15 [March 7, 2001] Offered by Representative Saviano: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone events in the history of organizations in the State of Illinois; and WHEREAS, St. Gertrude Parish is celebrating its centennial anniversary of service to the residents of the Franklin Park community; and WHEREAS, As the Catholic community in Franklin Park began to increase in size at the turn of the century, the decision to form a new parish in the community was made; as a result, on June 30, 1900, Reverend Patrick J. Scanlon was appointed pastor of the new parish in Franklin Park; and WHEREAS, The first Mass was offered at a store at the corner of Franklin Ave. and Calwagner St.; Mass attendance averaged to about 35 persons, and the total "plate offering" was $1.25 each Sunday; many of the parishioners traveled via horse and buggy or by foot; in July of 1900, Father Scanlon started to take collections in order to build a new church where he had the hearty cooperation of all people, irrespective of creed or nationality; and WHEREAS, The construction of St. Gertrude's church and rectory fell to Reverend M.B. King; under his leadership, a frame church was erected at the corner of Ruby Street and Franklin Avenue with a rectory adjoining; St. Gertrude Church was dedicated on December 1, 1901; and WHEREAS, In the fall of 1911, St. Gertrude's Church opened a parish school under the direction of the School Sisters of St. Francis; by 1914 the cornerstone was laid for the future construction of a combination church-school building at the southeast corner of Schiller Boulevard and Gustav Street; and WHEREAS, In 1914, St. Gertrude parish had a congregation of 68 families; despite the small membership, the parish was well organized and supported many religious and social activities; and WHEREAS, At the time of the parish's silver jubilee in 1925, St. Gertrude's parish served Catholics in Franklin Park, River Grove, Bensenville, Itasca, and surrounding areas; by this time, the Sisters of St. Joseph were in charge of the parish school; and WHEREAS, After World War II, the "suburban boom" that followed had a profound effect on the St. Gertrude Parish; a new church located at the southwest corner of Schiller Blvd and Rose Street was considered one of the first modern churches in the Archdiocese of Chicago; the new St. Gertrude Church was dedicated on September 19, 1954, by Cardinal Stritch; and WHEREAS, The church quarters from the former combination building were converted into classrooms, and by 1955, over one thousand children were enrolled in the parish school; however, by 1997 the parish school was closed due to declining enrollment; and WHEREAS, St. Gertrude is a very active parish; currently there are over thirty active organizations of ministry associated with the parish, and they include, the Parish Pastoral Council, the Finance Council, Ushers, Eucharistic Ministers, Music Ministry which includes the Adult Choir, Spirit Choir, and Cantors, the Spanish Choir, the Spanish Youth Choir, Spanish Liturgy, Children's Liturgy, Ministers of Care, Consolation Ministry, Neo-Catechumenal Community, Spanish Prayer, Bible Study, Religious Education, Inquiry Class, Rite Christian Initiation for Adults, Baptismal Preparation, Literacy Program, Centennial Committee, Saint Vincent DePaul, the Parish Nurse (wellness committee), Youth United in Faith, Catholic Women's Organization, Italian Catholic Federation, God's Way, Senior Citizens, Spanish Youth, Brownie Troop 4458, Daisy Troop 4111, Cadette Girl Scout Troop 4011, Senior Girl Scout Troop 4100, Boy Scout Venturing Crew, and the Finance Committee; and WHEREAS, For the last one hundred years, St. Gertrude Parish has served the residents of Franklin Park and the unincorporated area of Leyden Township; during this time, many changes have come to the Franklin Park community including the presence of differing nationalities; since 1988, the hispanic community has been actively involved in the parish, and in 1998, the Polish community had an

HOUSE RESOLUTION 111 Offered by Representatives Beaubien, Moore and Osmond: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of David Lee Litwiler, Sr. of Long Lake, Illinois, who recently passed away; and WHEREAS, David Lee Litwiler, Sr. was born in Round Lake, Illinois, on November 16, 1933; his parents were Milton J. Litwiler and Norma A. Litwiler; and WHEREAS, David Lee Litwiler, Sr. was a veteran of the United States Army, serving in the Korean War; he was a member of the International Union of Operating Engineers Local 150 in Countryside for twenty-five years; he was employed with the Donald D. McNeal Crane Corporation for twenty years, until his retirement in 1995; and WHEREAS, Mr. Litwiler cared deeply for his church, Trinity Evangelical Lutheran Church in Ingleside; the first church services were held in the home of his grandparents, and he continued the family tradition of caring for the church; he served as the chairman of the landscaping committee, and was making future plans for the church at the time of his passing; and

