HOUSE RESOLUTION 794 Offered by Representative Black: WHEREAS, The members of the Illinois House of Representatives are proud to recognize outstanding achievements in high school athletics; and WHEREAS, It has come to our attention that Michael McKean of Cissna Park was named the 2002 News-Gazette All-Area Boys' Basketball Player of the Year; and WHEREAS, Michael McKean grew up in a household where sports were constantly being televised, and his love for the game of basketball began at an early age; and WHEREAS, Michael McKean's father, Leonard, was a high school basketball coach at 3 different schools when Michael was growing up and his earliest recollections of hitting the court with his father do not involve being handed a basketball in the crib, but rather experiencing what it is like to be part of a team; and WHEREAS, Michael McKean has played school basketball since the fifth grade, prospered through the ranks, and played on the varsity team as a freshman for Cissna Park Crescent Iriquois (CPCI); when his sophomore season finished, he was an honorable mention all-state
11 [April 11, 2002] selection; this year, the 6-foot-five senior forward, who was a multipurpose threat, averaged 22.5 points and six rebounds a game in leading the Timberwolves to their fourth straight Class A regional title; the third-team Class A all-stater by the Associated Press and IBCA second-team all-stater is the program's all-time leading scorer with 1,755 points and set a school steals record with 168; Michael McKean also qualified for the Class A state golf tournament last fall; and WHEREAS, Michael McKean will go to Illinois Wesleyan this fall to play basketball and study math; the mild-mannered senior ranks fourth in his senior class; his modesty and shyness have allowed him to handle the accolades he has achieved, especially in a small town where everybody knows his name; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Michael McKean on his performance and his achievement of the 2002 News-Gazette All-Area Boys' Basketball Player of the Year; and be it further RESOLVED, That a suitable copy of this resolution be presented to Michael McKean as an expression of our esteem. HOUSE RESOLUTION 795 Offered by Representative Johnson: WHEREAS, The members of the Illinois House of Representatives wish to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, Police Chief John Numrich began his career with the Village of Carol Stream on November 1, 1971, where he served as a patrol officer; and WHEREAS, Chief Numrich was assigned to Detective on September 1, 1973, reassigned as a Patrol Officer on May 1, 1975, promoted to Sergeant on May 9, 1978, and promoted to Lieutenant on February 1, 1981; he was later appointed Deputy Chief on July 17, 1995 and as Chief on September 8, 1997; and WHEREAS, Chief Numrich is a 1984 graduate of the 136th Session of the F.B.I. National Academy; he earned a Master's Degree from Aurora University in May 1986, and he is a 1994 graduate of the 1st Illinois Law Enforcement Executive Institute Executive Management Program; and WHEREAS, Chief Numrich is the recipient of numerous department commendations and citizen appreciation letters, including the Carol Stream Police Department's Meritorious Service Award on March 1, 1983 for his supervision of several murder investigations; he also received Aurora University's William Gatzke Academic Award in 1986; and WHEREAS, Chief John Numrich is a very visible and active member of the community; he is an active member of the Character Counts Program and District 93's Student Mentoring Program; he has also provided leadership and vision to the Carol Stream Police Department, its members, and the community; and WHEREAS, Chief Numrich is the first Village of Carol Stream employee with 30 years of service; and WHEREAS, Chief John Numrich is retiring this year after 30 years of dedicated and committed service to the Carol Stream Police Department; his presence will be missed not only by his colleagues at the Carol Stream Police Department, but also by the residents of Carol Stream; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Chief John Numrich on his retirement after 30 years of service with the Carol Stream Police Department, and we wish him well in all of his future endeavors; and be it further RESOLVED, That a suitable copy of this resolution be presented to Chief John Numrich as an expression of our esteem. HOUSE RESOLUTION 797 Offered by Representative Brady:
