HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Jacquetta Ellinger on the
4occasion of her retirement from the Illinois Department of
5Healthcare and Family Services, Division of Medical Programs
6after 38 years of service to the State of Illinois; and
 
7    WHEREAS, Jacquetta Ellinger graduated magna cum laude from
8Edinboro State College (now Edinboro University) in Edinboro,
9Pennsylvania in 1972; in 1973, she became a caseworker and
10spent four years with the Indiana County Child Welfare Services
11in Indiana, Pennsylvania; she moved to Chicago to attend The
12University of Chicago, where she earned her master's degree at
13the School of Social Service Administration; and
 
14    WHEREAS, After graduating in 1979, Jacquetta Ellinger
15began a career in Illinois government as an analyst, working in
16the Bureau of the Budget and eventually becoming the department
17head at the Division of Health and Social Services; and
 
18    WHEREAS, In 1985, Jacquetta Ellinger began her service in
19the Illinois Department of Public Health as Special Assistant
20to the Director and then Associate Director for the Office of
21Health Policy and Planning; in 1991, she moved to the Illinois
22Department of Healthcare and Family Services; over the next 26

1years, she became a Deputy Administrator of the Medicaid
2program, and in 2002, took leadership for Eligibility Policy;
3and
 
4    WHEREAS, Jacquetta Ellinger has served under governors,
5department heads, and medicaid directors in both Republican and
6Democratic administrations, bringing to this work a detailed
7understanding of Medicaid policy at both the State and federal
8levels; and
 
9    WHEREAS, With her extensive knowledge and her desire to
10ensure greater access to health care for people in need,
11Jacquetta Ellinger was a key leader who helped implement
12essential policies in the Medicaid and Children's Health
13Insurance programs, including expanding healthcare under All
14Kids and the Affordable Care Act; and
 
15    WHEREAS, After more than four decades as a selfless public
16servant dedicated to helping the vulnerable, and with a career
17that spanned from caseworker to head of Illinois Medicaid
18eligibility policy, Jacquetta Ellinger will retire from the
19State of Illinois on December 31, 2017; in her retirement, she
20plans to unwind and enjoy more of life; and
 
21    WHEREAS, Jacquetta Ellinger is a loving daughter, caring
22aunt, sister, and friend, and is a die-hard Chicago Cubs fan;

1she makes fabulous pies and is adored by her family and
2friends; her work has changed the lives of countless
3Illinoisans for the better; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6congratulate Jacquetta Ellinger on her retirement from
7Illinois State Government after 38 years of service, and we
8wish her the best in all her future endeavors; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Jacquetta Ellinger as an expression of our esteem,
12gratitude, and respect.
