[January 30, 2001] 8 January 11, 2001 GEORGE H. RYAN GOVERNOR To the Honorable Members of the Illinois House of Representatives 91st General Assembly I hereby sign House Bill 2970. One of the provisions of HB2970 makes the State the sole bonding entity for aggregate mining projects that meet the existing State permitting criteria. Local governments will maintain bonding authority for those projects that do not meet the State criteria. Of the approximately 450 aggregate mining sites in the State, only about 125 are actually required to be permitted by the State. The State has a stringent bonding program that is patterned after the federal Office of Surface Mining bonding program for surface coal mines. I am confident that bonding rates imposed by the State will be adequate to ensure reclamation. Moreover, there are existing provisions within the Act that provide for input from local communities through their county boards. All permit applications must be filed with the county board and be made available for public review. Comments concerning bonding rates can be forwarded to the county board, and the county board may request a public hearing. The Illinois Department of Natural Resources (IDNR) will consider all comments when determining the appropriate bonding rate. To ensure that local governments have an additional mechanism for input, IDNR is committed to expanding their roles through the rule making process. IDNR will invite members of local governments, as well as industry officials, to participate in a rule making committee to help address any local concerns regarding bonding adequacy. The key thrust of the rule making will be to ensure that local governments have an opportunity to request a review and adjustment of the bond within statutory guidelines. Once this committee has developed draft rules, there will be an opportunity for all local government agencies and the general public to comment and/or request a public hearing. IDNR representatives will be available throughout this process to explain the existing bonding program and provide any technical assistance. With this clarification, I have signed House Bill 2970. HOUSE RESOLUTION 5 Offered by Representative Black: WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Bill Bounds, 30-year President of Teamsters Local #26, for his hard work and dedication to working men and women; and WHEREAS, On December 31, 2000 Bill Bounds spent his last official day in office; he has served as President of Local 26 since 1971; his office represented fourteen counties and had offices in Bloomington, Champaign, Danville, and Rantoul; and WHEREAS, Bill Bounds served as the President of the Illinois Conference of Teamsters and Joint Council 65 from 1975 to 1985; he was
19 [January 30, 2001] appointed first Co-chairman of the Labor Committee formed by Governor Jim Thompson, serving for fourteen years; and WHEREAS, Before serving as President of Local #26, Bill Bounds served as Business Representative and then as Union Organizer from 1959 to 1969, where he worked directly for Jimmy Hoffa, Sr.; and WHEREAS, Bill Bounds is a member of ESDA, the I-74 Corridor Study Group, the Vermilion County Animal Foundation, the Danville Economic Development Committee, and is a charter member of the Labor Management Council, where he also serves as co-chairman; he serves on the National Construction Policy Committee, the National Freight Negotiation Committee, and the Public Employees Policy Committee, various committees of the International Brotherhood of Teamsters; and he has been elected for the past three years to serve as the Chairman of the Vermilion County Airport Authority, and presently serves as Commissioner; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Bill Bounds for a job well done and wish him nothing but the best in his future endeavors; and be it further RESOLVED, That a suitable copy of this resolution be presented to Bill Bounds, along with our sincere regards. HOUSE RESOLUTION 6 Offered by Representative Krause: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize significant milestones in the history of the communities of the State of Illinois; and WHEREAS, It has come to our attention that the City of Prospect Heights will be celebrating its 25th anniversary on January 31, 2001; and WHEREAS, For the past 25 years; Prospect Heights has made several changes from a small rural community to a community that boasts excellent schools, police and fire services, and a community spirit that is second to none; and WHEREAS, The community of Prospect Heights was established in the 1930's when two developers, Carlton Smith and Allen Dawson, purchased land around the intersection of Camp McDonald and Elmhurst Roads; and WHEREAS, Due to booming development in the adjacent communities, the City of Prospect Heights was incorporated on January 31, 1976, exactly 40 years after the first family moved into the community; and WHEREAS, Today, the City of Prospect Heights is prized for its central location while maintaining its rural feel; this is accomplished