HOUSE RESOLUTION 93 Offered by Representative McKeon: WHEREAS, Horizons Community Services will hold its 25th Anniversary Human First Benefit Gala and awards presentation on Saturday, March 13, 1999; and WHEREAS, Horizons works to enhance the lives of persons with AIDS and HIV infection, victims of anti-lesbian and anti-gay violence, and lesbian, gay, bisexual, and transgendered youth, adults, and families; and WHEREAS, Horizons has contributed to the welfare of more than 500,000 Chicagoans, and is marking its twenty-fifth year of service to the citizens of the City of Chicago; and WHEREAS, Horizons Community Services was inducted into the City of Chicago's Gay and Lesbian Hall of Fame on November 16, 1992, recognizing its significant contributions to the quality of life in the City of Chicago; and WHEREAS, Horizons Community Services has done a great service to the people of the City of Chicago by promoting equal rights for all, regardless of race, religion, ethnicity, physical ability, or sexual orientation; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend Horizons Community Services for their outreach and caring; and we congratulate them on the occasion of their twenty-fifth anniversary; and be it further RESOLVED, That a suitable copy of this resolution be presented to Horizons Community Services. HOUSE RESOLUTION 95 Offered by Representative McGuire: WHEREAS, Social Security is America's premier family protection system, providing working families with crucial income insurance in the event of the retirement, death or disability of a family wage earner; and WHEREAS, Social Security is the only secure source of retirement income for the overwhelming majority of Americans, with two in three older American households relying on Social Security for half or more of their income; and WHEREAS, Many of the proposals being discussed would require sharp and misguided benefit cuts, including raising the normal retirement age and reducing the cost of living adjustments; and WHEREAS, The Board of Trustees of the Federal Old-Age and Survivors Insurance and Disability Insurance Trust Funds are reporting that Social Security is secure and can pay full benefits until 2032, with 70 to 75 percent of benefits covered by expected revenues after that time; and
524 JOURNAL OF THE [February 26, 1999] WHEREAS, Many Americans are concerned about Social Security's long-term financial viability; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that (1) Congress should take steps soon to strengthen Social Security so that all Americans can be assured that the program will be there for them; (2) Social Security should continue to provide an unreduced foundation of economic security for American families; (3) Social Security benefits should not be subject to the whims of the market, and private investment accounts should never be substituted for the core defined benefits Social Security currently provides; (4) Working families should be able to count on full disability and survivor protections that grow to meet the needs of families, including spouses and children; (5) Americans who do not spend full careers in the paid workforce because they work at home caring for children or other family members should not be penalized by reforms; and (6) Responsible Social Security reforms must be based on realistic assumptions about the economy as well as about the uncertainty and risk inherent in markets; and be it further RESOLVED, That suitable copies of this resolution be presented to the Speaker of the United States House of Representatives, the President of the United States Senate, and each member of the Illinois congressional delegation. HOUSE RESOLUTION 102 Offered by Representative Gash: BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is directed to conduct a management audit of the Illinois State Toll Highway Authority in order to determine whether the Toll Highway Authority is managing or utilizing its resources, including the public funds of the State, personnel, property, equipment, and space in an efficient and economical manner; and be it further RESOLVED, That the Auditor General shall determine any causes of inefficiencies or uneconomical practices, including inadequacies in management information systems, internal and administrative procedures, organizational structures, use of resources, allocation of personnel, purchasing policies, and equipment; and be it further RESOLVED, That the Illinois State Toll Highway Authority shall provide its internal audits required under the Fiscal Control and Internal Auditing Act to the Auditor General in order to assist in this management audit; and be it further RESOLVED, That the Auditor General shall complete this management audit of the Illinois State Toll Highway Authority and submit a report of its findings and conclusions to the House of Representatives by January 10, 2000; and be it further RESOLVED, That copies of this resolution be presented to the Auditor General and each director of the Illinois State Toll Highway Authority.
