Prayer by LeeArthur Crawford, Assistant Pastor with the Victory Temple Church in Springfield, Illinois. Representative Kurtz led the House in the Pledge of Allegiance. Barry of Oak Lawn, Illinois who passed away on January 31, 2001; and WHEREAS, Edward J. Barry was born on July 25, 1920 in Chicago to Eugene and Ann Barry; Edward and his siblings, Helen-Kaye, Mary, Jack, Eugene, Phillip and Ann were raised in the parish of St. Leo; and WHEREAS, Edward J. Barry served our country in World War II and was a recipient of the Purple Heart; his service to country and community continued as he served over twenty years with the Chicago Police Department and ascended to the position of Sergeant; and

HOUSE RESOLUTION 74 Offered by Representative Saviano: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize dedicated acts of service to a community in the State of Illinois; and WHEREAS, For the last 59 years, Rodger William Hammill has made a lasting and profound difference in the Franklin Park community; and WHEREAS, Rodger William Hammill was born on August 30, 1915; he attended grade school in the unincorporated Norwood Township at Melvina and Montrose and attended high school at Carl Schurz; he married his wife, Dorothy in 1940; and WHEREAS, Mr. Hammill moved to the Franklin Park area in 1942; having inherited his father's business, the Chicago Washed Cotton Goods, he was continually busy running the family business, selling electrical material for Bright Electric Company, and also taking pictures for the fire and police departments; and WHEREAS, The year 1947 was a very busy year for Mr. Hammill, signifying the beginning of more than a half century of community involvement in the Village of Franklin Park; that year he opened his first photo studio on Franklin Avenue; in addition, he helped form the Chamber of Commerce, was appointed Police and Fire Commissioner, and elected as village trustee; and WHEREAS, Rodger Hammill's name is synonymous with the Kiwanis Club and he has a 53-year perfect attendance record with the organization; in 1946, he campaigned for a water bond issue bringing Chicago Water to Franklin Park; in 1948, he was the founding member of the Franklin Park Manufacturing Association; in 1953, Rodger worked with many of the residents to bring the Leyden Community Hospital to the community; he was also a charter member of the Leyden Community Hospital Foundation; in 1957, he was elected Leyden Township Constable and was appointed Civil Defense Director of Franklin Park in 1959; and WHEREAS, Rodger Hammill's incredible photograph collection of Franklin Park's history served him well during the 70th anniversary of the community's incorporation in 1952, the 1967 Diamond Jubilee, and the 1992 centennial celebration; he was intimately involved with all three historic town observances providing photographs, movies, documentaries, and hundreds of hours of his time to make these events so memorable; and WHEREAS, During this whole period, Mr. Hammill has been an active member of the First United Methodist Church; he has been the photographer at all the events there, especially the yearly confirmation classes; he has also been a life long friend of the library, having helped create the Village Library District in 1967, where he continues to donate pictures for the local history room; and WHEREAS, Rodger Hammill has been the recipient of numerous awards over the years, the most memorable include: the testimonial dinner by
[February 23, 2001] 20 local police, fire, and village officials in 1978, being selected as Individual of the Year by the Chamber of Commerce in 1985, being named the Senior Volunteer by Cook County Sheriff Michael Sheehan, and being awarded the Kiwanis Club's Amador Medal in 1997; and WHEREAS, Rodger William Hammill has proven himself to be a legend in the history of Franklin Park; his dedicated service and love for the community has helped Franklin Park grow over the years; his service has provided the community with a link to its past, present, and future; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Rodger William Hammill for his 59 years of dedicated service to the Village of Franklin Park; and be it further RESOLVED, That a suitable copy of this resolution be presented to Rodger William Hammill as an expression of our esteem. HOUSE RESOLUTION 75 Offered by Representative Durkin: WHEREAS, The members of the Illinois House of Representatives wish to commend the men and women of the Forest Park Fire Department for their hard work and dedication to their community; and WHEREAS, An early morning fire on January 4, 2001, could have been tragic for former park district commissioner and village commissioner John Booth and his wife, Maureen; As police arrived on the scene they found Mr. Booth hanging outside of a window, his wife trapped inside; and WHEREAS, Through the quick response of the police, both lives were saved that morning; the fire department had just responded to a call at the Waldheim Cemetery storage and maintenance building when they received the call to the Booth home; and WHEREAS, The quick response by the Forest Park Fire Department resulted in the home of Mr. and Mrs. Booth sustaining very little fire damage; and WHEREAS, This devotion to the lives of others makes the men and women of the Forest Park Fire Department worthy of honor; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the men and women of the Forest Park Fire Department for