AMENDMENT TO HOUSE BILL 3536

2    AMENDMENT NO. ______. Amend House Bill 3536 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Joliet Regional Port District Act is
5amended by changing Section 15 as follows:
 
6    (70 ILCS 1825/15)  (from Ch. 19, par. 265)
7    Sec. 15. Appointment of Board. Within 60 days after this
8Act becomes effective the Governor, by and with the advice and
9consent of the Senate shall appoint 3 members of the Board who
10reside within the District outside the corporate boundaries of
11the City of Joliet for initial terms expiring June 1st of the
12years 1959, 1961, and 1963, respectively, and the Mayor, with
13the advice and consent of the City Council of the City of
14Joliet, shall appoint 3 members of the Board who reside within
15the City of Joliet for initial terms expiring June 1st of the
16years 1958, 1960, and 1962, respectively. Of the 3 members each

1appointed by the Governor and the Mayor not more than 2 shall
2be affiliated with the same political party at the time of
3appointment. Beginning with the first appointment made by the
4Governor, with the advice and consent of the Senate, after the
5effective date of this amendatory Act of the 96th General
6Assembly, the Governor must appoint members who reside within
7the District outside the corporate boundaries of the City of
8Joliet and the Village of Romeoville. Within 60 days after the
9effective date of this amendatory Act of the 94th General
10Assembly, the County Executive of Will County, with the advice
11and consent of the County Board, shall appoint 3 members of the
12Board for terms expiring June 1st of 2008, 2010, and 2012,
13respectively. Within 60 days after the effective date of this
14amendatory Act of the 96th General Assembly, the President of
15the Village of Romeoville, with the advice and consent of the
16corporate authorities of the Village of Romeoville, shall
17appoint one member of the Board who resides within the Village
18of Romeoville for an initial term expiring June 1st of 2016;
19and within 60 days after the effective date of this amendatory
20Act of the 100th General Assembly, the President of the Village
21of Romeoville, with the advice and consent of the corporate
22authorities of the Village of Romeoville, shall appoint one
23additional member who resides within the Village of Romeoville
24for an initial term expiring June 1st of 2021.
25    At the expiration of the term of any member, his or her
26successor shall be appointed by the Governor, Mayor, President

1of the Village of Romeoville, or County Executive of Will
2County in like manner and with like regard to political party
3affiliation and place of residence of the appointee, as
4appointments for the initial terms.
5    All successors shall hold office for the term of 6 years
6from the first day of June of the year in which the term of
7office commences, except in the case of an appointment to fill
8a vacancy. In case of vacancy in the office of any member
9appointed by the Governor during the recess of the Senate, the
10Governor shall make a temporary appointment until the next
11meeting of the Senate when he or she shall nominate some person
12to fill such office; and any person so nominated, who is
13confirmed by the Senate, shall hold his or her office during
14the remainder of the term and until his or her successor shall
15be appointed and qualified. If the Senate is not in session at
16the time this Act takes effect, the Governor shall make
17temporary appointments as in case of vacancies. The Governor,
18the Mayor, the President of the Village of Romeoville, and the
19County Executive shall certify their respective appointments
20to the Secretary of State. Within 30 days after certification
21of his or her appointment, and before entering upon the duties
22of his or her office, each member of the Board shall take and
23subscribe the constitutional oath of office and file it in the
24office of the Secretary of State.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
