HOUSE RESOLUTION 184 Offered by Representative Madigan: WHEREAS, Allen J. Lynch of Gurnee received the Congressional Medal of Honor for his actions when he was a Sergeant with the United States Army near My An, Binh Dinh Province, Republic of Vietnam, on December 15, 1967; and WHEREAS, Sergeant Lynch received the medal for conspicuous gallantry and intrepidity in action at the risk of his life and beyond the call of duty; and WHEREAS, Sergeant Lynch (then Sp4c.) distinguished himself while serving in the forward element of an operation near the village of My An; his unit became heavily engaged with a numerically superior enemy force; Sgt. Lynch provided his commander with information which proved essential to the unit's successful actions; and WHEREAS, Observing 3 wounded comrades lying exposed to enemy fire, Sgt. Lynch dashed across 50 meters of open ground through heavy enemy fire to administer aid; he returned to the area 3 times to carry the wounded men to safety; and WHEREAS, When his company was forced to withdraw by the superior firepower of the enemy, Sgt. Lynch remained to aid his comrades; alone, he defended his isolated position for 2 hours against the advancing enemy; using only his rifle and a grenade, he stopped the enemy just short of his trench, killing 5; he crossed the area 5 times to carry his wounded comrades to a more secure area; and WHEREAS, Sergeant Lynch's extraordinary heroism, at the risk of his life are in keeping with the highest traditions of the military service; and

Fritz of Peoria received the Congressional Medal of Honor for his actions when he was with the United States Army in Binh Long Province, Republic of Vietnam, on January 11, 1969; and WHEREAS, Captain Fritz received the medal for conspicuous gallantry and intrepidity in action at the risk of his life and beyond the call of duty; and WHEREAS, Captain Fritz (then First Lieutenant) distinguished himself while serving as a platoon leader; he was leading his 7 vehicle armored column along Highway 13 to meet and escort a truck convoy when his column suddenly came under heavy crossfire from a reinforced enemy company deployed in ambush positions; and WHEREAS, In the initial attack, Captain Fritz was seriously wounded; realizing his platoon was completely surrounded, he leaped to the top of his burning vehicle and directed the positioning of his remaining vehicles and men; without regard for his own safety he ran from vehicle to vehicle, to improve the defenses and assist the wounded; Captain Fritz manned a machine gun and inspired his men to deliver intense and deadly fire which broke the assault and routed the attackers; and WHEREAS, A strong force assaulted the position and attempted to overwhelm the defenders; Captain Fritz, armed only with a pistol and bayonet, led a small group of men in a fierce charge which routed the attackers; and WHEREAS, Despite his wounds, Captain Fritz returned to his position, assisted his men, and refused medical attention until all of his wounded comrades had been treated and evacuated; and WHEREAS, Captain Fritz's extraordinary heroism, at the risk of his life are in keeping with the highest traditions of the military service; and WHEREAS, The State of Illinois is proud of people like Harold A. Dunlap of Monmouth received the Congressional Medal of Honor for his actions when he was a Captain with the United States Marines on Iwo Jima on February 21, 1945 during World War II;
HOUSE OF REPRESENTATIVES 3005 and WHEREAS, Captain Dunlap received the medal for conspicuous gallantry and intrepidity in action at the risk of his life and beyond the call of duty as commanding officer in action against enemy Japanese forces; and WHEREAS, Defying uninterrupted blasts of Japanese artillery, mortar fire, and machine gun fire, Captain Dunlap led his troops from low ground upward toward the steep cliffs where the enemy rained down shrapnel and bullets until his progress was temporarily halted; determined not to yield, he crawled alone, took observation at the base of the cliff, located the enemy guns, and returned to his own lines where he relayed the vital information to supporting artillery and naval gunfire units; and WHEREAS, For 2 days and 2 nights, he worked without respite under constant enemy fire, skillfully directing a smashing bombardment against the Japanese positions; and WHEREAS, Captain Dunlap's extraordinary heroism, at the risk of his life are in keeping with the highest traditions of the military service; and WHEREAS, The State of Illinois is proud of people like Robert H. Dunham of Jerseyville received the Congressional Medal of Honor for his actions when he was a Technical Sergeant with the United States Army near Kayserberg, France, on January 8, 1945 during World War II; and WHEREAS, T/Sgt. Dunham received the medal for conspicuous gallantry and intrepidity in action at the risk of his life and beyond the call of duty; and WHEREAS, T/Sgt. Dunham singlehandedly assaulted 3 machine guns; wearing a white robe made of a mattress cover, carrying 12 carbine magazines, and with a dozen hand grenades snagged in his belt, he advanced in the attack under fire from 2 machine guns and supporting riflemen; when he was 10 yards from the gun, he was wounded but he