[April 11, 2002] 12 WHEREAS, The members of the House of Representatives of the State of Illinois are proud to honor significant events in high school athletics; and WHEREAS, It has come to our attention that Derek Hunsinger of El Paso defeated Kyle Flood of Wilmington to become the 171 lb. Class A State Wrestling Champion on February 16, 2002; and WHEREAS, Mr. Hunsinger finished the season with 34 straight wins and an impressive 37-1 record; his only loss came early in the season to eventual undefeated 160 lb. State Champion Josh Phillips of U High; and WHEREAS, Mr. Hunsinger is a three-time state qualifier, losing in the first round as a freshman and placing third in 2001; he has a 115-18 career record and ranks third on the EPHS career win list behind Paul Cleary (150) and Scott Gentes (122); Derek Hunsinger is El Paso's fourth state wrestling champion and is the first junior to accomplish the feat; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Derek Hunsinger of El Paso on his victory to become the 171 lb. HOUSE RESOLUTION 799 Offered by Representatives Daniels - Hultgren: WHEREAS, Ralph Barger, the mayor and former State representative who ushered Wheaton through some of its most explosive growth, passed away on April 2, 2002; and WHEREAS, Ralph Barger was born in Oak Park on January 24, 1923; he graduated from Glenbard West in 1941 and went into the U.S. Army Air Corps, where he served in the European theater during World War II; and WHEREAS, Mr. Barger became mayor of Wheaton in 1971 amidst the controversial plans to build the 20-story Wheaton Center apartment buildings near the downtown train station; he went on to lead the city for 12 years as the Farnham, Briarcliff, Scottdale, and Butterfield Ridge subdivisions, as well as an addition to the library, the city's second fire station and the new West Street commuter train station, were built; the Danada property on the city's south side was also annexed at the end of his tenure in 1982; and WHEREAS, For his years as mayor, Mr. Barger is considered one of the best mayors in the history of Wheaton; and WHEREAS, Mr. Barger's rise to the Illinois House of Representatives remains among the strangest political sagas to date; he lost in the 1982 Republican primary by only 77 votes, after the death of his primary opponent, Kenneth Cole was appointed to the vacancy; then Mr. Cole died, and Mr. Barger was appointed to fill that vacancy; Mr. Barger served in the House of Representatives from January 1983 until January 1990; during his tenure in the General Assembly, he served on the Committees on Aging, Consumer Protection, Executive, Housing, Labor, Commerce, and served as minority spokesman for the Cities and Villages Committee; and WHEREAS, In addition to his public service, Mr. Barger operated his own business, Grafic Foto, which he operated out of his Wheaton home for 25 years; and WHEREAS, Ralph Barger was a member of American Legion Post #76 and served on the board of directors of Dieke Center; in addition he was a Republican precinct captain and a lifetime member of the Wheaton Lions Club; and WHEREAS, Ralph Barger was the beloved husband of Beverly Barger (nee Eaton); dear father of Ralph Hugh Barger, Susan Donahue, Barbara (Donald) Schmitt, Cynthia Neeld, and Martha Barger; loving grandfather of Jonathan and Jeffrey Barger, Katherine Barger and James Schmitt; and fond brother of Robert (Jane) Barger; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with

HOUSE RESOLUTION 800 Offered by Representative Dart: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Caroline "Ma Jake" Jacobs, who passed away on March 24, 2002; and WHEREAS, Caroline Jacobs was born on September 14, 1911, in Aledo, the daughter of Joseph and Cora Edna Keck Harroun; she married the late Oral G. "Jake" Jacobs on June 1, 1929, who served 10 years as a state representative before his death in 1995; Mrs. Jacobs was the mother of State Senator "Denny" Jacobs and County Board member Donald Jacobs; her family has often been called Rock Island County's version of the Kennedys, with Mrs. Jacobs being compared to Rose Kennedy; and WHEREAS, Mrs. Jacobs worked tirelessly for her husband during his political career, and equally hard for her sons and the rest of the family; and WHEREAS, Mrs. Jacobs owned and operated Jake's Lunch in East Moline for 31 years; it was the first restaurant in East Moline to serve African American customers, and was a favorite of union workers; during times of economic stress, the generous Mrs. Jacobs would feed those who had lost their jobs; and WHEREAS, Mrs. Jacobs dearly enjoyed spending time with her family, who include her children, Gloria and Robert Goebel, Donald and Wanda Jacobs, and State Senator Dennis "Denny" and Mary Ellen Jacobs; her 16 grandchildren; her 44 great-grandchildren; and her 6 great-great-grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew her, the death of Caroline Jacobs of East Moline; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Caroline Jacobs with our sincere condolences. HOUSE RESOLUTION 801 Offered by Representative Jefferson: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that Valentino DeCastris, known professionally as Val Eddy, received the 2001 Rockford Area Music Industry's (RAMIs) highest award, "The Lifetime Achievement Award" on April 19, 2001 at Rockford's Metro Centre