AMENDMENT TO HOUSE BILL 3032

2    AMENDMENT NO. ______. Amend House Bill 3032 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by changing Section 605-215 as follows:
 
7    (20 ILCS 605/605-215)
8    Sec. 605-215. Interagency Military Base Support and
9Economic Development Committee.
10    (a) To coordinate the State's activities on and to act as a
11communications center for issues relating to current and former
12military bases in the State, the Interagency Military Base
13Support and Economic Development Committee is created as an
14entity within the Office of the Lieutenant Governor:
15Department.
16        (1) To preserve, protect, expand, and attract new

1    military missions, assets, and installations to the State
2    of Illinois.
3        (2) To encourage defense related businesses to expand
4    or relocate to the State of Illinois.
5        (3) To identify emerging trends and support the
6    long-term viability of the military and defense industry in
7    Illinois.
8        (4) To assist Illinois communities who have been or
9    could be impacted by federal Base Realignment and Closure
10    actions or other military realignments.
11        (5) To be an information clearinghouse by providing
12    military installation information and recommendations to
13    enhance the military value of Illinois defense
14    installations to the Governor, General Assembly,
15    congressional delegation, and State and federal government
16    officials.
17    (b) The Committee shall be composed of the following 7 ex
18officio members or their designees: the Lieutenant Governor,
19the Director of Commerce and Economic Opportunity, the
20Secretary of Transportation, the Director of Natural
21Resources, the Director of the Environmental Protection
22Agency, the Director of Revenue, and the Adjutant General of
23the Department of Military Affairs. In addition, 4 members of
24the General Assembly shall be appointed, one each appointed by
25the President of the Senate, the Senate Minority Leader, the
26Speaker of the House of Representatives, and the Minority

1Leader of the House of Representatives. The chair and
2vice-chairs vice-chair of the committee, in consultation with
3the full Committee, shall appoint 10 8 public members to serve
4as representatives from the counties, or adjoining counties, of
5a current or former military base site as necessary to carry
6out the work of the Commission. The chair and vice-chairs of
7the Committee, in consultation with the other members of the
8Committee, shall also appoint up to 4 members having military
9veteran or defense industry backgrounds from across the State
10of Illinois. Public member appointees and veteran or defense
11industry appointees shall serve 4-year terms; however, for the
12initial terms of those members, half of them shall be appointed
13for terms of 2 years as the Lieutenant Governor shall
14determine.
15    (c) The Lieutenant Governor shall serve as chair of the
16Committee, and the Director of Commerce and Economic
17Opportunity and the Adjutant General of the Department of
18Military Affairs shall serve as vice-chairs of the Committee,
19serve as vice-chair and shall oversee the administration of the
20Committee and its functions. Expenses necessary to carry out
21the function of the Committee shall be shared among the
22agencies represented on the Committee pursuant to an
23interagency agreement and from funds appropriated for this
24purpose or from existing funds within the budgets of those
25agencies. General Assembly appointees shall serve for the
26duration of the General Assembly in which the appointee is

1appointed, but the appointee's term shall expire if the
2appointee no longer remains a member of that General Assembly.
3The Committee shall meet not less than quarterly. Any appointed
4member of the Committee who fails to attend at least 3 meetings
5in a year shall no longer be a member of the Committee, and his
6or her replacement shall be appointed in the same manner as the
7member being replaced for the remainder of that member's
8current term.
9    (d) Each member of the Committee must request reimbursement
10from his or her individual agency for actual and necessary
11expenses incurred while performing his or her duties as a
12member of the Committee. Public members shall be reimbursed
13from funds appropriated to the Department for that purpose.
14    (e) The Committee shall provide advice and recommendations
15to the Department on the following:
16        (1) The formation of a strategic plan for State and
17    local military base retention, realignment, and reuse
18    efforts.
19        (2) The issues impacting current and former military
20    bases in the State, including infrastructure requirements,
21    environmental impact issues, military force structure
22    possibilities, tax implications, property considerations,
23    and other issues requiring State agency coordination and
24    support.
25        (3) The status of community involvement and
26    participation in retention, realignment, and reuse efforts

1    and the community support for economic development before
2    and after a military base closing.
3        (4) The State's retention, realignment, and reuse
4    advocacy efforts on the federal level.
5        (5) The development of impact studies concerning the
6    closing of a base on the community, housing, the economy,
7    schools, and other public and private entities, including
8    additional economic development ideas to minimize the
9    impact in the event of the base closing.
10        (6) The development of future economic expansion plans
11    for areas that are subject to closure or realignment.
12    (f) The Committee, in cooperation with the Department,
13shall keep the Governor and General Assembly informed
14concerning the progress of military base retention,
15realignment, reuse, and economic development efforts in the
16State.
17    (g) The Committee shall serve as the central information
18clearinghouse for all military base reuse, retention, and
19realignment activities. This shall include: (i) serving as a
20liaison between the State and community organizations that
21support the long-term viability of military bases; (ii)
22communicating with the State's congressional delegation; and
23(iii) generally coordinating with the public, governmental
24bodies, and officials in communicating about the future of
25military bases in the State.
