HOUSE RESOLUTION 97 Offered by Representative McGuire: WHEREAS, The members of the House of Representatives are happy to recognize individuals who have made outstanding contributions to the well-being of the citizens of this State; and WHEREAS, Manhattan, Illinois Police Chief William Harris has announced his retirement from the department; and WHEREAS, William Harris has been on the police department of the Village of Manhattan for over 33 years; he began his career on October 20, 1965, when he was hired as a part-time officer while working full-time at Caterpillar Tractor Company in Joliet; and WHEREAS, Mr. Harris served in the security division of the United States Air Force from 1956 to 1960; and WHEREAS, He took over as "acting chief" on June 1, 1969; during this time, he was a volunteer for the Manhattan Fire Department; on January 1, 1970, William Harris was hired as police chief for the

HOUSE RESOLUTION 98 Offered by Representative Madigan: WHEREAS, Because of the famine that devastated Ireland in the mid-19th Century, more than 1.8 million people fled to the United States in cramped, disease infested ships; and WHEREAS, The exodus in these "coffin ships" is being commemorated by a new United States Postal Service stamp, the first to honor the country's Irish heritage on this, the 150th anniversary of the "Irish Potato Famine"; and WHEREAS, Over a five-year period, more than 3.5 million Irish men, women, and children either died of starvation or, because of massive evictions and facing certain death, were forced to emigrate to survive; people bound for America boarded the makeshift "coffin ships" as steerage passengers and traveled a month or more under fetid conditions; and WHEREAS, After arriving in America, the Irish accepted menial jobs at very little pay; most of the women worked as domestics until they could get better paying jobs in sweat shops and textile mills; and WHEREAS, The Irish helped to build railroads, canals, cities, and schools throughout our nation; and WHEREAS, The Irish immigrants sent whatever savings they could afford from their meager incomes back to Ireland to help their families; many civic and church groups and individuals generously contributed to provide aid relief for Ireland; the United States Congress provided two former military vessels to collect the clothing, food, and money in the ports of New York and Boston to transport the goods to Ireland; and WHEREAS, Today's 44.5 million Americans who claim Irish lineage can indeed be proud of their ancestors and the many contributions they have made over the past century and a half to all aspects of American life; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we wish to express our appreciation to the United States Postal Service for issuing the Irish Immigration Stamp and for honoring this nation's Irish heritage; and be it further RESOLVED, That a suitable copy of this resolution be forwarded to the Postmaster General of the United States, William J. HOUSE RESOLUTION 99 Offered by Representative Black: WHEREAS, It has come to the attention of this House that Jack Hardy will be inducted into the Illinois Basketball Coaches Association Hall of Fame at Illinois State University in Normal on April 24; and WHEREAS, Jack Hardy was born in Danville and went to Schlarman High School before his family moved to Westville; he attended Eastern Illinois University; and

HOUSE RESOLUTION 100 Offered by Representative Mulligan: WHEREAS, Hugh E. Muncy dedicated his professional life spanning more than three decades in service to the retail industry in Illinois; and WHEREAS, Hugh Muncy was born on June 19, 1917; he was graduated from Cornell College, Iowa, with majors in speech and journalism; he received special training in radio broadcasting at the University of Iowa and completed studies at Northwestern Univrsity's Institute for Trade Association Executives; and WHEREAS, He began his long and illustrious career in 1949 as Community Relations Director of the Illinois Chain Store Council, during which time he brought Illinois retailing into Chicago public school classrooms by conducting retail lectures on WBEZ Radio; and WHEREAS, He joined the staff of the Illinois Retail Merchants Association upon its creation in 1957; and WHEREAS, As a staff executive and later during his 15 year tenure as the second President of the Association, he, with the guidance of members, Directors, staff, and all Illinoisans, contributed immeasurably to developing and managing IRMA's full range of services, fashioning from his efforts one of America's pre-eminent State retail associations; and WHEREAS, In the area of store operations, he was responsible for creating IRMA's renowned SELLING