arose and continued his one man assault; and WHEREAS, A grenade landed beside him, but he kicked it away and it exploded 5 yards away; he shot and killed the machine gunner and assistant gunner; he hurled grenades, destroying guns and their crews; then fired down into the supporting foxholes with his carbine, dispatching and dispersing the enemy riflemen; and WHEREAS, T/Sgt. Dunham ended up killing 9 Germans, wounding 7, and capturing 2; he fired about 175 rounds of carbine ammunition and 11 grenades; and WHEREAS, T/Sgt. Dunham's extraordinary heroism, at the risk of his life are in keeping with the highest traditions of the military service; and WHEREAS, The State of Illinois is proud of people like Russell E. Davis of Flat Rock received the Congressional Medal of Honor for his actions when he was a Private First Class with the United States Army in Vietnam, west of Cai Lay on November 18, 1967; and WHEREAS, Sergeant Davis received the medal for conspicuous gallantry and intrepidity in action at the risk of his life and beyond the call of duty; and WHEREAS, Sgt. Davis distinguished himself while serving as a cannoneer at a remote fire support base; the fire support base was under heavy enemy mortar attack; simultaneously, an estimated reinforced Viet Cong battalion launched a fierce ground attack upon the fire support base; only a river separated the Viet Cong from the fire support base; and WHEREAS, Sgt. Davis seized a machine gun and provided covering fire for his gun crew; an enemy recoilless rifle round scored a direct hit on the artillery piece, hurling the gun crew from their weapon and blew Sgt. Davis into a foxhole; and WHEREAS, Sgt. Davis returned to the howitzer, rammed a shell into the gun, and fired, which knocked him to the ground; he returned to fire again when an enemy mortar round exploded, injuring him painfully; Sgt. Davis continued firing; and WHEREAS, He fought his way across a river to 3 injured comrades; while the most seriously injured was helped across, Sgt. Davis protected the 2 remaining casualties until he could pull them across; though suffering from painful wounds, he refused medical attention, joining another howitzer crew which fired at the large Viet Cong force until it broke and fled; and WHEREAS, Sgt. Davis's extraordinary heroism, at the risk of his life are in keeping with the highest traditions of the military service; and WHEREAS, The State of Illinois is proud of people like Sammy L. Choate of Anna received the Congressional Medal of Honor for his actions when he was a Staff Sergeant with the United States Army during World War II near Bruyeres, France, on October 25, 1944; and WHEREAS, He commanded a tank destroyer; an enemy Mark IV tank and a company of infantry attacked, threatening to overrun the American position and to capture a command post; the tank destroyer was set
HOUSE OF REPRESENTATIVES 3007 afire with 2 hits; and WHEREAS, Ordering his men to abandon the destroyer, S/Sgt. Choate returned to the destroyer searching for injured men; completing the search and seeing the tank overrunning our infantry, he secured a bazooka and fired a rocket from a distance of 20 yards, immobilizing the tank but leaving it able to spray the area with cannon and machine gun fire; and WHEREAS, He secured another rocket and his second shot shattered the turret; with his pistol he killed 2 of the crew; running to the tank, he dropped a grenade inside the tank and completed its destruction; and WHEREAS, S/Sgt. Choate's great daring in assaulting an enemy tank single-handedly and his skill in the attack turned a probable defeat into a tactical success; and WHEREAS, The State of Illinois is proud of people like Clyde L. Choate, who risked his life in the service of his country; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Clyde L. HOUSE OF REPRESENTATIVES 3009 Honors Band; and be it further HOUSE RESOLUTION 197 Offered by Representative Madigan: WHEREAS, The members of the Illinois House of Representatives wish to congratulate the many Jewel Food Stores within the State of Illinois, that this year celebrate 100 years of serving people; and WHEREAS, Frank Ross and Frank Skiff incorporated the Jewel Tea Company in 1899; with $700 start up money, the small business sold tea and coffee door to door from the back of horse-drawn wagons; by 1909 the business had expanded to hundreds of routes across the country, with Jewel Route Men visiting their customer's homes every two weeks and assessing their needs; and WHEREAS, Jewel Tea Company had 850 routes and sales of over $8 million by 1915; the concept of "advancing the premium" was introduced in 1919; customers were given sets of Haviland China if they promised to keep shopping with the Jewel Company; and WHEREAS, The Green River Ordinance of 1932 prohibited sales people from calling at homes and soliciting business without an invitation; the company decided to experiment with a pilot group of stores; Maurice Karker, Jewel President from 1924 to 1942, bought 77 stores that had been previously operated by Loblaw in Chicago to begin the program; and WHEREAS, The history of Jewel continued: in the late 1930s, Chicago area housewives were interviewed and asked what they wanted from a food store and their