by having homes on large lots and the helping attitude of its neighbors; and WHEREAS, The City of Prospect Heights' proud accomplishments include: joint ownership of Palwaukee Airport, which is the third busiest airport in Illinois, two park districts, award winning schools, and government services that work with the residents; the city has growing corridors along Rand Road and Milwaukee Avenue which host numerous businesses which include hotels, restaurants and shopping centers; and WHEREAS, New improvements to the City of Prospect Heights symbolize the forward progress the city is making which include the construction of a new train station; a bike and walking path from Lake Arlington to the train station, and a large decorative clock that stands in front of the police station; and WHEREAS, The future for the City of Prospect Heights remains bright; the desire for future economic development and growth while retaining the rural feeling of community is a major goal that the City of Prospect Heights would like to further continue, as it has successfully accomplished for the past 25 years; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the City of Prospect Heights on the celebration of its 25th anniversary; and be it further

HOUSE RESOLUTION 8 Offered by Representative Madigan: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of former State Representative Leland Rayson, who recently passed away; and WHEREAS, Leland Rayson was a graduate of Pittsford High School in New York, a 1946 graduate of the University of Rochester, and received his law degree from Northwestern University in 1949; and WHEREAS, Leland Rayson served in the United States Navy during World War II; he served in the South Pacific, including the Battle of Okinawa; he later retired from the Naval Reserves as a lieutenant commander; and WHEREAS, Representative Rayson was first elected to the Illinois House of Representatives in 1964, and was re-elected continuously until his retirement in 1977; while serving the people of Illinois, he was voted best legislator each term that he served by the Independent Voters of Illinois; and WHEREAS, While serving in the General Assembly, Leland Rayson was a fiercely independent, progressive legislator who championed liberal causes; he sponsored bills to legalize marijuana and certain types of abortion, to provide health care for migrant workers, to protect the environment, to require periodic reports of political campaign finances, to permit victims of violent crimes to be compensated with State funds, and to reduce the voting age to eighteen; and WHEREAS, Before serving as a Legislator, Leland Rayson co-published the Palos-Worth Reporter, a weekly newspaper and worked as a real estate broker, in addition to practicing law; he also served as the Bremen Township assessor, on a local school board, and as a justice of the peace; and WHEREAS, After his retirement from the State House, Leland Rayson resumed his law practice and served as a hearing officer for the Cook County Department of Public Aid; he and his wife retired to Port St. Lucie, Florida in 1988; and WHEREAS, The passing of former State Representative Leland Rayson will be deeply felt by all who knew him, especially his wife, Barbara; his daughter, Ann; his sons, John, William, Anthony, Leland Harvey, Dr. Thomas, and James; his brothers, Dr. Glendon and Delwyn; his sister, Rohana Rattay; his fifteen grandchildren; his great-granddaugher; and his many friends and former colleagues; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his many loved ones, the passing of former State Representative Leland Rayson; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Leland Rayson. HOUSE RESOLUTION 9 Offered by Representative Capparelli: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, Mayor Daniel D. Scanlon of Morton Grove, Illinois, was named the VIP Business Person of the Year 2000 by the Morton Grove Chamber of Commerce and Industry; and WHEREAS, Daniel Scanlon moved to Morton Grove in 1951; he served in the United States Army during World War II, facing combat with the 84th Infantry during the Battle of the Bulge; Mr. Scanlon was an original member of American Legion Post 134 in Morton Grove, and continues to serve today; and
21 [January 30, 2001] WHEREAS, Upon his arrival in Morton Grove, Daniel Scanlon became an electrician and joined Local 134, where he has served as a member for over fifty years; he and his family are a part of St. Martha's Parish, where Daniel served as an usher and helps with community events and fund raisers; and WHEREAS, Through experiences with his own children, Daniel Scanlon became a part of the Muscular Dystrophy Association of Illinois; Mr. Scanlon has hosted fund raisers, such as "jail and bails", chili cook-offs, and golf outings to help MDA's cause; and WHEREAS, In 1988 Daniel Scanlon became a Village Trustee in Morton Grove; in 1996 he was appointed Interim Mayor, and was elected Mayor in April of 1997; through his leadership Morton Grove has plans ready for improvements to Waukegan