SYNOPSIS AS INTRODUCED:
 
430 ILCS 66/90

    Amends the Firearm Concealed Carry Act. Provides that the regulation, licensing, possession, registration, and transportation of components and accessories for handguns by concealed carry licensees are exclusive powers and functions of the State. Provides that any ordinance or regulation, or portion thereof, enacted on or before the effective date of the bill that purports to impose regulations or restrictions on components and accessories for handguns in a manner inconsistent with the Act shall be invalid in its application to licensees under the Act on the effective date of the bill. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Firearm Concealed Carry Act is amended by
5changing Section 90 as follows:
 
6    (430 ILCS 66/90)
7    Sec. 90. Preemption. The regulation, licensing,
8possession, registration, and transportation of handguns,
9components and accessories for handguns, and ammunition for
10handguns by licensees are exclusive powers and functions of the
11State. Any ordinance or regulation, or portion thereof, enacted
12on or before the effective date of this Act that purports to
13impose regulations or restrictions on licensees or handguns and
14ammunition for handguns in a manner inconsistent with this Act
15shall be invalid in its application to licensees under this Act
16on the effective date of this Act. Any ordinance or regulation,
17or portion thereof, enacted on or before the effective date of
18this amendatory Act of the 100th General Assembly that purports
19to impose regulations or restrictions on components and
20accessories for handguns in a manner inconsistent with this Act
21shall be invalid in its application to licensees under this Act
22on the effective date of this amendatory Act. This Section is a
23denial and limitation of home rule powers and functions under
