| 3 | | on page 3, line 1, after "after", by inserting "the"; and

| 4 | | on page 3, immediately below line 10, by inserting the |
| 5 | | following:

| 6 | | "Section 43. Authority to exceed debt limitation. |
| 7 | | Notwithstanding any other provision of this Act, a school |
| 8 | | district may only exceed its debt limitation upon the Governor |
| 9 | | declaring a disaster within the school district, in part or in |
| 10 | | whole, under Section 7 of the Illinois Emergency Management |
| 11 | | Agency Act or upon the Governor's approval for any other |
| 12 | | reason.".