Road and Dempster Street, two major commercial corridors; his plans include improving the economic outlook and overall state of the community in the next fifteen to twenty years; and WHEREAS, Mayor Scanlon has also worked to secure the purchase of the American Legion property, preserving it as a historical building so it can continue to be used for the community; and WHEREAS, Mayor Scanlon also finds time to attend DARE graduations, Chamber of Commerce events, speaking engagements, and other community events; through all his hard work and efforts, he also finds time to spend with his wife, his children, and his grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mayor Daniel D. HOUSE RESOLUTION 10 Offered by Representative Garrett: WHEREAS, The Members of the Illinois House of Representatives would like to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, Dr. Patricia Pickles, superintendent of schools in North Chicago, Illinois, is being honored as The Most Influential African American of Lake County for the Year 2001; and WHEREAS, Dr. Patricia Pickles has brought a revitalizing spirit to the North Chicago Community School District #187; through her leadership as chief executive officer, she has turned a nearly financially and spiritually bankrupt organization into a progressive institution of learning in the North Chicago community; and WHEREAS, The North Chicago Community School District has a student body of 4,840 pupils, 480 staff members and serves Great Lakes Naval Training Center; and WHEREAS, In her years as the district's chief executive officer, Dr. Pickles initiated and secured funds for the district's largest construction project - building one new school and extending and reconfiguring six others, her influence has captured the attention of local and regional legislatures who rallied around the district's plan for improvements; she oversaw the implementation of the State's first grades K-12 mandatory uniform dress code policy, presented at National School Boards Association in March 2000, and published in American School Administrator's Magazine in December 2000; she established and utilized technology to create management information systems to make informed decisions; she updated and revitalized policies, administrative procedures, curriculum guides and adult education programs that had been dormant for over ten years; she expanded the district's preschool and early childhood programs; she initiated the "Substitute in Uniform Program" with officers from Great Lakes Naval Training Center; she provided leadership in negotiating the district's/county's first five-year teacher union contract; and she led the district to develop its first performance based compensation plan
[January 30, 2001] 22 for teachers; and WHEREAS, Selected honors, awards and coalitions that have been bestowed on Dr. Pickles include: receiving the Most Distinguished Alumnus Award from Illinois Community College Trustees; being selected by United States Congressman John Porter to serve on Select Screening Committee for the United States Military Academy; being recognized by the 100 Black Men of Chicago, Inc. for outstanding contributions in education; she was one of thirty administrators invited from the United States and the United Kingdom to present at the Oxford International Round Table on "Leadership and the Change Process" Article to be incorporated in textbooks used in Education Administration Classes; and receiving the 1st Crown Award, honoring women making a difference from Top Ladies of Distinction; and WHEREAS, Dr. Pickles will be honored in a ceremony at The Ramada Inn in Waukegan, Illinois on February 3, 2001 in which she will be recognized as the Most Influential African American of Lake County for the year 2001; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dr. Patricia Pickles for her many accomplishments and being selected as the Most Influential African American of Lake County for the Year 2001; and be it further RESOLVED, That a suitable copy of this resolution be presented to Dr. Patricia Pickles as an expression of our esteem. HOUSE RESOLUTION 11 Offered by Representative Kurtz: WHEREAS, The Members of the Illinois House of Representatives would like to honor Katherine C. Schultz, McHenry County Clerk, State of Illinois, for her research and implementation of optical scanning voting machines; and WHEREAS, Clerk Katherine Schultz should be recognized for her commitment and dedication in advancing the integrity and the security of the electoral process of the State of Illinois; and WHEREAS, Clerk Katherine Schultz through her perseverance and insight to provide McHenry County with leading technology in voting systems is a forerunner in the statewide implementation of optical scanning voting machine technology; and WHEREAS, Clerk Katherine Schultz has been involved in a six-year research effort, monitoring other state systems in Wisconsin and Michigan to ensure that implementation of an Illinois system would be beneficial to all citizens of the State of Illinois; and