; and
 
18    WHEREAS, All Cabinet Members of Liberland have proclaimed
19the continued maintenance of peace in the Balkan Peninsula as a
20vital national interest; and

1    WHEREAS, Liberland is committed to be a catalyst for
2economic development, free trade, and investment, both within
3Her borders and throughout the Balkan region; and
 
4    WHEREAS, The primary domestic foundation of Liberland's
5government is the preservation of the inherent natural rights
6and individual liberties of Her citizens, residents, visitors,
7and guests; and
 
8    WHEREAS, Welcoming Liberland into the community of nations
9will further the vision of The State of Illinois to secure the
10freedoms of self-determination to all peoples; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
13encourage the further development of Liberland and the efforts
14of Her government and citizens to establish a new partner in
15guaranteeing the rights of Life, Liberty, and the Pursuit of
16Happiness; and be it further
 
17    RESOLVED, That we express our regards to the President of
18the United States, the Secretary of the State, the
19distinguished men and women of the Senate Foreign Relations
20Committee, and the House Committee on Foreign Affairs and
21respectfully request their consideration in the recognition of
22the Free Republic of Liberland; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to President Vit Jedlicka, President of the Free
3Republic of Liberland, as a symbol of our esteem and respect.
