AMENDMENT NO. 1. Amend House Bill 1365 on page 4, line 2, by
inserting after the period the following:
"The Department of State Police must process, retain, and
additionally provide and disseminate information to the Board
concerning criminal charges, arrests, convictions, and their
disposition, that have been filed before, on, or after the effective
date of this amendatory Act of the 91st General Assembly against a
basic academy applicant, law enforcement applicant, or law
enforcement officer whose fingerprint identification cards are on
file or maintained by the Department of State Police.".

Collection Act by changing Section 9.

AMENDMENT NO. 1. Amend House Bill 2041 by replacing the title
with the following:
"AN ACT to amend the Illinois Wage Payment and Collection Act by
changing Section 9."; and
by replacing everything after the enacting clause with the following:
"Section 5. The Illinois Wage Payment and Collection Act is
amended by changing Section 9 as follows:
(820 ILCS 115/9) (from Ch. 48, par. 39m-9)
Sec. 9. Except as hereinafter provided, deductions by employers
from wages or final compensation are prohibited unless such
deductions are (1) required by law; (2) to the benefit of the
employee; (3) in response to a valid wage assignment or wage
deduction order; (4) made with the express written consent of the
employee, given freely at the time the deduction is made; or (5) made
by a municipality with a population of 500,000 or more, a community
college district in a city with a population of 500,000 or more, a
housing authority in a municipality with a population of 500,000 or
more, the Chicago Park District, the Metropolitan Transit Authority,
or the Chicago School Reform Board of Trustees to pay a debt owed by

the employee to a municipality with a population of 500,000 or more;
provided, however, that the amount deducted from any one salary or
wage payment shall not exceed 25% of the net amount of the payment;
or (6) made by a housing authority in a municipality with a
population of 500,000 or more or a municipality with a population of
500,000 or more to pay a debt owed by the employee to a housing
authority in a municipality with a population of 500,000 or more;
provided, however, that the amount deducted from any one salary or
wage payment shall not exceed 25% of the net amount of the payment.
Before the municipality with a population of 500,000 or more, the
Chicago Park District, the Metropolitan Transit Authority, a housing
authority in a municipality with a population of 500,000 or more, or
the Chicago School Reform Board of Trustees deducts any amount from
any salary or wage of an employee to pay a debt owed to a
municipality with a population of 500,000 or more under this Section,
the municipality shall certify that the employee has been afforded an
opportunity for a hearing to dispute the debt that is due and owing
the municipality. Before a housing authority in a municipality with a
population of 500,000 or more or a municipality with a population of
500,000 or more deducts any amount from any salary or wage of an
employee to pay a debt owed to a housing authority in a municipality
with a population of 500,000 or more under this Section, the housing
authority shall certify that the employee has been afforded an
opportunity for a hearing to dispute the debt that is due and owing
the housing authority. For purposes of this Section, "net amount"
means that part of the salary or wage payment remaining after the
deduction of any amounts required by law to be deducted and "debt due
and owing" means (i) a specified sum of money owed to the
municipality or housing authority for city services, work, or goods,
after the period granted for payment has expired, or (ii) a specified
sum of money owed to the municipality or housing authority pursuant
to a court order or order of an administrative hearing officer after
the exhaustion of, or the failure to exhaust, judicial review. Where
the legitimacy of any deduction from wages is in dispute, the amount
in question may be withheld if the employer notifies the Department
of Labor on the date the payment is due in writing of the amount that
is being withheld and stating the reasons for which the payment is
withheld. Upon such notification the Department of Labor shall
conduct an investigation and render a judgment as promptly as
possible, and shall complete such investigation within 30 days of
receipt of the notification by the employer that wages have been
withheld. The employer shall pay the wages due upon order of the
Department of Labor within 15 calendar days of issuance of a judgment
on the dispute.
The Department shall establish rules to protect the interests of
both parties in cases of disputed deductions from wages. Such rules
shall include reasonable limitations on the amount of deductions
beyond those required by law which may be made during any pay period
by any employer.
In case of a dispute over wages, the employer shall pay, without
condition and within the time set by this Act, all wages or parts
thereof, conceded by him to be due, leaving to the employee all
remedies to which he may otherwise be entitled as to any balance
claimed. The acceptance by an employee of a disputed paycheck shall
not constitute a release as to the balance of his claim and any
release or restrictive endorsement required by an employer as a
condition to payment shall be a violation of this Act and shall be
void.

Section 99. Effective date. This Act takes effect upon becoming
law.".

