HOUSE RESOLUTION 1164 Offered by Representative Bost: WHEREAS, The members of the Illinois House of Representatives would like to congratulate Karl L. Bartelsmeyer of Carbondale, upon his retirement from the Illinois Department of Transportation on December 31, 2002 after 38 years of dedicated service to the people of Illinois; and WHEREAS, Mr. Bartelsmeyer was born on November 9, 1941; he received his Bachelor of Science in Civil Engineering from the University of Kansas in 1965; and WHEREAS, He began his professional career with the Illinois Department of Transportation in 1965 as Civil Engineer I, progressed to
[January 6, 2003] 10 the position of Civil Engineer VIII, and served as Bureau Chief of the Central Bureau of Land Acquisition; in 1992, he was appointed District Engineer in District 9; and WHEREAS, He is a Professional Engineer and a Registered Land Surveyor; he is past President of the Egyptian Chapter of the Illinois Society of Professional Engineers and past President of the Carbondale Chapter of the Illinois Association of Highway Engineers; and WHEREAS, He is involved in his community and has served as an elected member of the Board of Education for Carbondale Elementary Schools for over 4 years; his special assignments included teacher contract negotiations, the long-range planning committee and the real property committee; and WHEREAS, He served First United Methodist Church as chairman of the Planning and Building Committees during renovation of a 60-year-old building; he has also served as chairman of the Board of Trustees and has also served on the Finance Committee, Pastor-Parish Committee, Organ Renovation Committee and the Administration Board; and WHEREAS, In the Boy Scouts of America he has served as Cubmaster, Assistant Scoutmaster, Treasurer, Committee Chairman, Advancements Chairman and Webelos Den Leader; he has served on the Carbondale Highway Credit Union Board of Directors, including nine years as Chairman of the Supervisory Committee and two years as Board Chairman; and WHEREAS, His retirement will allow him to pursue his hobbies of camping and woodworking and spend more time with his wife, Sandy; his children, David, Michael, Robert, Sean, Brian, and Matt; and his grandchildren Craig, Brianna, Nicholas, and Cameron; therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Karl L. Bartelsmeyer on his exemplary service to his profession, his community, and the State of Illinois and we wish him health and happiness in all of his future endeavors; and be it further RESOLVED, That a suitable copy of this resolution be presented to Karl L. Bartelsmeyer as an expression of our respect and esteem. HOUSE RESOLUTION 1165 Offered by Representative Giles: WHEREAS, The members of the Illinois House of Representatives learned with great sadness of the death of Reverend Charlie Murray of Chicago on December 10, 2002; and WHEREAS, Reverend Murray was born to George and Lovie Murray on May 16, 1922 in Parkin, Arkansas; he received his early education in the public schools of Parkin, Arkansas; he later moved to Detroit, Michigan and then to Chicago where he remained until his passing; and WHEREAS, He was employed by the National Tea Company, United States Steel, and the Northern Trust Bank; in addition, he was the proprietor of a grocery store and restaurant; and WHEREAS, Reverend Murray was a noted singer, and sang professionally in a number of venues; he was called to the Ministry and ordained in 1952, and was called to Pastor the Southern Baptist Church of Chicago which was later renamed the New Galilee M. B. Church, where he labored for 48 years; he studied at the Moody Bible and Chicago Baptist Institutes, and received his Doctor of Divinity Degree from the McCormick Theological Seminary; he retired from the pastorate on January 20, 2001; and WHEREAS, He was actively involved in a number of organizations; he was President of the Westside Ministers' Coalition and a member of the Operation PUSH Ministers' Alliance, Broadcast Ministers' Alliance, and the Midwest Community Council; he was a Board member of the Loretta Hospital; Chaplain, Chicago Police Department; Chaplain, St. Jude's League; 33rd Degree Mason, Prince Hall Masonic Temple; and Deputy Sheriff for the Cook County Sheriff's Department, State of Illinois, Facilitator, 15th Police District CAPS Ministerial Group; and WHEREAS, Reverend Charlie Murray will be sadly missed and he leaves a legacy of involvement and concern that will long inspire the citizens