to commemorate his long and prestigious musical career; and WHEREAS, Val Eddy was born in 1926 to Orlando and Amalia Ludovici DeCastris in the Italian-American community of south Rockford, Illinois; in the early l900s, his parents immigrated to Rockford, Illinois from Ferentino, Italy, an ancient hill town near Rome; his father, Orlando DeCastris was the Secretary of the Winnebago County Democratic Central Committee in the 1930s and 1940s and was a leader in Rockford's Italian-American community; Orlando DeCastris hosted Illinois Governor Horner and U.S. Senator Hershey at his home and was a Precinct Captain in Rockford's 5th Ward; Val Eddy married the late Patricia Macaluso, a ballet and modern dance instructor with the Arthur Murray Studios, and they toured the country until their daughter Valeri began elementary school; Valeri served as a research associate for the Illinois Citizens Assembly; her career as an environmental scientist with the State of Illinois and private sector, and adjunct professor at Illinois colleges has included civic work with numerous organizations, including twelve years on the Illinois Citizens Utility Board; and WHEREAS, Beginning in the l930s, nailing together a broken
[April 11, 2002] 14 mandolin, Val Eddy began a journey, which evolved into a full-time career in music; the south Rockford Italian community of his youth was filled with the sounds of musicians, brass bands, and serenades; children and their parents danced together in the many Italian social clubs, in the streets and in the tidy yards, with the steady percussion of bocce balls and lively conversation keeping the cadence; mandolin music could be heard daily from the porch of his neighbor, mandolin-player Gabriel Giorgi, father of the late E.J. "Zeke" Giorgi, who served in the Illinois House of Representatives for 28 years from the 67th District in Rockford, Illinois; sitting at the elder Giorgi's knee as a child with rapt attention, he taught himself to play the mandolin, bass and banjo; and WHEREAS, Val Eddy has entertained audiences throughout the world on the bass, mandolin, and banjo and performed with some of the greatest artists in the jazz world; he has given music lessons to scores of Illinois students and has played with symphonies and pops orchestras throughout the State of Illinois and the United States; he has been an artistic ambassador for Illinois throughout the world, promoting jazz; America's native musical form; mainly self-taught, he toured with America's big bands and has performed on numerous records and compact discs; and WHEREAS, Val Eddy had a 40-year partnership with Rockford native and pianist Homer Carlson and they performed at grand hotels and nightclubs throughout The United States; Val Eddy toured the country with the Del Courtney Orchestra for two years and had long engagements at the Palace in San Francisco and the Edgewater Beach Hotel and Aragon Ballroom in Chicago; he played the Flamingo in Las Vegas with Jack Benny in the 1940s; serving his country in World War II, he performed in the Army's Marching Band and was admitted to the Army's prestigious Dance Band; during World War II, Val entertained troops at USO clubs and the Ernie Pyle Theater in Tokyo, Japan; and WHEREAS, After World War II, the Val Eddy Duo had extended engagements at the Town Lounge in Rockford, the Riveria in Lake Geneva, Wisconsin, the Times Lounge in Rockford, the Lake Club in Springfield with Del Courtney and Springfield's George Rank, the Pere Marquette Hotel in Peoria, the Plantation in Moline, the Evergreen in Dundee and Stan Hack's Place in Grand Detour, owned by the popular Chicago Cub's third baseman; in the 1950s, the Val Eddy Trio, featuring Chicago's Dave Lamond, starred in a popular live television show, called "The Song Shop" on the Rockford NBC-affiliate channel, WTVO Channel 39; and WHEREAS, Val Eddy has had a long and illustrious career as a full-time musician whose contributions to the arts in Illinois spans six decades; currently, Val Eddy lives in Rockford with his wife Marian and performs regularly with area musicians in a variety of Venues; his partner Homer Carlson retired from music in the mid-1990s; therefore, be it RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Val Eddy on receiving the Rockford Area Music Industry's (RAMIs) highest award, "The Lifetime Achievement Award" for 2001; and be it further RESOLVED, That a suitable copy of this resolution be presented to Val Eddy as an expression of our esteem. Sanders, RSM, Ph.D., is the Director of the Center for Religion and Public Discourse and an Associate Professor of Public Policy at Saint Xavier University in Chicago, where she teaches ethics, policy analysis and implementation, statistics, and nonprofit organizational behavior; and WHEREAS, Sister Susan received her Ph.D. from the Harris School of Public Policy at the University of Chicago in 1991; she taught at