comments were written as the Jewel 10 Commandments, a list telling customers what to expect from the company; and WHEREAS, During World War II a restriction was placed on canned goods, and Jewel set a new initiative by selling frozen food, and thus starting a new industry; by the 1950's Jewel had become a major part of the Chicago area, opening 32 new stores and creating a new headquarters; in the 1960's Jewel added "Red Carpet Service", "Miracle prices", in-store bakeries, and the Chef's Kitchen; and WHEREAS, By the 1970's the Pier 14 Seafood Shops were becoming a part of the Jewel stores growing list of customer services; the 1980's brought a new logo and the purchase of Jewel and Osco by American Stores; a Jewel Food Store also had a cameo appearance in "The Blues Brothers" when it was partially destroyed during a car chase in the movie; and WHEREAS, The Preferred Customer Program, the introduction of President's Choice labeled food, and expanded recycling efforts all became part of the Jewel story in the 1990's; and WHEREAS, Jewel/Osco is the State of Illinois' largest private sector employer; and WHEREAS, In celebration of the 100th anniversary of Jewel, "The Big Cart" was introduced in the Chicago St. Patrick's Day parade and will be making appearances in other parades throughout 1999; a special 100-page edition of the Chicago Tribune with the history of Jewel was also published; and WHEREAS, This year Jewel/Osco employees will donate 100,000 hours of public service in the various communities that Jewel calls home; Jewel is proud to be partnered with the Greater Chicago Food Depository, the Museum of Science and Industry, The Alevio Medical Center, United Way, and the Illinois High School Athletic Association in showing their commitment to the community; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Jewel on their 100th anniversary; we wish the company and its many employees continued good wishes for the future; and be it further

HOUSE JOINT RESOLUTION 17 Offered by Representative Zickus: WHEREAS, In Illinois there were 213 collisions between vehicles and railroad trains in 1997; these collisions resulted in 27 fatalities and 85 injuries; Amtrak was involved in 245 accidents nationwide in 1997, with 75% of the accidents attributable to motorists' inattention or impatience; and WHEREAS, Improving safety at Illinois' railroad crossings is of paramount importance; therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the Railroad Safety Task Force is created to investigate rail safety, determine what types of judicial and administrative action should be taken against motorists who cause railroad accidents, and investigate advances in technology that may improve railroad safety; and be it further RESOLVED, That the Railroad Safety Task Force shall be composed of: 2 members from the House of Representatives, one member appointed by the Speaker of the House and one member appointed by the Minority Leader of the House of Representatives; 2 members from the Senate, one member appointed by the President of the Senate and one member appointed by the Minority Leader of the Senate; the Governor or a representative appointed by the Governor; the Secretary of State or a representative appointed by the Secretary of State; the Secretary of Transportation or a representative appointed by the Secretary of Transportation; the Chairman of the Illinois Commerce Commission or a representative appointed by the Chairman; 2 representatives of the railroad industry appointed by the Governor; and one representative of the trucking industry appointed by the Governor; and be it further RESOLVED, That the Railroad Safety Task Force shall compile and submit a report to the General Assembly before January 1, 2000 on methods, procedures, and recommendations for improving railroad safety at railroad crossings throughout this State and on what types of judicial and administrative action should be taken against motorists who cause railroad accidents; and be it further RESOLVED, That copies of this resolution be delivered to the Governor, the Secretary of State, the Secretary of Transportation, and the Chairman of the Illinois Commerce Commission. MESSAGES FROM THE SENATE A message from the Senate by Mr. Harry, Secretary: Mr. Speaker -- I am directed to inform the House of Representatives that the Senate has adopted the following Senate Joint Resolution, in the adoption of which I am instructed to ask the concurrence of the House of Representatives, to-wit: SENATE JOINT RESOLUTION NO. 33 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, April 15, 1999, the Senate stands adjourned until Tuesday, April 20, 1999, at 12:30 o'clock p.m.; and the House of Representatives stands adjourned until Tuesday, April 20, 1999, at 1:00 o'clock p.m. Adopted by the Senate, April 15, 1999. Representative Currie moved the adoption of the resolution. The motion prevailed and SENATE JOINT RESOLUTION 33 was adopted. Ordered that the Clerk inform the Senate. At the hour of 2:08 o'clock p.m., Representative Currie moved that the House do now adjourn. The motion prevailed. And in accordance therewith and pursuant to SENATE JOINT RESOLUTION 33, the House stood adjourned until Tuesday, April 20, 1999, at 1:00 o'clock p.m.
