SYNOPSIS AS INTRODUCED:
Makes appropriations to boards of trustees of public institutions of higher education from the Education Assistance Fund for ordinary and contingent expenses for the fiscal year ending June 30, 2017. Makes appropriations to the Illinois Community College Board from the Education Assistance Fund for distribution to qualifying public community colleges for base operating and equalization grants for the fiscal year ending June 30, 2017. Makes appropriations to the Illinois Student Assistance Commission from the General Revenue Fund for grant awards to students eligible for the Monetary Award Program for the fiscal year ending June 30, 2017. Effective immediately.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The sum of $32,999,940, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Chicago State University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 10. The sum of $39,568,320, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Eastern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 15. The sum of $22,154,310, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Governors State University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 20. The sum of $66,500,280, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Illinois State University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 25. The sum of $33,973,290, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Northeastern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 30. The sum of $83,870,550, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Northern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 35. The sum of $182,593,620, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Southern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 40. The sum of $537,926,400, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of the University of Illinois for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 45. The sum of $47,366,370, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Trustees of Western Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2017.
Section 50. The following amounts, or so much thereof as may be necessary, respectively, are appropriated from the Education Assistance Fund to the Illinois Community College Board for distribution to qualifying public community colleges for the purposes specified for the fiscal year ending June 30, 2017:
Base Operating Grants..................... $172,144,710
Equalization Grants........................ $68,013,720
Total $240,158,430
Section 55. The sum of $335,929,050, or so much thereof as may be necessary, is appropriated to the Illinois Student Assistance Commission from the General Revenue Fund for grant awards to students eligible for the Monetary Award Program, as provided by law, and for agency administrative and operational costs not to exceed 2% of the total appropriation in this Section for the fiscal year ending June 30, 2017.
Section 99. Effective date. This Act takes effect upon becoming law.