their hard work and devotion, especially in saving the lives and property of Mr. and Mrs. John Booth; and be it further RESOLVED, That a suitable copy of this resolution be presented to Fire Chief Tim Rebor. HOUSE RESOLUTION 78 Offered by Representative Hartke: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Carl Koerner, Jr., who passed away on January 20, 2001; and WHEREAS, Carl Koerner was born on December 10, 1926 in East St. Louis, Illinois; his parents were Carl P. and Ann Koerner; Mr. Koerner served as a military policeman in the United States Army during World War II; in 1961 Mr. Koerner and his family moved to Effingham, beginning his community service to the town; and WHEREAS, Carl Koerner was the chairman and founder of Koerner Distributor Inc. of Effingham, Carterville, Centralia and New Baden; he was also the owner and director of K & M Floral Shoppe Inc. and Effingham Marina Inc.; and WHEREAS, For almost 40 years, Carl P. Taylor Drambule Award of Merit; and WHEREAS, Mr. Koerner was a supporter of Catholic Charities, St. Anthony schools, St. Anthony of Padua Catholic Church, Unit 40 schools, Eastern Illinois University, St. Anthony's Memorial Hospital, Effingham school sports, and many other community projects; and WHEREAS, Mr. Koerner was considered a liaison between the City of Effingham and Springfield government; his friendships and connections with State leadership often helped open up discussions for projects like the Raney Street overpass and extension that benefitted the Effingham area; and WHEREAS, The passing of Carl P. HOUSE RESOLUTION 79 Offered by Representative Black: WHEREAS, The members of the Illinois House of Representatives are honored to recognize acts of heroism to the United States of America; and WHEREAS, The soldiers of Company A, 2nd Battalion, 130th Infantry, of Matoon and Danville, Illinois, were formally welcomed home on February 19, 2001, from their return from mobilization to federal service in Kuwait as part of Operation Desert Spring; and WHEREAS, Company A was deployed to Kuwait in September, 2000; their rotation was part of Operation Southern Watch that included enforcement of the no-fly zones in Iraq and protecting key assets in Southwest Asia; following the deployment, the company demobilized at Fort McCoy, Wisconsin in early February, 2001; and
23 [February 23, 2001] WHEREAS, The soldiers of Company A were primarily responsible for the personnel and equipment security at two Patriot missile sites, a communication site, and a military intelligence collection point; the soldiers were also assigned to temporary missions, such as a quick reactionary force for Camp Doha and aboard an Army's logistical support ship; and WHEREAS, Most of the deployment was spent under THREATCON DELTA and CHARLIE, the two highest threat levels; this meant that the soldiers of Company A were at a constant state of readiness and restricted to their sites in case of a terrorist attack; and WHEREAS, Upon the return of Company A to its home in Illinois, more than 250 family members and friends gathered at the National Guard Armory in Mattoon to welcome home their loved ones from a four-month peacekeeping tour in Kuwait; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor the soldiers of Company A, 2nd Battalion, 130th Infantry, of Mattoon and Danville, Illinois, for their dedicated service to the people of the United States of America during the recent four-month peacekeeping tour that provided security in Kuwait; and be it further RESOLVED, That a suitable copy of this resolution be presented to the soldiers of Company A, 2nd Battalion, 130th Infantry as an expression of our esteem. HOUSE RESOLUTION 80 Offered by Representative Wojcik: WHEREAS, St. Matthew's Parish in Schaumburg, Illinois, is celebrating its twenty-fifth anniversary in 2001; and WHEREAS, On March 1, 1975, the first Mass was celebrated at Meinke Recreation Center; in June of 1975 weekend Masses began at Collins School; in September of 1975 Religious Education classes began; and on December 3, 1976, a ground-breaking ceremony was held for the ten acre campus that would become home to St. Matthew's Parish; in November of 1977 the Worship Center (now the Hughes Center), the Rectory, and parking areas were completed; in April of 1985 the new Parish Center was started due to church growth; and WHEREAS, On March 21, 1976 Father Ed Hughes was officially appointed Pastor of St. Matthew's Parish; on June 30, 1994 Father Hughes retired and became Pastor Emeritus; on June 20, 1994 Associate Pastor Father Joe Wilk was named the new Pastor of St. Matthew's Parish; and WHEREAS, The success of St. Matthew's Parish would not be possible without the efforts and good will of its thousands of parishoners, both past and present; and WHEREAS, St. Matthew's Parish will celebrate their twenty-fifth anniversary throughout the year; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the parishoners of St. Matthew's Parish as they celebrate their twenty-fifth anniversary; and we wish them continued good fortune as they continue to serve God in their community; and be it further RESOLVED, That a suitable copy of this resolution be presented to St. Matthew's Parish. HOUSE RESOLUTION 82 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are honored to recognize acts of heroism by a citizen of the State of Illinois; and WHEREAS, It was the quick action of Brandon Pope, who used a People Against Violent Environments