(husband, the late Daniel) Zelenko; his aunt, Joan (husband, Donald) Hollenbeck; his uncles, Neil (wife, the late Betty) Werhan, and Frank "Buddy" (wife, the late Eva) Amann; his brother-in-law, Victor (wife, Billie) Nix, Jr.; and his many cousins, nieces, nephews, great-nieces, great-nephews, and many friends; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we extend our sympathies to the family and friends of David Lee Litwiler, Sr. at this time; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of David Lee Litwiler, Sr. HOUSE RESOLUTION 112 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are pleased to honor Loyd Maxey and the Mike Williams Family for their achievements; and WHEREAS, The Marion County Soil and Water Conservation District held its Fifty-Sixth Annual Meeting and Dinner at the Marion County Fairgrounds Exhibition Hall; during the meeting various awards were presented to individuals making a difference in Marion County conservation; and WHEREAS, Loyd Maxey of Salem, Illinois, received the 2000 "Goodyear Farmer of the Year" award; Mr. Maxey operates the family farm in Tonti township where he was raised; in 1955 he graduated from high school and started his career in farming; Mr. Maxey began working as a flight instructor and commercial pilot in 1957; and WHEREAS, Mr. Maxey operated a crop spraying business for sixteen years; he is active as a Farm Bureau member and has served on the Farm Bureau Board; Loyd Maxey has been on the Marion County Fair Board for thirty years, spending 23 continuous years as an officer; he has also served as a member of the University of Illinois Extension Council; he has installed waterways, rock chutes, a dry dam, and a large block chute to help with conservation; by no-tilling and creating buffer strips, Mr. Maxey has helped to reduce soil loss and improve water quality; and WHEREAS, Loyd Maxey is married to the former Rosalie Alderson; they have four children, two grandchildren, and a third grandchildren arriving any day; our congratulations go out to Loyd Maxey for receiving this accolade; and WHEREAS, Mike Williams and his family have been chosen as the 2000 Marion County Conservation Farm Family; Mike Williams is a graduate of Eastern Illinois University and served two years in the United States Army; he began farming in 1975, and presently farms approximately 750 acres in Farina; Mr. Williams no-tills a large portion of his beans and corn; and WHEREAS, The Williams Family operates their farms with the intent of leaving them in good or better shape than they were when the family starting farming them; Mr. Williams has constructed several waterways and has worked to improve drainage on flat ground; Mr. Williams has also completed tree plantings on CRP acreage; and

A truck as defined in Section 1-211 when students are being transported within the passenger compartment to a school related instructional program. (b) This Section shall not apply to any second division vehicle being used by such entity in a parade, homecoming or similar school activity, or to a truck used in a school related instructional program if authorized by the school board and supervised by the school district, nor to a motor vehicle designed for the transportation of not less than 7 nor more than 16 persons while that vehicle is being operated by or for a public or private primary or secondary school, including any primary or secondary school operated by a religious institution, for the purpose of transporting not more than 15 students to and from interscholastic athletic or other interscholastic or school sponsored activities, nor to any truck, as defined in Section 1-211, when students are being transported within the passenger compartment to a school related instructional program. The number of students being transported may not exceed the number of actual seating positions within the passenger compartment of the truck. A school board that authorizes a truck, as defined in Section 1-211, to transport students enrolled in grade 12 or below for a school related instructional program shall accept liability for any injury or damage resulting from the transportation of the students. 21 [March 7, 2001] RECALLS By unanimous consent, on motion of Representative Feigenholtz, HOUSE BILL 25 was recalled from the order of Third Reading to the order of Second Reading and held on that order. On motion of Representative Brosnahan, HOUSE BILL 846 was taken up and read by title a third time. And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: 113, Yeas; 0, Nays; 0, Answering Present. (ROLL CALL 7) This bill, having received the votes of a constitutional majority of the Members elected, was declared passed. Ordered that the Clerk inform the Senate and ask their concurrence.
