HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is important that we remember and honor those
3who gave the ultimate sacrifice in the service of our State and
4nation; and
 
5    WHEREAS, Sgt. Douglas Riney was born at Fort Stewart Army
6base in Georgia to Dave and Pam Chabotte Riney on July 29,
71990; he married the love of his life, Kylie Eddy in Farmington
8on December 29, 2012; and
 
9    WHEREAS, Sgt. Douglas Riney was a graduate of Spoon River
10Valley High School; and
 
11    WHEREAS, Sgt. Douglas Riney entered active military
12service in July of 2012 as a petroleum supply specialist and
13was last assigned to the Support Squadron, Third Calvary
14Regiment, First Cavalry Division, Fort Hood, Texas, since
15December of 2012; he had previously deployed in support of
16Operation Enduring Freedom from July of 2014 to February of
172015, and also deployed from June of 2016 to October of 2016 in
18support of Operation Freedom's Sentinel; his awards and
19decorations include the Purple Heart, Bronze Star, Army
20Commendation Medal, four Army Achievements Medals, Army Good
21Conduct Medal, National Defense Service Medal, Afghanistan
22Campaign Medal with three campaign stars, Global War on

1Terrorism Service Medal, Non-commissioned Officer Professional
2Development Ribbon, Army Service Ribbon and NATO Medal; and
 
3    WHEREAS, Sgt. Douglas Riney was a member of the Vintage
4Church in Texas, and a proud volunteer firefighter with the
5Fairview Fire Department; he was an avid Green Bay Packers fan,
6a BMX bicycle rider with many awards and trophies; he enjoyed
7riding his motorcycle, hunting, and fishing; and
 
8    WHEREAS, Sgt. Douglas Riney is survived by his wife, Kylie;
9his children, Elea and James Riney; his father, Dave (Kristie)
10Riney; his mother, Pam (Don) Boland; his siblings, Jeff Budd,
11and Stacey Budd; his niece, Cailee Budd; his stepbrothers,
12Bryce and Kole Vaughn; his stepsister, Ashlie Herrin; his
13paternal grandmother, Nancy Riney; his maternal grandmother,
14Linda Huntley; several aunts and uncles and many cousins; his
15father and mother-in-law, Randal and Donna Eddy; and his
16sisters-in-law, Brandi Eddy, and Janel (Doug) Brown and their
17children, Kambell, Payton, Avari, and Asher McDermet and
18Kinsley Brown; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
21CONCURRING HEREIN, that we designate the section of Illinois
22Route 78 from Canton to Farmington as the "Sgt. Douglas Riney
23Memorial Highway"; and be it further

1    RESOLVED, That the Illinois Department of Transportation
2is requested to erect at suitable locations, consistent with
3State and federal regulations, appropriate plaques or signs
4giving notice of the name "Sgt. Douglas Riney Memorial
5Highway"; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7presented to the family of Sgt. Douglas Riney and the Secretary
8of the Illinois Department of Transportation.