emergency cellular phone to dial 911, that is credited with helping save his mother's life; and WHEREAS, Brandon Pope is five years of age and hails from Centralia, Illinois; he is a student at the Centralia City Schools' Field School Kindergarten Center in Centralia; and WHEREAS, On February 7, 2001, Brandon Pope's mother, Sandy, suffered a seizure and passed out; Brandon activated his mother's "Call to Protect Program" cellular phone to dial 911, which resulted in saving his mother's life; and WHEREAS, Brandon credits his knowledge of the cellular phone to watching his older sister use her cellular phone; and WHEREAS, Sandy Pope has a very special hero in her son Brandon; it was his quick actions that has given him the title "Hero" by his mother; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Brandon Pope for his acts of heroism that helped save the life of his mother, Sandy Pope; and be it further RESOLVED, That a suitable copy of this resolution be presented to Brandon Pope as an expression of our esteem. 25 [February 23, 2001] the State of Illinois; and WHEREAS, The Brinkmann Family was named as the Clinton County "2000 Farm Family of the Year"; and WHEREAS, Darryl Brinkmann is a graduate of the University of Illinois with a B.S. degree in Agricultural Economics; he started his farming career in 1981; Darryl and his brother, Kent, farm 750 acres of cropland at the home farm in South Clement Township; and WHEREAS, From 1983 to the present day, Darryl Brinkmann has become a very active member of the community as well as many State and National organizations which include being an active member of the Clinton County Farm Bureau since 1985 and serving as its current president; secretary and chairman for the Illinois Farm Bureau State Young Farmers Committee in 1986; he served as chairman of the advisory board on the Illinois Farm Bureau Board of Directors in 1990; a seven year member of the Clinton County Service Co., during which time he served as secretary and president between 1983 and 1990; he served as board member and treasurer of AgriPride F.S. HOUSE JOINT RESOLUTIONS CONSTITUTIONAL AMENDMENTS FIRST READING Representative Eileen Lyons introduced the following: HOUSE JOINT RESOLUTION CONSTITUTIONAL AMENDMENT 6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Sections 2 and 5 of Article IV of the Illinois Constitution: ARTICLE IV THE LEGISLATURE (ILCON Art. IV, Sec. 2) SECTION 2. LEGISLATIVE COMPOSITION (a) One Senator shall be elected from each Legislative District. Senators elected in 2004 shall first serve terms of six years and then terms of two years. Senators elected in 2006 shall serve six-year terms. Immediately following each decennial redistricting, the General Assembly by law shall divide the Legislative Districts as equally as possible into two

If the vacancy is in a Senatorial or Representative office with more than twenty-eight months remaining in the term, the appointed Senator or Representative shall serve until the next general election, at which time a Senator or Representative shall be elected to serve for the remainder of the term. If the vacancy is in any other Senatorial or
29 [February 23, 2001] Constitution, one of the most remarkable and important documents in world history; and WHEREAS, An abbreviated version of this essential document, consisting of the Preamble and the Bill of Rights could easily be placed on the reverse of the one-dollar bill; and WHEREAS, Placing the Preamble and the Bill of Rights on the one-dollar bill, a unit of currency used daily by virtually all Americans, would serve to remind the people of the historical importance of the Constitution and its impact on their lives today; and WHEREAS, Americans would be reminded by the Preamble of the blessings of liberty and by the amendments of the historical changes to the document that forms the very core of the American experience; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United States Congress to redesign the United States one-dollar bill to include the Preamble of the Constitution of the United States and the Bill of Rights on its reverse side; and be it further RESOLVED, A suitable copy of this resolution be presented to the President of the United States, the Speaker of the United States House of Representatives, the President pro tempore of the United States Senate, and the members of the Illinois Congressional Delegation. HOUSE RESOLUTION 69 Offered by Representative Soto: WHEREAS, Pregnancy rates among Hispanic teenagers are alarming; and WHEREAS, The General Assembly should take action to find appropriate and effective solutions for this problem; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the House Task Force on Hispanic Teen Pregnancy is created to study the rate of pregnancy among Hispanic teenage girls; and be it further RESOLVED, That the Task Force shall consist of: 3 Representatives and 3 public members appointed by the Speaker of the House of Representatives; and 2 Representatives and 2 public members appointed by the Minority Leader of the House of Representatives; and be it further RESOLVED, That the public members of the task force shall represent the Hispanic community and providers of health care and other services to teenagers; and be it further RESOLVED, That the task force shall submit a report of its findings and recommendations, including recommendations for legislation, to the House of Representatives no later than September 1, 2001.