WHEREAS, Clerk Katherine Schultz has pursued the McHenry County Board for four years, providing the Board with exhaustive research and procedure for approval and implementation of optical scanning voting machine technology; and WHEREAS, Clerk Katherine Schultz was instrumental in providing the voters of McHenry County with leading-edge optical scanning voting equipment for the primary and general elections in the year 2000; and WHEREAS, Clerk Katherine Schultz provided satellite locations and modem capabilities for the three largest townships in McHenry County; and WHEREAS, Clerk Katherine Schultz effectively proved the advantages of optical scanning machine technology through three exemplary factors: (1) Where the voter places the finished ballot in the register; (2) The existence of a secure memory card system with voter record; and (3) An immediate tape print out at the voting precinct; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor and commend Katherine C. HOUSE RESOLUTION 12 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Sergeant Major Carl Laverle Hite, who recently passed away; and WHEREAS, As a young man, Sergeant Major Hite was an Eagle Scout and then served as Scout Master for Troop 202; he grew up in Salem, Illinois, where he began his military career in March of 1978; he served in Company C, 3rd Battalion, 130th Infantry, stationed in Salem, Illinois; and WHEREAS, While serving with HHD, 232nd Supply and Service Battalion, stationed in Springfield, Illinois, Sergeant Major Hite was called to State active duty in Quincy, Illinois, during the "great flood" of Illinois in 1993; and WHEREAS, In May of 1997 to January of 1998, then SFC Hite served as the NCOIC in charge of the soldiers and families of the 139th PAD, who had been called to active duty in support of Operation Joint Guard; the State family program called Sergeant Major Hite on numerous occasions to coordinate casualty honor guard teams; and WHEREAS, Sergeant Major Hite also managed the training of the largest unit in the State, including the 144th Army Band and the 139th Public Affairs Detachment, while serving in State Area Command (STARC (-)) at Camp Lincoln in Springfield; and WHEREAS, During his twenty-plus year career in the Illinois Army National Guard, Sergeant Major Hite also served with the 3637th Maintenance Company, and DET 3 STARC in Springfield; and WHEREAS, Sergeant Major Hite was awarded the following accommodations for his outstanding service: the Meritorious Service Medal, the Army Commendation Ribbon, the Army Achievement Medal, the Army Good Conduct Medal, the Army Reserve Component Achievement Medal, the National Defense Service Medal, the Humanitarian Service Medal, the Armed Forces Reserve Medal, the Non-Commissioned Officer Professional Development Ribbon, the Army Service Ribbon, the Army Reserve Component Overseas Training Ribbon, the Illinois Military Attendance Ribbon, the Illinois Long and Honorable Service Medal, the Illinois State Active Duty Ribbon, and the Expert Badge for M16 Rifle; and WHEREAS, At the time of his passing, Sergeant Major Hite lived in Tallula, Illinois, and served as the Operation's Sergeant in State Area Command (STARC (-)) at Camp Lincoln in Springfield, Illinois; he was an active guard reserve member of the United States Army; he had previously obtained the rank of Master Sergeant on April 1, 1998 and was posthumously awarded the rank of Sergeant Major on January 16, 2001; Sergeant Major Carl Laverle Hite was a model NCO and his dedicated service was a great credit to himself, STARC (-), the Illinois Army National Guard, and the United States Army; and WHEREAS, Sergeant Major Hite was a member of the National Rifle Association, the National Guard Association of Illinois, and the American Legion; and WHEREAS, On the day of Sergeant Major Hite's accidental and untimely death he was doing what he was known for, helping out another person; Sergeant Major Hite was a loving son, father, brother, and a loyal friend; he was a caring man, often volunteering to help out a friend or the Guard with any project; Sergeant Major Hite had a great sense of humor, and was extremely proud of his family and country; and WHEREAS, The passing of Sergeant Major Hite will be felt by all who knew and loved him, especially his parents, Carl and Elizabeth Hite; his children, Elizabeth Renee Hite and Carl Eugene Laverle Hite; his sister, Victoria Meador; and his many friends; Sergeant Major Hite will be missed by everyone who knew him; he was laid to rest in his hometown of Salem, Illinois, on January 17, 2001; therefore, be it