School Local School Council President, has been named Onahan School
Man of the Year; and
WHEREAS, Larry Lindberg graduated from Gray Elementary and Lane
Technical High School; he went on to Illinois Institute of
Technology; and
WHEREAS, Larry Lindberg has been recognized with awards and
recognition from the State of Illinois, the Pioneer Press, and the

WHEREAS, Those individuals who minister to the spiritual needs of
others are worthy of the highest respect and admiration; and
WHEREAS, Born in Israel, Rabbi Reuven Frankel moved with his
family to the United States in 1939; he spent nearly three decades in
the Cantorate, holding several positions, including Shaarey Zedek in
Southfield, Michigan; Temple Israel in Albany, New York; North
Suburban Synagogue Beth El in Highland Park, Illinois; and for the
past twenty years as the Rabbi of Congregation B'nai Tikvah in
Deerfield, Illinois; and
WHEREAS, Rabbi Frankel was ordained as a rabbi in 1977 and became
B'nai Tikvah's first full-time rabbi in 1978; and
WHEREAS, Rabbi Frankel has developed an educated laity, who,
under his guidance, have developed skills that enable them to
participate in and lead weekday, Shabbat, and Festival services; and
WHEREAS, Rabbi Frankel's musical programs have added much to the
services; the Annual Jewish Music Festival has delighted audiences of
all ages; and
WHEREAS, Rabbi Frankel has been a member of the Cantors Assembly,
has served as the President of the Midwest Region of the Assembly, is
a member of the Midwest Region of the Rabbinic Assembly, is a member
of the Executive Board of the Chicago Rabbinical Assembly, and serves
as President of the Southeast Lake County Clergy Association; and
WHEREAS, He is supported throughout his public and private life
by his wife, Dr. Penina Frankel; three sons, Hillel, Aaron, and Noam;
and two grandsons; and
WHEREAS, His retirement will be celebrated June 6, 1999;

HOUSE RESOLUTION 196
Offered by Representative Granberg:
WHEREAS, Centralia Elks Lodge #493 was instituted in the city on
May 31, 1899, with 37 members; and
WHEREAS, Harry M. Warner, the first Exalted Ruler, and his small
band embarked on a century which has produced much in resources,
effort, and good will to the Centralia area; and
WHEREAS, The members found that their service to the lodge and
community produced deep and lasting relationships which often lasted
a lifetime, along with abundant self satisfaction; and
WHEREAS, The City of Centralia has benefitted from the 100 years
of Elkdom; through the efforts of the lodge to bring cultural and
recreational events to local citizens; they have assumed leadership
in the Halloween Parade; and
WHEREAS, The lodge has cooperated with other organizations
working for the benefit of the city including such groups as the Boy
Scouts, Salvation Army, Y.M.C.A., Rotary, Lions, American Legion, and
AMVETS; and
WHEREAS, The lodge has been generous with funds to assist victims
of the San Francisco earthquake and floods, fires, and tornadoes; the
lodge contributed in many ways to the relief of the families involved
in the Centralia Mine Disaster of 1947; and
WHEREAS, The lodge has led in patriotic activities such as
sending gifts to servicemen, scrap drives, canteens for serviceman,
blood drives, and welcome home activities in World Wars I and II,
Korea, and the Vietnam War; and
WHEREAS, The lodge first observed Flag Day in 1907 and greeted
the establishment of the day as a legal holiday by President Truman;
and
WHEREAS, The lodge's efforts to assist children included Crippled
Childrens Clinic, aid to hospitalized children, Easter egg hunts,
generous contributions to Christmas baskets for less fortunate
children, support of the Sister Kinny Polio Clinic, scholarships,
family picnics, and March of Dimes campaigns; and
WHEREAS, The lodge promoted such recreational activities as
bowling, golf, billiards, pool, baseball, boxing, horseshoes,
handball, bridge, and other card games; and
WHEREAS, The lodge will appropriately mark this 100th anniversary
from May 6-9, 1999 with festivity and merriment as well as a serious
reflection on the orders past; therefore, be it

WHEREAS, The members of the Illinois House of Representatives
wish to congratulate Evie Stageberg on being a dedicated volunteer;
and
WHEREAS, Upon her retirement from Northwest Community Hospital in
1983, Evie Stageberg immediately contacted Volunteer Services at the
Hospital; as a result she has been volunteering on the same floor
ever since; and
WHEREAS, In her almost eighteen years of volunteering at the
Hospital, she has contributed almost 33,100 volunteer hours, the
highest number ever reached by a volunteer at Northwest Community
Hospital; that is an unprecedented number of hours anywhere; she has
sometimes been there seven days a week; and
WHEREAS, Three North is definitely Evie's unit; it is there that
she welcomes patients and visitors to the unit, always with a
cheerful greeting and a smile; patients look forward to her warm
reception and occasional delivery of flowers or cards; the hospital
purchased a delivery cart for her to use, complete with her name on
it; and
WHEREAS, Evie's young at heart spirit is contagious to patients
and co-workers around the unit; she is a very special person who has
given many hours so patients might feel more comfortable and rest