11 [January 6, 2003] of this State; and WHEREAS, His passing will be deeply felt by all who knew and loved him, especially, his wife, Laura; his son, Charles Jr. (Janice); his four daughters, Ruby Reed-Ruff (Albert), Shirley Newsome, Patricia Hymon, and Stephanie James; his nine grandchildren, James Hymon, Valencia Jenkins, Petite Butler, John Reed, Tracy Reed, Patrice James, Jeffrey James, Charles Murray II, and Joseph Murray; his six great grandchildren, Naquitta Dent-Murray, Jamal and Donovan Hymon, Alyssa Butler, Joseph James, and Taylor Jackson; his great-great granddaughter, Nylah Dent-Murray; one goddaughter, Hannah Valentine; and a host of other relatives and friends; and WHEREAS, Reverend Murray was preceded in death by one son, Kim Kendall; and one grandchild, Glenn Carey-Murray; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and regret the death of Reverend Charlie Murray and extend our sincere condolences to his family and friends; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Reverend Charlie Murray as an expression of our sympathy and regret. HOUSE RESOLUTION 1166 Offered by Representative Mautino: WHEREAS, The members of the Illinois House of Representatives are honored to recognize milestones in businesses in the State of Illinois; and WHEREAS, The La Salle National Bank will celebrate its 122nd year of banking in this State; the La Salle National Bank was the first banking institution in the La Salle area; and WHEREAS, The bank received charter number 2503 from the federal government and has continuously served the banking needs of the people of the community since 1880; and WHEREAS, The first president of the bank was I. H. Norris, who served from 1880 to 1901; in 1911 the bank moved to its present location at 105 Marquette Street in La Salle, Illinois; and WHEREAS, In 1990 the bank expanded service by adding a branch location in Peru, Illinois, located at 4141 Venture Drive; and WHEREAS, the members of the Board of Directors are Gerald F. Bishop Sr. and Mary Burke Bishop; and WHEREAS, Colonel Thomas Burke Bishop graduated from Litchfield Community High School; he earned his bachelor's degree from Eastern Illinois University and his master's degree at Sangamon State University; in addition he attended the Army Air Corps Basic Training, On the Line Army Air Corps Training, USAAC Pre-Flight School, USAAC Navigation School, Crew Assuagement, B17 Phase Training, Loran School, Weather School, US Army Infantry School, Command and General Staff College, United States Army Logistical Management School, Norwich University, and Millikin University; and WHEREAS, Colonel Thomas Burke Bishop enlisted in the United States Army Air Corps on August 13, 1943, and retired on February 1, 1982; he proudly served his country as a navigator during World War II as well as serving during the Korean and Vietnam conflicts; he was commissioned 2nd Lieutenant of the United States Army Air Corps on December 9, 1944 at the age of nineteen and was promoted to full Colonel on November 23, 1966, at the age of 41; and WHEREAS, During his career in the United States Army, Colonel Thomas Burke Bishop commanded Hv Mort Co, 130th Infantry Regiment, 44th Infantry Division upon entry on Federal Active Duty from Litchfield, Illinois on February 15, 1952; Colonel Bishop is one of only two men to have ever taken a Company into Federal Service from Litchfield, Illinois; he also served as Company Commander and S-3, Plans and Operations of the 223rd Infantry Regiment in combat in Korea, Heart Break Ridge, No Name Ridge, Punch Bowl, Inji, and Kumwa; in addition, he served as chairman of the United States Property and Fiscal Officers, NGB, and at the Pentagon and was established as the First Commandant of the Illinois Officer Candidate School; and WHEREAS, Colonel Thomas Burke Bishop has been affiliated with several organizations, including as a 50 year member of AF&AM #236 in Litchfield, a 32nd Degree Mason at the Valley of Springfield, Illinois, a member of the Ansar Shrine, a 50 year member of the American Legion Post #436, a life member of the Retired Officer Association; and he served as a past member of the VFW, the Elks Lodge, Oakcreat Country Club, and Scott AFB Officers Club; and WHEREAS, During his outstanding career with the United States Army, Colonel Thomas Burke Bishop earned many awards and commendations, including the Legion of Merit, the Combat Infantryman's Badge, the Aerial Navigation Wings, the Eagle Award, the WWII Victory Medal, the Army Commendation Medal, the United Nations Service Medal, the National Defense Service Medal, the Illinois Military Medal of Merit, the Illinois Active Duty Ribbon, the Bronze Star Medal, the Meritorious Service Medal, the Korean Presidential Unit Citation, the American

Roseen has retired as Chief of Police of the City of Palos Heights; and WHEREAS, Chief Roseen joined the Palos Heights Police Department in