IS OUR BUSINESS training program, its Unemployment Insurance Manual, and countless seminars and training programs; and WHEREAS, Under Hugh's direction IRMA moved to the forefront of government relations in Illinois by creating model shoplifting and bad check prevention laws, replacing the onerous personal property tax, and negotiating significant compromise in unemployment insurance and workers' compensation laws; and WHEREAS, He guided IRMA to become "The Voice of Retailing" in Illinois, encouraging staff executives to participate in virtually every kind of business meeting imaginable to keep retailing as an industry in front of the general public, and organizing EVERYTHING HAS A PRICE WEEK to impress upon the public the significant impact retail theft on the economy; and WHEREAS, He created numerous opportunities for IRMA membership investments to more than pay for themselves in the form of
HOUSE OF REPRESENTATIVES 501 dollar-saving bankcard processing, insurance, collection and freight auditing services, and monthly sales comparison reports; and WHEREAS, Hugh Muncy was known across the United States for the 1,806 RETAIL NEWS BRIEFS newsletters he authored that kept Illinois merchants posted on the people, trends, and national issues of importance to the industry; and WHEREAS, Over the years, Hugh Muncy has had more ideas than could be considered in two lifetimes, much less one distinguished career; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we extend our sincere condolences upon the death of Hugh E. HOUSE RESOLUTION 101 Offered by Representative Hannig: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of the people of the State of Illinois; and WHEREAS, Stephen Potsic of Nokomis, Illinois will be celebrating his 94th birthday on February 27; Mr. Potsic was born in 1905 to his parents, Stephen Potsic, Sr., and Anna Sarsany Potsic, both originally from Zavadka, Czechoslovakia; Stephen Potsic Sr. worked in the coal mines to pay for his trip to the United States, and soon settled in Witt, Illinois to raise his family; and WHEREAS, Stephen Potsic was diagnosed at an early age with Infantile Paralysis (polio); he grew up to overcome this childhood illness and become the skilled craftsman he is today; and WHEREAS, Stephen began carving at an early age; today he has amassed a collection that includes an Indian chief, a copy of the Abraham Lincoln statue in Rosemond Grove cemetery in Rosamond, Illinois, pigs, duck decoys, and all of the presidential profiles from Washington to Bush; he would like to do a profile of our current President, but is suffering from poor eyesight and cannot see well enough to carve; and WHEREAS, Stephen has appeared on local news programs, as well as local publications that want to tell his story; he was recently honored with a Certificate of Appreciation from Congressman John Shimkus and a letter from Governor Jim Edgar; Mr. Potsic is a fine example of the best of Illinois; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Stephen Potsic for achieving a lifetime of memories through his wood carvings; we wish him a continued long and happy life, as well as good thoughts on his 94th birthday; and be it further RESOLVED, That a suitable copy of this resolution be presented to Stephen Potsic of Nokomis, Illinois, along with our warmest regards. HOUSE RESOLUTION 103 Offered by Representative Lang: WHEREAS, The members of this Body are honored to recognized significant milestones in the lives of the people of this State; and WHEREAS, It has come to our attention that Samuel Minkus of Chicago is celebrating the ninetieth anniversary of his birth; and WHEREAS, Samuel Minkus was born March 9, 1909 in Zhitomir, Russia, to Oscar and Anna Minkus, who brought their family to the
502 JOURNAL OF THE [February 25, 1999] United States in 1914 and settled in Winnipeg, Canada, via Ellis Island; and WHEREAS, He came to Chicago in 1921; he was always athletically inclined; he won many medals in boxing and track and field; he trained Barney Ross and refereed boxing matches; and WHEREAS, His first job was at the Chesapeake & Ohio; he also worked as a bookkeeper in the dairy business, and ran a venetian blind business; and WHEREAS, On October 18, 1942, he was united in holy matrimony to Lilliam Wein; he entered the army at the age of 35 during World War II; and WHEREAS, He entered the luggage business with his father-in-law, Joseph Wein, and sold the luggage business in 1957; he began work at Everware, Inc., where he worked until he retired in 1985; and WHEREAS, Mr. Minkus is the loving father of two sons, Paul and Loren, and the proud grandfather of Michelle, Jamie, Elizabeth, and Aaron; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Samuel