Hutchison on her retirement; and
WHEREAS, Jill Hutchison is a one-time president of the Women's
Basketball Coaches Association; in 1996 she was voted the
Rawlings-MVC Coach of the Year, and was elected Kodak District Coach
of the Year, which made her a finalist for National Coach of the
Year; and
WHEREAS, Jill Hutchison and her teams have won four conference
championships and earned nine post-season tournament bids; while
coaching at Illinois State she has had 453 career coaching victories;
and
WHEREAS, Jill Hutchison is acknowledged as the winningest coach
in the Missouri Valley Conference; among active Division I coaches,
she ranks No. 19 in career coaching victories; and
WHEREAS, She has received the Carol Eckman Award for service to
the WBCA; she also received the E. Burton Mercier Alumni Service
Award for leadership at Illinois State; and
WHEREAS, In every semester for the past decade her team has kept
its grade point average above 3.0; star players from the team have
excelled academically, as well as going on to play in the Olympics
and the ABL; and
WHEREAS, Jill Hutchison is the author of Coaching Women's
Basketball Successfully; and
WHEREAS, Jill Hutchison is a graduate of the University of New
Mexico; she earned her Master's Degree from Illinois State, and her

citizens who assume great personal risk to save the lives of other
citizens; and
WHEREAS, On March 9, 1999, the North Chicago Fire Department
responded to a house fire at 3016 20th Place in North Chicago; and
WHEREAS, Arriving units reported heavy smoke and fire showing;
residents stated that two children were trapped in the basement; and
WHEREAS, Commander Doug Henderson and Paid-On-Call Firefighter
August Hibel, without hesitation and regardless of danger, braved the
treacherous fire to rescue the two small children from the basement
of the dwelling; and
WHEREAS, Without doubt, Commander Doug Henderson and Paid-On-Call
Firefighter August Hibel can truly be called heroes for they took
great personal risk without question or concern for their own safety
to save the lives of the children; therefore, be it

HOUSE RESOLUTION 201
Offered by Representative Cowlishaw:
WHEREAS, The members of this Body are honored to recognize
significant occasions in the lives of the people of this State; and
WHEREAS, It has come to our attention that Kennedy Junior High
School in Lisle, the newest of the five middle schools in Naperville
Community Unit School District 203, is being dedicated to Eugene C.
Drendel, who retired as associate superintendent for 6-12 instruction
in 1994; and
WHEREAS, A native Napervillian, he attended SS Peter and Paul
Catholic School and Naperville Community High School; he attended
Iowa State College and earned his master's degree in educational
administration as the college became a university; and
WHEREAS, He met and married Sharon Fogarty of Cedar Rapids, Iowa;
they moved to DeKalb, where he served as a middle school math and
science teacher; he also coached a ninth grade wrestling team that
was undefeated in dual meets during his three-year stewardship; and
WHEREAS, In 1963, Gene Drendel returned to Naperville and taught
seventh and eighth grade math and science at Lincoln Junior High
School and served as assistant wrestling coach; during his second and
third years, he served as both teacher and assistant principal; and
WHEREAS, In 1966, he became principal of Naper Elementary School;
he left Naper to become director of administrative services for the
district in 1968; the following year, he served as interim principal
at Beebe Elementary School while making arrangements for the opening

of Jefferson Junior High School, and in 1970 he opened the still
unfinished school; and
WHEREAS, He served on the governing boards of the special
education cooperative to which the school district then belonged, and
of the Audio Visual Institute of DuPage County; he was recognized by
the Naperville Jaycees as Outstand Young Educator and as
Distinguished Educator; and
WHEREAS, In 1985, he was elevated to Associate Superintendent of
Instruction for grades six through twelve; and
WHEREAS, Gene and Sharon Drendel are the loving parents of
Theresa, Joseph, Douglas, Andrea, and Sean; they are the proud
grandparents of three granddaughters and one grandson; and
WHEREAS, Although retired, Gene Drendel continued his involvement
with the education profession, teaching and coordinating clinical and
student teaching assignments; he also represents North Central
College at meetings of college placement coordinators, helps
coordinate an annual job fair, and counsels incoming education
students; and
WHEREAS, Gene Drendel is worthy of our highest admiration, he has
earned the respect of all who have come to know him; therefore, be it

