AMENDMENT TO HOUSE RESOLUTION 114

2    AMENDMENT NO. ___. Amend House Resolution 114 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, President Donald Trump is taking steps to fulfill
5his campaign promise to build a wall along the border between
6the United States and Mexico; and
 
7    WHEREAS, President Trump has suggested that a tariff of 20%
8should be placed on products imported from Mexico to pay for
9the border wall, which would essentially result in Americans
10paying for the wall; he has also suggested a 20% tariff on
11imports of Canadian lumber; and
 
12    WHEREAS, Mexico is the second-largest export partner of
13Illinois and the third-largest import partner; Canada is the
14largest export and import partner;

1    WHEREAS, The North American Free Trade Agreement (NAFTA) is
2a free trade agreement between the United States, Mexico, and
3Canada, which creates a trilateral trade bloc in North America;
4and
 
5    WHEREAS, President Trump claims that he received calls in
6April of 2017 from the President of Mexico and the Prime
7Minister of Canada asking to renegotiate NAFTA rather than
8terminate it, to which he agreed; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11formally invite Mexican President Enrique Pena Nieto to address
12a joint session of the Illinois General Assembly to discuss the
13proposed border wall, the impact of a 20% tariff on goods
14imported from Mexico to pay for the wall, the economic impact
15of the wall, and the impact that President Trump's policies
16will have on Illinois and Mexico; and be it further
 
17    RESOLVED, That we invite Canadian Prime Minister Justin
18Trudeau to discuss trade issues between Canada and Illinois;
19and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21delivered to Enrique Pena Nieto, President of Mexico, and
22Justin Trudeau, Prime Minister of Canada."