[January 6, 2003] 14 1972; in 1973 he was appointed to work as a juvenile officer and a detective; in 1976 he was promoted to the position of patrol sergeant; in 1985 he was appointed to the position of Patrol Division Commander; he served as Administrative Police Lieutenant from 1990 to 1997 and was Acting Chief of Police in 1992 and 1993 and ADA coordinator from 1994 to 1996; in September of 1997, he was appointed Chief of Police; and WHEREAS, In 1991 he created and implemented the civilian Community Service Officer Program, which brought young men and women, typically interested in law enforcement careers, into the Department to assist with duties that did not require a sworn police officer; in 1992, while he was Acting Police Chief, the Palos Heights Police Department began working with the United States Customs Service in a joint investigative task force that has brought over $3,000,000 to the City through federal programs; under his direction, the Palos Heights Police Department has benefited from numerous federal and state grants; and WHEREAS, He has emphasized traffic safety; at his request, the City of Palos Heights enacted an ordinance making the failure to wear a seat belt a primary traffic offense; several officers have been trained to become Certified Child Safety Seat Technicians; and he has worked with local businesses to create a Holiday Seat Belt Awareness Program; and WHEREAS, He spearheaded a five-year effort to build the new $3,500,000 police headquarters which was dedicated in 2002 and is a reflection of the quality police service that is provided by the Department to the people of Palos Heights; and WHEREAS, Chief Roseen has been a member of the International Association of Chiefs of Police and the Illinois Association of Chiefs of Police, serving on the Legislative Committee; the South Suburban Association of Chiefs of Police; the Fifth District Police Chiefs Association, serving as President; the Southwest Central Dispatch Executive Committee, serving as President; the Fifth Municipal District Family Violence Prevention Coordinating Council, serving as Co-Chairman of the Law Enforcement Committee; the Law Enforcement Information Management Section of the International Association of the Chiefs of Police, serving on the Executive Board; and the Fire District II Cause and Origin Team; he has been a Certified Arson Investigator since 1986; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor and commend Chief of Police Harold L. Lovejoy Monument and the Alton Museum of Art and History; and WHEREAS, She has been recognized by her school superintendent, Dr. Daniel J. HOUSE RESOLUTION 1176 Offered by Representative Daniels - Munson: WHEREAS, The members of the Illinois House of Representatives were saddened to learn of the death of State Representative Doug Hoeft of Elgin on December 17, 2002; and WHEREAS, Representative Hoeft was born in Rochester, Minnesota on May 26, 1942 and lived in Elgin for the past 37 years; and WHEREAS, He received his Bachelor of Science from Denison University, attended Northwestern University, and received his Doctor of Education from Northern Illinois University; he taught school for one year at Flower High School in Chicago before taking a job teaching social studies at Elgin High School in 1965; he taught at the school for 10 years before going to work in the Kane County regional office of education; in 1987, he was named regional superintendent of schools; he was also a teacher for six years before becoming a legislator; and WHEREAS, In December 1991, he announced his candidacy for the 66th District House seat vacated by former State Representative James Kirkland; he quickly gained a reputation for his knowledge of education issues, and was known as "Mr. Education" in the halls of the General Assembly; he had served in the Illinois House since 1993; he was known as one of the legislature's strongest voices and most vocal advocates for education issues; and WHEREAS, He served on a number of legislative committees, including those dealing with education, election reform, and prisons; he served in numerous civic and community activities, including: Vice-President, Elgin Well Child Clinic; Secretary, Elgin Family Service Association; Chairperson, Elgin Community College Human Services Committee and Elgin Adult Education Planning Council; Kane County DUI Task Force; Elgin Area Private Industry Council; Criminal Justice Commission; Citizen Advisory Council for the Department of Children and Family Services; and Governor Edgar's Drug and Alcohol Abuse Prevention Task Force; and WHEREAS, His committee assignments included Elementary and Secondary Education, Environment and Energy, and Insurance, and he was a spokesman for Personnel and Pensions; he was a member of the Pension Laws Committee (PLC) and the legislature that increased the retirement benefits of State employees and downstate and Chicago teachers; he was chairman of the Unification Subcommittee and was a member of the Policy Subcommittee that formulated the PLC's formal pension policy; he was an