Minkus on his ninetieth birthday and wish him the best for the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to him as an expression of our esteem. HOUSE RESOLUTION 104 Offered by Representative Granberg: WHEREAS, The members of this Body were saddened to learn of the death of Ralph J. Loyd of Greenville on February 4, 1999; and WHEREAS, An active member of the Greenville Fire Department, Mr. Loyd answered a call and drove his truck to the fire, the last time he would do so; and WHEREAS, Mr. Loyd was born in Greenville on September 18, 1908, the son of Lee and Anna White Loyd; he married the former Helen M. Hentz on February 8, 1929; she preceded him in death on February 26, 1995; and WHEREAS, Mr. Loyd drove 20 accident free years for the Purple Swan which later became Greyhound Bus Company; he operated Lee Loyd and Sons Trucking with his father and later owned the company; he farmed until his retirement in 1969, and in retirement he drove for DeMoulin Brothers, Inc.; and WHEREAS, Mr. Loyd was a member of the Greenville Masonic Lodge 245 AF&AM and a member of the First United Methodist Church; and WHEREAS, His passing will be deeply felt by his family and friends, especially his son, Van Loyd; his daughter, Ann Strang; four grandchildren; and nine great-grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and regret the death of Ralph J. HOUSE RESOLUTION 107 Offered by Representative McKeon: WHEREAS, The Asian long-horned beetle (Anoplophora glabripennis), a very destructive insect pest which attacks a wide variety of healthy, living trees, was first found in New York City in 1996; and WHEREAS, Infestations of the Asian long-horned beetle have been traced to raw lumber used to pack goods shipped from China; and WHEREAS, Infestations of the Asian long-horned beetle were first
504 JOURNAL OF THE [February 25, 1999] discovered in the Ravenswood neighborhood in Chicago, Illinois in July, 1998; and WHEREAS, Subsequent to the discovery of initial infestations, local, State, and federal inspectors have conducted intensive surveys and have located additional infestations in Summit in Cook County and Addison in DuPage County; and WHEREAS, In late July, 1998, the City of Chicago issued a beetle alert notifying the public about the Asian long-horned beetle and efforts to identify and eradicate infestations in the City; and WHEREAS, On July 28, 1998, the Illinois Department of Agriculture issued a quarantine order for the Asian long-horned beetle in the Ravenswood neighborhood of Chicago; in August, the State expanded the quarantine area around the Ravenswood neighborhood, and extended its quarantine to include the area around Summit in Cook County and Addison in DuPage County; and WHEREAS, The Illinois House of Representatives held a public hearing in Chicago on August 17, 1998 on the status of Asian long-horned beetle infestations in the Chicago metropolitan area; and WHEREAS, On August 23, 1998, the Illinois Department of Agriculture declared trees infested with the Asian long-horned beetle to be an official "public nuisance" under the Insect Pest and Plant Disease Act; and WHEREAS, The U.S. Department of Agriculture provided funds to help pay the cost of removing infested trees on public and private property, and the City of Chicago used its own personnel and equipment to remove infested trees from City property in the infested areas; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Department of Agriculture be commended for the professional and expeditious manner in which it implemented measures to pinpoint areas infested with the Asian long-horned beetle, establish a quarantine of infested areas, and remove infested trees; and be it further RESOLVED, That the Illinois Department of Natural Resources be commended for providing assistance, through its Forest Protection and Health Management Program, in the form of grants to plant trees on public property to replace infested ones which have been removed; and be it further RESOLVED, That the U.S. Department of Agriculture be commended for providing assistance in the form of technical expertise, personnel, and funds to locate and remove infested trees; and be it further RESOLVED, That Mayor Richard M. Daley and Alderman Eugene Schulter of the City of Chicago be commended for their timely assistance in identifying and removing trees infested with the Asian long-horned beetle and subsequent reforestation efforts; and be it further RESOLVED, That suitable copies of this resolution be delivered to the Directors of Agriculture and Natural Resources, the Governor, the Mayor of the City of Chicago, the Chicago City Council, and the Secretary of the U.S. Department of Agriculture.
