WHEREAS, Harrah's Joliet Casino is the twenty-third recipient of
the Salute to Industry Award; Harrah's made its official debut in
Joliet with the launching of the Northern Star in May of 1993,
followed by the Southern Star II; and

Joliet area, both in financial funding and employee volunteerism;

WHEREAS, The Private Sewage Disposal Licensing Act was enacted in
1973 "to protect, promote and preserve the public health, safety and
general welfare by providing for licensing of private sewage disposal
contractors and the establishment and enforcement of a minimum code
of standards for design, construction, materials, operation and
maintenance of private sewage disposal systems, for the
transportation and disposal of wastes therefrom, and for private
sewage disposal servicing equipment"; and
WHEREAS, Innovations in technology for the development and use of
onsite wastewater systems have changed since 1973; and
WHEREAS, The State of Illinois has experienced substantial
population growth and expansion into rural areas, dramatically
increasing the number of onsite wastewater systems in use in those
areas; and
WHEREAS, Rural population growth has created a need for more
professional and innovative solutions to onsite wastewater problems
in the State; and
WHEREAS, Both the State and federal government lack sufficient
funding to properly inspect, test, and develop onsite wastewater
systems in a manner that protects and promotes the public health,

safety, and general welfare of the people of the State of Illinois;
therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST

Private Sewage Disposal Review Commission consisting of 4 members
appointed by the Speaker of the House and 3 members appointed by the
Minority Leader of the House, all of whom shall serve without
compensation but shall be reimbursed for their reasonable and
necessary expenses from funds available for that purpose; and be it

RESOLVED, That the Commission shall meet initially at the call of
the Speaker, shall select one member as chairperson at its initial
meeting, shall thereafter meet at the call of the chairperson, shall
hold public hearings, shall receive the assistance of legislative
staff, and shall report its findings and recommendations concerning
the Private Sewage Disposal Licensing Act to the House by filing
copies of its report with the Clerk of the House on or before January

operated a successful program of linked deposits, under which the
investment of State funds is linked to the accomplishment of various
public policy objectives; and
WHEREAS, Several other states have implemented linked investment
programs for the assets of their public employee pension funds; and
WHEREAS, The various public employee pension funds in Illinois
currently have total assets in excess of $50 billion; and
WHEREAS, The use of even a small portion of those assets to
accomplish the State's public policy objectives could have an
important impact on the well-being of the people of this State;
therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Reinvest Illinois
Task Force is hereby created, to consist of 4 legislative and 3
nonlegislative members appointed by the Speaker of the House and 4
legislative members appointed by the House Minority Leader; and be it

RESOLVED, That the Task Force shall examine and consider pension
investment programs in other states that are designed to assist
financial ventures in economically depressed areas, and shall
consider the advisability of authorizing or requiring such a pension
investment program in Illinois; and be it further

recommendations to the House by January 15, 2000, and shall thereupon

WHEREAS, The multiple problems of truant, at-risk, out-of-school,
disruptive, and delinquent youth are a growing concern of educators,
service providers, and citizens of the State; and
WHEREAS, Truancy, dropping out, and delinquency can lead to more
serious problems for these youths and their communities; and
WHEREAS, Cooperation and coordination between local law
enforcement authorities, juvenile courts, and State and local
governments and a coordination of the efforts of those agencies that
have jurisdiction over or responsibility for truant, at-risk,
out-of-school, disruptive, and delinquent youth provide the best
chance for ensuring the educational and career success of that
population; and
WHEREAS, Local communities need to significantly increase their
ability to effectively supervise and educate this truant, at-risk,
out-of-school, disruptive, and delinquent population and to assist
such youth in developing appropriate behavior and achieving academic
and career successes; and
WHEREAS, Research supports the concept that intervention and
prevention programs have long-term benefits and are more
cost-effective than detention or incarceration or social dependence;
and
WHEREAS, There is a significant demand for bed space in detention
facilities and a high rate of recidivism among juveniles; and
WHEREAS, A standards-based education system requires that all
learners be provided with essential support and a range of learning
opportunities to meet or exceed State learning goals; and
WHEREAS, Current services for these youth are fragmented,
unevenly distributed, and of varying quality; and
WHEREAS, A detailed study of systems that impact that population
can provide complete information to guide the development and
implementation of educational programs beneficial to such youth;
therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, That the Commission on Truant, At-Risk, Out-of-School,
Disruptive, and Delinquent Youth (hereinafter referred to as the
"Commission" or "Youth-At-Risk Commission") is created, consisting of
23 members as follows:

One representative of the Department of Public Aid, to be
appointed by the Director of Public Aid;
One representative of the Department of Human Services, to be
appointed by the Secretary of Human Services;
One representative of the Office of the Attorney General, to be
appointed by the Attorney General;
One representative of the Illinois Juvenile Justice Commission,
to be appointed by the Chairperson of the Illinois Juvenile Justice
Commission;
One representative of the Illinois Human Resource Investment
Council, to be appointed by the Co-chairpersons of the Illinois Human
Resource Investment Council;
One representative of the Department of Children and Family
Services, to be appointed by the Director of Children and Family
Services;
One representative of the Department of Corrections, to be
appointed by the Director of Corrections;
One representative of the State Board of Education, to be
appointed by the Chairperson of the State Board of Education;
Two members of the Senate, one each to be appointed by the
President and the Minority Leader of the Senate;
Two members of the House of Representatives, one each to be
appointed by the Speaker and the Minority Leader of the House of
Representatives;
One regional superintendent of schools, to be appointed by the
President of the Illinois Association of Regional Superintendents of
Schools;
Two teacher's union representatives, one each to be appointed by
the Presidents of the Illinois Education Association and the Illinois
Federation of Teachers;
One representative of the Illinois School Management Alliance, to
be appointed by the Illinois School Management Alliance;
One representative of the public community college system, to be
appointed by the Chairman of the Illinois Community College Board;
One representative of the Illinois Parent Teacher Association, to
be appointed by the President of the Illinois Parent Teacher
Association;
One representative of the Chicago Public Schools, to be appointed
by the Chief Executive Officer of the Chicago Public Schools;
One representative of the Project Success Program, to be
appointed by the Governor;
One member who shall be appointed by the Governor to serve as the
Chairperson of the Commission; and
Two experts in the fields of truancy, at-risk youth, or
alternative education, to be appointed by the Chairperson of the
Commission; and be it further
RESOLVED, That the Youth-At-Risk Commission shall meet initially
at the call of its Chairperson, provided that the Commission may not
hold its first meeting or hearing until at least 11 members,
including the Chairperson, have been appointed; and be it further
RESOLVED, That all members of the Commission shall serve without
compensation but shall be reimbursed for their actual expenses
incurred in the performance of their duties from funds appropriated
for the expenses of joint legislative committees or commissions; and
be it further
RESOLVED, That the Commission shall study the complicated issues
surrounding truant, at-risk, out-of-school, disruptive, and
delinquent youth, that study to take into account the following:
(1) The current extent of the need in Illinois for services
for the social and academic needs of truant, at-risk,
out-of-school, disruptive, and delinquent youth;

(2) The effectiveness of existing social and academic
programs in Illinois that serve these youth populations, and the
impact of existing programs on safety and the learning
environment of elementary and secondary schools;
(3) Nationally recognized programs that have been
successful in meeting the social and academic needs of these
youth populations;
(4) The total cost of providing social and academic
services through local schools and communities for these youth
populations;
(5) The current level of funding provided to State and
local entities serving these youth populations; and
(6) Recommended strategies for serving the social and
academic needs of youth returning from the Department of
Corrections or detained in youth detention facilities; and be it
further
RESOLVED, That the Youth-At-Risk Commission shall file with the
Governor and the General Assembly, on or before December 31, 2000, a
written report of its findings, recommendations, and proposed
legislation concerning truant, at-risk, out-of-school, disruptive,
and delinquent youth; and that upon filing its report the Commission
is dissolved.
HOUSE JOINT RESOLUTION 10
Offered by Representative Slone:
WHEREAS, The importance of preserving Illinois' productive
agricultural land has been recognized by the citizens of rural and
urban communities of the State and by numerous organizations and
public officials of the State; and
WHEREAS, Agriculture is Illinois' leading industry, generating
tens of billions of dollars in economic activity through agricultural
production, input, processing, and marketing, and is vital to the
economic diversity of the State; and
WHEREAS, Illinois' farmers use the State's superior soil types
and favorable climate to commercially produce more than 200 different
agricultural commodities for domestic and international markets; and
WHEREAS, Illinois farmers are the stewards of more land than
any other group in the State and use our natural resources to make a
living and to feed and clothe our citizenry while maintaining
wildlife and providing open space; and
WHEREAS, Increased suburbanization and government policies cause
severe development pressure on Illinois' agricultural land and its
76,000 farmers; and
WHEREAS, Preserving Illinois' prime farmland and protecting it
against irreversible conversion to non-farm uses are high State
priorities; and
WHEREAS, Uncoordinated and unplanned growth poses a threat to the
environment, sustainable economic and agricultural development, and
the health, safety, and quality of life of the residents of this
State; and
WHEREAS, It is in the public interest that local governments and
the private sector coordinate with one another in regional planning;
and
WHEREAS, Farmland preservation requires planning and managed
growth to channel new development where adequate public facilities
and services already exist; therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that there is created the Illinois Smart Growth Task Force:
(a) The Task Force consists of at least 12 members and not more

