HOUSE RESOLUTION

 
2    WHEREAS, Several organizations operating in Illinois
3advocate on behalf of individuals with developmental
4disabilities to ensure that they receive the highest quality of
5care; and
 
6    WHEREAS, Many of these advocacy groups receive funding from
7the federal government to advance their missions; and
 
8    WHEREAS, Sources of funding include Federal Protection and
9Advocacy Grants, and funding from the U.S. Department of Labor,
10the U.S. Department of Health and Human Services, and the U.S.
11Department of Education; and
 
12    WHEREAS, Some advocacy groups work to facilitate the
13transition of developmentally disabled residents from state-
14operated developmental centers (SODCs) to community integrated
15living arrangements (CILAs); and
 
16    WHEREAS, In light of recent findings that residents of
17CILAs were subject to egregious acts of abuse and neglect, the
18U.S. Government should ensure the funding they provide to
19advocacy groups is being properly used and distributed to the
20highest quality organizations; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3urge Congress to conduct a federal hearing on the developmental
4disability advocacy groups that receive federal funding; and be
5it further
 
6    RESOLVED, That the hearing should evaluate the
7effectiveness toward protecting all developmentally disabled
8individuals as well as the proper use of federal funds at each
9organization; and be it further
 
10    RESOLVED, That the results of the hearing should be acted
11upon by the Illinois General Assembly by enacting legislation
12as needed to guarantee that the developmentally disabled
13residents of Illinois are being supported by the highest
14quality advocacy groups.
