AMENDMENT TO HOUSE BILL 1023

2    AMENDMENT NO. ______. Amend House Bill 1023 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6changing Section 405-525 as follows:
 
7    (20 ILCS 405/405-525)
8    (Section scheduled to be repealed on December 31, 2017)
9    Sec. 405-525. Support Your Neighbor Commission.
10    (a) The Support Your Neighbor Commission is created within
11the Department of Central Management Services to help increase
12the number of American and Illinois made products procured and
13sold by the State.
14    (b) The Commission shall be composed of:
15        (1) one member appointed by the Speaker of the House of
16    Representatives;

1        (2) one member appointed by the Minority Leader of the
2    House of Representatives;
3        (3) one member appointed by the President of the
4    Senate;
5        (4) one member appointed by the Minority Leader of the
6    Senate;
7        (5) one member appointed by the Governor to represent
8    labor organizations representing manufacturing employees
9    with over 500,000 members;
10        (6) one member appointed by the Governor to represent
11    auto workers' unions;
12        (7) one member appointed by the Governor to represent
13    machinist workers' unions;
14        (8) one member appointed by the Governor to represent
15    garment workers' unions;
16        (9) one member appointed by the Governor to represent
17    statewide business groups representing American
18    manufacturers;
19        (10) one member appointed by the Governor to represent
20    the auto industry manufacturing sector;
21        (11) one member appointed by the Governor to represent
22    the interests of construction equipment and farm implement
23    manufacturing; and
24        (12) one member appointed by the Governor to represent
25    the interests of the American garment industry.
26    (c) In addition to the members listed in subsection (b) of

1this Section, each of the following, or their designee, shall
2serve as an ex-officio non-voting member of the Commission: the
3Director of Central Management Services, the Director of Labor,
4the Director of Commerce and Economic Opportunity, the
5Executive Director of the Board of Higher Education, the
6Secretary of Transportation, and the Director of Natural
7Resources.
8    (c-5) Members appointed by the Governor, the Speaker of the
9House of Representatives, the Minority Leader of the House of
10Representatives, the President of the Senate, and the Minority
11Leader of the Senate shall be appointed within 60 days after
12the effective date of this amendatory Act of the 100th General
13Assembly.
14    (d) Appointed members shall serve a term of 4 years. The
15initial terms for members of the Commission shall commence on
16January 26, 2015.
17    (e) The members of the Commission shall serve without
18compensation but shall be reimbursed for their reasonable and
19necessary expenses, including travel expenses, from
20appropriations to the Department of Central Management
21Services available for that purpose and subject to the rules of
22the appropriate travel control board.
23    (f) Except ex-officio members, the members of the
24Commission shall be considered members with voting rights. A
25quorum of the Commission members shall consist of a majority of
26the members of the Commission. All actions and recommendations

1of the Commission must be approved by a majority vote of the
2members.
3    (g) Vacancies occurring among the members shall be filled
4in the same manner as the original appointment for the
5remainder of the unexpired term. Members are eligible for
6reappointment.
7    (h) The Commission shall file a report by December 31 of
8each year with the Department of Central Management Services.
9This report shall be posted on the Internet website of the
10Department of Central Management Services.
11    (i) This Section is repealed on January 31, 2019 December
1231, 2017.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.".
