1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-530 as follows:
 
7    (20 ILCS 405/405-530 new)
8    Sec. 405-530. Higher education supplier diversity report.
9    (a) Every private institution of higher education approved
10by the Illinois Student Assistance Commission for purposes of
11the Monetary Award Program shall submit a 2-page report on its
12voluntary supplier diversity program to the Department. The
13report shall set forth all of the following:
14        (1) The name, address, phone number, and e-mail address
15    of the point of contact for the supplier diversity program
16    (or the institution's procurement program if there is no
17    supplier diversity program) for vendors to register with
18    the program.
19        (2) Local and State certifications the institution
20    accepts or recognizes for minority-owned, women-owned, or
21    veteran-owned business status.
22        (3) On the second page, a narrative explaining the
23    results of the report and the tactics to be employed to

1    achieve the goals.
2        (4) The voluntary goals, if any, for either fiscal year
3    or calendar year 2019 in each category for the entire
4    budget of the institution (expending both public and
5    private moneys, including any fee-supported entities) and
6    the commodity codes or a description of particular goods
7    and services for the area of procurement in which the
8    institution expects most of those goals to focus on in the
9    next year. However, a private institution of higher
10    education may report the information under this
11    subdivision (3) for fiscal year or calendar year 2018
12    instead. With respect to private institutions of higher
13    education, beginning with the 2020 report, the actual
14    spending for the entire budget of the institution
15    (expending both public and private moneys, including any
16    fee-supported entities) for minority business enterprises,
17    women's business enterprises, and veteran-owned
18    businesses, expressed both in actual dollars and as a
19    percentage of the total budget of the institution. However,
20    if a private institution of higher education elects to
21    report the information under subdivision (3) of this
22    subsection (a) for fiscal year or calendar year 2018
23    instead, then the information under this subdivision (4)
24    must be reported beginning with the 2019 report.
25    Each private institution of higher education is required to
26submit a searchable Adobe PDF report to the Department on or

1before November 15, 2019 and on or before November 15 every
2year thereafter. However, if a private institution of higher
3education elects to report the information under subdivision
4(3) of this subsection (a) for fiscal year or calendar year
52018 instead, then the institution is required to submit the
6report on or before November 15, 2018 and on or before November
715 every year thereafter.
8    (b) For each report submitted under subsection (a) of this
9Section, the Department shall publish the results on its
10Internet website for 5 years after submission. The Department
11is not responsible for collecting the reports or for the
12content of the reports.
13    (c) The Department shall hold an annual higher education
14supplier diversity workshop in February of 2018 and every
15February thereafter to discuss the reports with
16representatives of the institutions of higher education and
17vendors.
18    (d) The Department shall prepare a one-page template (not
19including the narrative section) for the voluntary supplier
20diversity reports.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