HOUSE RESOLUTION 13 Offered by Representative Zickus: WHEREAS, The members of the Illinois House of Representatives are honored to recognize significant milestones in the lives of the People of this State; and WHEREAS, It has come to our attention that Dwight Swanson of Geneseo, Illinois celebrated the 80th anniversary of his birth; and WHEREAS, Dwight Swanson was born on December 12, 1920; and WHEREAS, Dwight Swanson served in the United States Air Force in 1942 where he was shot down over Munich, Germany and became a POW; he escaped from the Germans through France and was immediately flown to the Pentagon; and WHEREAS, Dwight Swanson married his wife, Nadine, in 1943; he became a professional dancer in high school and along with his wife, danced in many competitions including the Aragone Ballroom in Chicago; and WHEREAS, In 1945, Dwight Swanson became a farmer, an occupation that he continues to do today; he farms over 480 acres of corn, timber and beans and raises stock cows with his daughter, Tamra; he has also been in the real estate business for the past 38 years; and WHEREAS, Dwight Swanson is the proud father of daughters, Melody, Candace and Tamra; and a dear friend to many; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dwight Swanson on the occasion of his 80th birthday and extend to him our sincere best wishes for the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to Dwight Swanson as an expression of our respect and esteem. Zion Chamber of Commerce has declared that the Business of the Year for the year 2000 is Green Valley Inc; and WHEREAS, Green Valley, Inc. started from humble beginnings in Mt. Countryman, is retiring this year; and WHEREAS, John W. Countryman, the presiding Circuit Judge in DeKalb County, has served as a Circuit Judge in the 16th Judicial Circuit in DeKalb County for the last ten years; prior to becoming a Circuit Judge he was a member of the Illinois House of Representatives for six years and prior to that he served as the Chairman and Vice-Chairman of the Illinois State Board of Elections for five years; and WHEREAS, John W. Countryman earned his bachelor's degree from Northern Illinois University in 1967; he received his Juris Doctorate, with distinction, from Chicago-Kent College of Law in 1970; he was admitted to the Illinois Bar in 1970; and WHEREAS, John W. Countryman has served in many public positions over the years including Public Defender of DeKalb County, Adjunct Professor at Northern Illinois University College of Law, a member of the Kishwaukee YMCA Board of Directors, President of the Kishwaukee Sunrise Rotary Club, Chairman of the International Council on Governmental Ethics Laws, and as President of the DeKalb County Bar Association; and WHEREAS, John W. Countryman has received many honors and awards over the years which include the Bud Geigle Award for service to Northern Illinois University in 1990, and the Northern Illinois University Foundation Humanitarian Award for service to higher education in 1997; and WHEREAS, John W. HOUSE RESOLUTION 16 Offered by Representative Schoenberg: WHEREAS, The Members of the Illinois House of Representatives are pleased to recognize significant milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, In recognition of her special importance to SHALVA, Ruth Belzer will receive the 2001 Glady Iser Award for her exceptional devotion to the mission of SHALVA; and WHEREAS, SHALVA is an organization which exists to increase awareness of domestic abuse in the Jewish community and provides services for Jewish families experiencing abuse; and WHEREAS, Ruth Belzer was born in Omaha, Nebraska; she earned a bachelor's in political science from Wellesley College and a master's degree in international relations from the University of Chicago; she began volunteering for SHALVA in 1990; and WHEREAS, Knowledgeable about the problems of domestic violence in the general community, Ms. Belzer was painfully aware of the domestic violence problem in the Jewish community; she has worked tirelessly and thoughtfully to help grow and fulfill SHALVA'S mission; and WHEREAS, Ruth Belzer's service to SHALVA include: serving as chair of the Synagogue Outreach Committee, a members of SHALVA'S Speaker's Bureau, a member of the Nominating Committee, a member of the Youth Education Committee, and as Vice President for Administration; after leaving the board, she chaired the Alumnae Board and acted as an

HOUSE RESOLUTION 17 Offered by Representative Schoenberg: WHEREAS, The Members of the Illinois House of Representatives are pleased to recognize significant milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, SHALVA will present the Rodef Shalom (Pursuer of Peace) Award to Blooma Stark in recognition of her service to the Jewish community; and WHEREAS, SHALVA is an organization that exists to increase awareness of domestic abuse in the Jewish community and provides service for Jewish families experiencing abuse; and WHEREAS, Blooma Stark is a partner at the law firm of Rosenthal and Schanfield; she volunteers for organizations that offer the opportunity to "help people in the community who often need the most protection because they cannot protect themselves", and these include SHALVA, Hadassah, and the Council of Jewish Elderly, where she utilizes her expertise in elder care law to help create guidelines for resolving ethical issues; and WHEREAS, Blooma Stark was born in Poland to survivors of the Holocaust; she and her husband, Len Stark, live in the western suburbs of