SYNOPSIS AS INTRODUCED:

    Amends the School Code. Creates the police training academy job training program. Requires any school district with a high school to establish a partnership with a local police department, county sheriff, or police training academy to establish a jobs training program for high school students. Provides that the program shall be open to all students regardless of academic history, but that school districts may impose requirements to maintain successful participation in the program. Requires the State Board of Education to track students participating in the programs. Amends the Higher Education Student Assistance Act. Creates the police training academy job training scholarship program. Provides that the Illinois Student Assistance Commission shall receive applications for scholarships from any applicant that has successfully completed the police training academy job training program and been accepted to any public institution of higher learning in the State. Provides that applicants who are determined to be eligible for the scholarship shall receive, subject to appropriation, a renewable scholarship to be applied to tuition and mandatory fees and paid directly to the public institution of higher learning at which the applicant is enrolled. Allows the Commission to establish by rule academic requirements to maintain access to the scholarship. Grants students who have received a scholarship access to any needed noncredit remedial courses in order to ensure academic success, as well as access to a student retention program offered by the public institution, including, but not limited to, CHANCE programs. Allows the Commission to make all necessary and proper rules needed for the program.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
522-83 as follows:
 
6    (105 ILCS 5/22-83 new)
7    Sec. 22-83. Police training academy job training program.
8    (a) Any school district with a high school shall establish
9a partnership with a local police department, county sheriff,
10or police training academy to establish a jobs training program
11for high school students. The jobs training program shall be
12open to all students, regardless of prior academic history.
13However, school districts may impose requirements to maintain
14successful participation in the program after beginning the
15program.
16    (b) The State Board of Education shall track participation
17and the success of students participating in the jobs training
18program established under this Section and annually publish a
19report on its website examining the program and its success.
 
20    Section 10. The Higher Education Student Assistance Act is
21amended by adding Section 65.95 as follows:

3scholarship program.
4    (a) The Commission shall, each year, receive applications
5for scholarships under this Section. An applicant is eligible
6for a scholarship under this Section if the Commission finds
7that the applicant has successfully completed the police
8training academy job training program established under
9Section 22-83 of the School Code and been accepted to a public
10institution of higher learning in the State.
11    (b) Applicants who are determined to be eligible for
12assistance under this Section shall receive, subject to
13appropriation, a renewable scholarship to be applied to tuition
14and mandatory fees and paid directly to the public institution
15of higher learning at which the applicant is enrolled. However,
16the total amount of assistance awarded by the Commission under
17this Section to an individual in any fiscal year, when added to
18other financial assistance awarded by the Commission to that
19individual for that fiscal year, must not exceed the cost of
20attendance at the institution of higher learning at which the
21student is enrolled.
22    (c) A scholarship awarded under this Section may be renewed
23for a total of up to 4 years of full-time enrollment. The
24Commission may by rule set the academic requirements necessary
25to maintain participation in the program.
26    (d) Students granted a scholarship under this Section shall

1be granted access to any needed noncredit remedial courses in
2order to ensure academic success at the public institution of
3higher learning. Students granted a scholarship under this
4Section shall also be admitted to a student retention program
5offered by the public institution of higher learning,
6including, but not limited to, any CHANCE program the public
7institution may have established.
8    (e) The Commission shall make all necessary and proper
9rules not inconsistent with this Section for its effective
10implementation.
