SYNOPSIS AS INTRODUCED:
 
20 ILCS 1705/5.2 new

    Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that notwithstanding any State licensing law to the contrary, the Department of Human Services shall adopt rules, which shall be implemented within 6 months after the effective date of the bill, that would allow a person who has completed a psychiatric training program certification from any branch of the United States Armed Forces with at least one year of experience in a mental health setting to be recognized as a mental health professional for purposes of programs authorized or funded by the Department under the standards of practice and under the direction of a licensed mental health professional as authorized by the Department. Defines "licensed mental health professional".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Mental Health and Developmental
5Disabilities Administrative Act is amended by adding Section
65.2 as follows:
 
7    (20 ILCS 1705/5.2 new)
8    Sec. 5.2. Mental health professional; Armed Forces
9training. Notwithstanding any State licensing law to the
10contrary, the Department of Human Services shall adopt rules,
11which shall be implemented within 6 months after the effective
12date of this amendatory Act of the 100th General Assembly, that
13would allow a person who has completed a psychiatric training
14program certification from any branch of the United States
15Armed Forces with at least one year of experience in a mental
16health setting to be recognized as a mental health professional
17for purposes of programs authorized or funded by the Department
18under the standards of practice and under the direction of a
19licensed mental health professional as authorized by the
20Department. In this Section, "licensed mental health
21professional" means a person who is licensed or registered to
22provide mental health services by the Department of Financial
23and Professional Regulation or a board of registration duly

1authorized to register or grant licenses to persons engaged in
2the practice of providing mental health services in this State
3or any other state.
