SYNOPSIS AS INTRODUCED:
 
605 ILCS 10/9.3 new

    Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority shall engage an outside consulting firm to conduct a feasibility study on tolling the portion of Interstate 80 located in this State. Provides that the feasibility study shall consider various factors. Provides that a written report on the feasibility study shall be delivered before December 1, 2018 to the General Assembly. Provides that if the General Assembly, after review of the feasibility study, determines that tolling is the best means of achieving major interstate system improvements in this State, the General Assembly shall create a strategic plan for tolling the portion of Interstate 80 located in this State and submit the strategic plan to the Governor's Office of Management and Budget before December 1, 2019. Repeals provisions on January 1, 2021. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Toll Highway Act is amended by adding
5Section 9.3 as follows:
 
6    (605 ILCS 10/9.3 new)
7    Sec. 9.3. Interstate 80 tolling feasibility study.
8    (a) As soon as practicable after the effective date of this
9amendatory Act of the 100th General Assembly, the Authority
10shall engage an outside consulting firm to conduct a
11feasibility study on tolling the portion of Interstate 80
12located in this State, including revenue projects based on an
13analysis of optimal tolling rates, vehicle counts and types by
14state of registration, and traffic diversion.
15    (b) The feasibility study described in subsection (a) must
16consider the following:
17        (1) the economic impact and feasibility of tolling the
18    portion of Interstate 80 located in this State;
19        (2) the ability to provide discounts, credits, or
20    otherwise lessen the impact of tolling on local, commuter,
21    and in-State operators;
22        (3) information related to the number and impact of
23    out-of-state operators expected to use the portion of

1    Interstate 80 located in this state;
2        (4) the rationale for federal authorization of any
3    tolling plan that may be submitted by this State to the
4    United States Department of Transportation;
5        (5) the optimal levels at which tolls may reasonably be
6    expected to be set for passenger vehicles and other
7    vehicles;
8        (6) appropriate tolling rules regarding population
9    center local traffic;
10        (7) this State's ability to enter into monetization
11    agreements or long term contracts for initial
12    construction, long term maintenance, installation, and
13    operation of tolling facilities;
14        (8) any estimates of which highway facilities would be
15    conducive to tolling operations; and
16        (9) ways to maximize the use of this State's workers
17    and products made in this State.
18    (c) A written report on the feasibility study shall be
19delivered before December 1, 2018 to the General Assembly.
20    (d) If, after review of the feasibility study, the General
21Assembly determines that tolling is the best means of achieving
22major interstate system improvements in this State, the General
23Assembly shall create a strategic plan for tolling the portion
24of Interstate 80 located in this State, and submit the
25strategic plan to the Governor's Office of Management and
26Budget before December 1, 2019.

1    (e) This Section is repealed January 1, 2021.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
