HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Bruce Clark on the
4occasion of his retirement as Kankakee County Clerk after 32
5years of service; and
 
6    WHEREAS, Bruce Clark began his career as Kankakee County
7Clerk in December 1985 and went on to win eight consecutive
8elections over a period of three decades; at the time of his
9retirement, he was the most senior county clerk in Illinois;
10and
 
11    WHEREAS, Throughout Bruce Clark's tenure, he administered
12over 60 elections in his jurisdiction and participated in the
13observation, assistance, and supervision of elections in the
14following countries: Kyrgyzstan, Macedonia, Belarus, Bulgaria,
15Afghanistan, Kosovo, Azerbaijan, Bosnia, England, and the
16Dominican Republic; and
 
17    WHEREAS, Bruce Clark has served Illinois on many
18committees, including the Illinois State Board of Elections
19Advisory Committee, as President of the Illinois Association of
20County Clerks and Recorders (IACCR), and as a member of the
21Illinois Government and Public Affairs Task Force on Political
22Representation and Alternative Electoral Systems; and

1    WHEREAS, In 2010 and 2017, Bruce Clark was recognized for
2promoting voting assistance for people with disabilities by the
3Options Center for Independent Living; in 2015, he received the
4Illinois Association of County Clerks and Recorders Award and
5was named the Illinois County Official of the Year by the
6Illinois Association of County Officials (IACO); and in 2018,
7he was selected as Citizen of the Year and awarded the Lifetime
8Achievement Award for Community Service by The Daily Journal, a
9newspaper published in Kankakee, Illinois; and
 
10    WHEREAS, Bruce Clark's accomplishments and abilities have
11been recognized nationally and internationally through his
12publications of "Best Practices" papers by The Election Center,
13a not-for-profit organization that promotes, preserves, and
14improves democracy; in 2015, he received the First Time Voter
15Project Award from the International Centre for Parliamentary
16Studies (ICPS) at its Ninth Annual Symposium in South Africa;
17during his election work, he has also served many international
18organizations, including the National Democratic Institute,
19the Carter Center, the International Foundation for Electoral
20Systems (IFES), and the Organization for Security and
21Co-operation in Europe (OSCE); and
 
22    WHEREAS, Bruce Clark has served on the boards of various
23community organizations, such as the Kiwanis Club, St. Paul's

1Lutheran Church and School, the United Way, the Helen Wheeler
2Center, and the Kankakee County Public Building Commission; and
 
3    WHEREAS, Bruce Clark received his degree in political
4science from the University of Kentucky; he resides in
5Bourbonnais with his wife and three children, of whom he is
6very proud; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9congratulate Bruce Clark on his retirement from the Kankakee
10County Clerk's Office, and we thank him and deeply admire his
11many years of public service; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Bruce Clark as an expression of our esteem and
14respect.