Chicago; and WHEREAS, SHALVA will be hosting its Unity Dinner 2001 "Generation to Generation" on January 24, 2001 in which Blooma Stark will be awarded the Rodef Shalom Award for her dedicated service to the Jewish community; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Blooma Stark for being awarded the Rodef Shalom Award for her dedicated service to the Jewish community; and be it further RESOLVED, That a suitable copy of this resolution be presented to Blooma Stark as an expression of our esteem. HOUSE RESOLUTION 18 Offered by Representative Madigan: WHEREAS, The institution of marriage is one of the cornerstones upon which our society is built, and a marriage that has achieved a notable longevity is truly a model for the people of the State of Illinois; and WHEREAS, It has come to our attention that Mr. and Mrs. John and Patricia Wrenn of Chicago, Illinois, will celebrate the fiftieth anniversary of their marriage; and WHEREAS, John and Patricia Wrenn were united in holy matrimony on January 27, 1951 at St. Viator's Church in Chicago; and WHEREAS, They are the loving parents of Mary Patricia, Anne Marie, John Patrick, Brian Thomas, Eileen Mary, and Jeanne Marie; and the grandparents of six wonderful grandchildren, Jude, Liam, Emily, Delia, Molly, and Patricia Claire; and WHEREAS, The respect for marriage reaches one of its highest

HOUSE RESOLUTION 21 Offered by Representative Monique Davis: WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Mrs. Lucille McKay Garnett, who
[January 30, 2001] 28 recently passed away; and WHEREAS, Lucille McKay Garnett was born in Chicago, Illinois on March 18, 1920; she was a 1938 graduate of Englewood High School; she was a member of Alpha Kappa Alpha Sorority while attending Fisk University in Nashville, Tennessee; she received her Bachelor of Science degree in Education from Northwestern University, and a Master's degree in Psychology from DePaul University in 1976; and WHEREAS, Lucille Garnett worked seven years as a social worker in Cook County; she worked over forty years as a grade school teacher for the Chicago Public Schools; she was a member of the Board of Education, served as an educational counselor, and acted as assistant principal, in addition to many other roles; and WHEREAS, Lucille Garnett was a member of the Chums Bridge and Social Club since the founding of the club in 1946; she traveled extensively, across the United States, through Europe, in the Caribbean, and to South Africa; and WHEREAS, The passing of Lucille McKay Garnett will be deeply felt by all who knew and loved her, including her husband, Winfield Alexander Garnett, Jr., who she married on August 16, 1941; her children, Winfield James and Stephan Warren; her grandchildren, Winfield Alexander III and Lance Aaron; and her other family members and friends; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with her family and friends, the passing of Lucille McKay Garnett; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Lucille McKay Garnett. HOUSE RESOLUTION 23 Offered by Representative Schoenberg: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone events in the history of education in the State of Illinois; and WHEREAS, It has come to our attention that Northwestern University is celebrating its sesquicentennial anniversary; and WHEREAS, In 1850, the nine founders of Northwestern University met to create an academic institution of the highest order of excellence that would serve the people of the Northwest Territory; and WHEREAS, On January 28, 1851, the State of Illinois granted a charter, signed by Governor A.C. French, establishing Northwestern University with the power to appoint a President and all such professors as necessary, and to confer academic degrees; and WHEREAS, In 1869, Northwestern University was one of the earliest institutions of higher learning in the country to admit women on the same basis as men; and WHEREAS, Since Northwestern purchased land north of Chicago and began offering classes in 1855 and the City of Evanston was incorporated in 1863, the City of Evanston and Northwestern University have enjoyed a mutually beneficial relationship; and WHEREAS, Since Northwestern has maintained property in Chicago since its inception and consolidated its professional schools in the early 20th century into one campus in Chicago's Streeterville neighborhood, the City of Chicago and Northwestern University have enjoyed a mutually beneficial relationship; and WHEREAS, Northwestern's position as a premier research and teaching institution of national and international acclaim, and consistent ranking as a top United States university brings great pride and honor to Illinois and its residents; and WHEREAS, The results of the research conducted and academic ideas explored benefit the people of Illinois and the entire world; and WHEREAS, Northwestern University is celebrating its sesquicentennial anniversary with events and programs on both campuses and around the country throughout 2000 and 2001; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND
