AMENDMENT TO HOUSE BILL 1710

2    AMENDMENT NO. ______. Amend House Bill 1710 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Counties Code is amended by changing
5Section 5-25027 as follows:
 
6    (55 ILCS 5/5-25027)
7    (Section scheduled to be repealed on December 31, 2018)
8    Sec. 5-25027. Advisory committee.
9    (a) No later than December 31, 2011, the county board
10chairman in every county with a population of less than
113,000,000 shall appoint a volunteer 7 member mental health
12advisory committee composed of members of the general public,
13if the county has established a county health department
14pursuant to this Act, but no mental health program has been
15approved by the county health department as provided in Section
165-25025 of this Act. If a county board chairman has not

1appointed the members to the mental health advisory committee
2as required by this subsection, the county board chairman shall
3make the appointments no later than December 31, 2019.
4    (b) The mental health advisory committee shall identify and
5assess current mental health services in its respective
6jurisdiction, monitor any expansion or contraction of such
7services, and, if deemed necessary, provide a report to the
8county board with recommendations for additional services.
9    (c) The mental health advisory committee shall have no
10taxing authority.
11    (d) This Section is repealed on January 1, 2022 December
1231, 2018.

14    Section 10. The Community Mental Health Act is amended by
15changing Section 14 as follows:
 
16    (405 ILCS 20/14)
17    (Section scheduled to be repealed on December 31, 2018)
18    Sec. 14. Advisory committee.
19    (a) No later than December 31, 2011, the county board
20chairman in every county with a population of less than
213,000,000, or the township supervisor of a township located in
22a county with a population of 3,000,000 or more, shall appoint
23a volunteer 7 member mental health advisory committee composed
24of members of the general public, if no community mental health

1board has been established in the county or township as
2provided under Section 3a of this Act. This subsection shall
3not apply to townships that currently monitor and address
4mental health needs of township residents by providing or
5funding mental health services available to individuals and
6families, and that include the following: psychiatric
7evaluation, therapy, crisis assessment and intervention, and
8case management. If a county board chairman or township
9supervisor has not appointed the members to the mental health
10advisory committee as required by this subsection, the county
11board chairman shall make the appointments no later than
12December 31, 2019.
13    (b) The mental health advisory committee shall identify and
14assess current mental health services in its respective
15jurisdiction, monitor any expansion or contraction of such
16services, and, if deemed necessary, provide a report to the
17county or township board with recommendations for additional
18services.
19    (c) The mental health advisory committee shall have no
20taxing authority.