Offered by Representative Ryder:
WHEREAS, The members of this House are pleased and honored to
recognize an organization that helps the citizens of this State and
it is our privilege to recognize the Pathway Services Unlimited, Inc.
of Jacksonville; and
WHEREAS, Because children with developmental disabilities were
not included in public school programs, several local parents met in
early 1964 and began the Pathway School; the corporate charter was
recorded in Morgan County on May 18, 1964; and
WHEREAS, The first venture of the new organization was a summer
session taught by a special educator, Bill Walsh; the first year was
successful; several children were receiving programming, a base of
community supporters was established, and the Board of Education was
beginning to respond to the needs of "mentally retarded children";
and
WHEREAS, The Pathway School is an approved program for severely
and profoundly retarded and multiply handicapped children aged 3-21;
classroom instruction includes communication, gross motor skills,
perceptual motor tasks, use of leisure time, socialization, and
self-care skills; and
WHEREAS, Pathway Services Unlimited has established a number of
community based residential alternatives specifically designed to
provide individuals who have developmental disabilities an
appropriate home in the least restrictive setting; and
WHEREAS, Pathway Services Unlimited provides and stimulates the
development of programs which enhance the total well-being of persons
developmentally disabled; therefore, be it

HOUSE RESOLUTION 203
Offered by Representative Brosnahan:
WHEREAS, The members of the Illinois House of Representatives
wish to acknowledge National Donors Week, April 19-23, 1999; in
remembering this important week, we also want to acknowledge Little
Company of Mary Hospital in Evergreen Park, the site of the first
kidney transplant in the nation, on June 17, 1950; and
WHEREAS, Mrs. Howard Tucker, a 44-year old woman originally from
Jasper, Indiana, was the patient; she had moved to Chicago to be
closer to the medical attention she needed; members of her family had
died from polycystic kidney disease; and
WHEREAS, The kidney came from a woman the same age, physical
size, and blood type as Mrs. Tucker; forty-five minutes after the
death of the donor, the operation began; under the watchful eyes of
visiting surgeons and doctors, Dr. Richard Lawler went on to complete
the transplant; Mrs. Tucker went on to enjoy life for five more
years, passing away on April 30, 1955; and
WHEREAS, The surgical team consisted of Dr. Richard Lawler, Dr.
Raymond Murphy, and Dr. James West; the superintendent of the

for the surgery to commence; and
WHEREAS, This was the only transplant surgery ever performed at
Little Company of Mary Hospital; and
WHEREAS, The hospital is supervised today by Sister Kathleen
McIntyre; the sisters of the Congregation of Little Company of Mary
continue to operate the hospital; and
WHEREAS, As a result of this successful operation, today many
people's lives have been spared thanks to transplant surgeries;
therefore, be it

and administration of Little Company of Mary Hospital for making
National Donors Week possible; through their innovation in completing

WHEREAS, The Zonta Club of Oak Park was organized in February of
1934 and chartered on May 26 of that year as the 127th chapter of
Zonta International, a worldwide service organization of executives
in business and the professions organized in 1919 to advance the
status of women; and
WHEREAS, Throughout its "herstory", the Zonta Club of Oak Park
has supported many local organizations, financially and through
service; and
WHEREAS, The Zonta Club of Oak Park supports the Young Women in
Public Affairs scholarship program by recognizing and awarding
scholarships to local high school seniors to encourage these young
women to enter careers or seek leadership positions in social
policymaking, government, and volunteer organizations; and
WHEREAS, The Zonta Club of Oak Park financially supports the
Amelia Earhart fellowship award program founded in 1938 to support
women pursuing graduate degrees in aerospace-related sciences and

engineering and has supported more than 500 women from 48 countries
in more than 800 fellowships; and
WHEREAS, The Zonta Club of Oak Park also financially supports the
international service project selected by Zonta International through

700,000 women and girls through projects in Argentina, Bangladesh,
Botswana, Burkina Faso, Columbia, the Comoros Islands, Ghana,
Guatemala, India, Jordan, Mexico, the Philippines, Senegal, South
Africa, Sri Lanka, Thailand, and Zimbabwe; and
WHEREAS, The Zonta Club of Oak Park has supported other projects
in literacy, the eradication of domestic violence and
internationalism, and a student exchange and has sponsored with other
Zonta Clubs receptions for new United States citizens at the Dirksen
Federal Building in Chicago; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST

McLaughlin is celebrating the 40th anniversary of his ordination into

and
WHEREAS, The illustrious life and extraordinary service of Father

Kalwasinski of Chicago, Illinois, will celebrate the fiftieth
anniversary of their marriage; and
WHEREAS, Joseph Kalwasinski and the former Domecella (Dorothy)
Laruton were united in holy matrimony on September 17, 1949 at All
Saints Church in Chicago; and
WHEREAS, Joe was employed by the City of Chicago Fire Department

for 32 years and retired on July 13, 1985 with the rank of
Lieutenant; Dorothy was employed by the Chicago Transit Authority for

WHEREAS, The respect for marriage reaches one of its highest
plateaus when a couple such as Joe and Dorothy celebrate their golden
wedding anniversary; and
WHEREAS, Joe and Dorothy stand as examples of the best of our
society, and their love and devotion to each other and to their
family and friends serve as a reminder to all that hard work,
dedication, and love can make a difference in today's world;
