AMENDMENT TO HOUSE BILL 4247

2    AMENDMENT NO. ______. Amend House Bill 4247 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Section 14d as follows:
 
6    (30 ILCS 105/14d new)
7    Sec. 14d. Conventions and gathering of personnel.
8    (a) As used in this Section:
9    "Convention or gathering of personnel" means a gathering of
10employees or contractors from 2 or more separately domiciled or
11geographically separated units of local government, school
12districts, community college districts, or other local taxing
13bodies for the purpose of professional education, training,
14retraining, or personnel development. "Convention or gathering
15of personnel" also includes, but is not limited to, leagues or
16associations that include 2 or more separate units of local

1government.
2    "Public safety personnel" has the meaning given to that
3term in subsection (m-5) of Section 1 of the Solicitation for
4Charity Act.
5    "State agency" means the departments of the executive
6branch of State government listed in Section 5-15 of the
7Departments of State Government Law of the Civil Administrative
8Code of Illinois.
9    (b) A State agency shall not expend public funds to rent or
10pay for access to physical space for booths, hospitality
11suites, or other physical space at a convention or gathering of
12personnel.
13    (c) This Section does not apply to public funds expended to
14rent or pay for access to physical space for booths,
15hospitality suites, or other physical space at a convention or
16gathering of personnel pursuant to a contract entered into
17before the effective date of this amendatory Act of the 100th
18General Assembly.
19    (d) This Section does not apply to public funds expended
20for physical space at any convention or gathering of public
21safety personnel.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.".
