AMENDMENT TO HOUSE BILL 243

2    AMENDMENT NO. ______. Amend House Bill 243 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Sections 5.878 and 6z-102 as follows:
 
6    (30 ILCS 105/5.878 new)
7    Sec. 5.878. The Police Training Academy Job Training
8Program and Scholarship Fund.

10    Sec. 6z-102. The Police Training Academy Job Training
11Program and Scholarship Fund.
12    (a) A Police Training Academy Job Training Program and
13Scholarship Fund is created as a special fund in the State
14treasury and shall be used to support program and scholarship
15activities of the police training academy job training and

1scholarship programs established under Section 22-83 of the
2School Code and Section 65.95 of the Higher Education Student
3Assistance Act. Moneys from fees, gifts, grants, and donations
4received by the State Board of Education and Illinois Student
5Assistance Commission for purposes of supporting these
6programs and scholarships shall be deposited into the Police
7Training Academy Job Training Program and Scholarship Fund.
8    (b) The State Board of Education; the Illinois Student
9Assistance Commission; and participating counties, school
10districts, and law enforcement partners may seek federal,
11State, and private funds to support the police training academy
12job training and scholarship programs established under
13Section 22-83 of the School Code and Section 65.95 of the
14Higher Education Student Assistance Act.
 
15    Section 10. The School Code is amended by adding Section
1622-83 as follows:
 
17    (105 ILCS 5/22-83 new)
18    Sec. 22-83. Police training academy job training program.
19    (a) In a county of 175,000 or more inhabitants, any school
20district with a high school shall establish one or more
21partnerships with a local police department, county sheriff, or
22police training academy to establish a jobs training program
23for high school students. The school district shall establish
24its partnership or partnerships on behalf of all of the high

1schools in the district; no high school shall establish a
2partnership for this purpose separate from the school
3district's partnership under this Section. The jobs training
4program shall be open to all students, regardless of prior
5academic history. However, to encourage and maintain
6successful program participation and partnerships, the school
7districts and their partner agencies may impose specific
8program requirements.
9    (b) The State Board of Education shall track participation
10and the success of students participating in the jobs training
11program established under this Section and annually publish a
12report on its website examining the program and its success.
 
13    Section 15. The Higher Education Student Assistance Act is
14amended by adding Section 65.95 as follows:
 
15    (110 ILCS 947/65.95 new)
16    Sec. 65.95. Police training academy job training
17scholarship program.
18    (a) The Commission shall, each year, receive applications
19for scholarships under this Section. An applicant is eligible
20for a scholarship under this Section if the Commission finds
21that the applicant has successfully completed the police
22training academy job training program established under
23Section 22-83 of the School Code and been accepted to a public
24institution of higher learning in the State.

1    (b) Applicants who are determined to be eligible for
2assistance under this Section shall receive, subject to
3appropriation from the Police Training Academy Job Training
4Program and Scholarship Fund, a renewable scholarship to be
5applied to tuition and mandatory fees and paid directly to the
6public institution of higher learning at which the applicant is
7enrolled. However, the total amount of assistance awarded by
8the Commission under this Section to an individual in any
9fiscal year, when added to other financial assistance awarded
10by the Commission to that individual for that fiscal year, must
11not exceed the cost of attendance at the institution of higher
12learning at which the student is enrolled.
13    (c) A scholarship awarded under this Section may be renewed
14for a total of up to 4 years of full-time enrollment. The
15Commission may by rule set the academic requirements necessary
16to maintain participation in the program.
17    (d) Students granted a scholarship under this Section shall
18be granted access to any needed noncredit remedial courses in
19order to ensure academic success at the public institution of
20higher learning. Students granted a scholarship under this
21Section shall also be admitted to a student retention program
22offered by the public institution of higher learning,
23including, but not limited to, any CHANCE program the public
24institution may have established.
25    (e) The Commission shall make all necessary and proper
26rules not inconsistent with this Section for its effective