than 22 members chosen according to the following requirements:
(1) Six voting members appointed from the House of
Representatives, with 3 members appointed by the Speaker and 3
members appointed by the Minority Leader;
(2) Six voting members appointed from the Senate, with 3
members appointed by the President and 3 members appointed by the
Minority Leader;
(3) Up to ten non-voting members appointed from pertinent
fields or disciplines by the legislative members of the Task
Force, by majority vote, with up to 2 individuals appointed from
each of the following categories:
(A) Agriculture and environment;
(B) Academia;
(C) County or municipal government;
(D) Construction or development and urban or regional
planning;
(E) Any other field or discipline the legislative
members of the Task Force deem necessary;
(b) A majority of the legislative appointees shall select a
legislative member of the Task Force to serve as chairperson;
(c) The Director of Agriculture, the Director of Commerce and
Community Affairs, the Director of Natural Resources, and the
Secretary or Transportation, or their designees, may serve as
advisory non-voting delegates to the Task Force;
(d) The Task Force has the following objectives:
(1) Conduct a series of public hearings throughout the
State to discuss visions and plans for Illinois in the 21st
Century concerning farmland preservation, land use, and
transportation needs for different State regions;
(2) Identify tools and incentives to preserve and maintain
land for agricultural production and open space;
(3) Make recommendations and propose enabling legislation
to enhance the continued vitality of farming and to retain land
in agricultural uses;
(4) Strengthen laws that encourage farmland preservation
and promote compact development;
(5) Review the State budget, revenues, and tax expenditures
to see how fiscal policy affects land use and farmland
preservation in Illinois;
(6) Review State and regional transportation policies and
high-priority projects to determine their impact on regional
development patterns and farmland preservation;
(7) Develop legislative proposals to implement smart growth
policies and change policies that foster suburban sprawl and
undermine farm preservation;
(8) Propose funding amounts and identify revenue sources to
implement farmland preservation and land conservation
initiatives;
(9) Propose formation of a permanent working group or
commission to oversee farmland preservation and smart growth
initiatives, including designation of a lead State agency;
(10) Recommend action steps to create a statewide smart
growth land use plan based on statewide public hearings;
(e) The Task Force shall receive the assistance of legislative
staff, legislative agencies, and, upon request, private and public
organizations;
(f) The members of the Task Force shall serve without
compensation but shall be reimbursed for their reasonable and
necessary expenses from funds appropriated for that purpose; and be
it further
RESOLVED, That the Illinois Smart Growth Task Force shall meet as

soon as possible after at least 6 legislative members have been
appointed, shall hold public hearings, and shall annually report its
findings and recommendations concerning the suburbanization and
preservation of farmland to the General Assembly by filing copies of
its report with the Clerk of the House and the Secretary of the
Senate on or before December 31, 1999 and on or before December 31,
2000; and that upon filing its final report the task force is
dissolved.

WHEREAS, The State's objective is to establish an efficient
system of high quality public educational institutions and services
at the elementary and secondary school levels; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that there is created the School Code Review Committee
consisting of one member of the House appointed by the Speaker of the
House, one member of the House appointed by the Minority Leader of
the House, one member of the Senate appointed by the President of the
Senate, one member of the Senate appointed by the Minority Leader of
the Senate, and a chairperson appointed by the Governor, all of whom
shall be appointed within 30 days after adoption of this resolution
and shall serve without compensation but shall be reimbursed for
their reasonable and necessary expenses from funds available for that
purpose; and be it further
RESOLVED, That the committee may meet at the call of the
chairperson or by a vote of the majority of the members at any time
after the appointment of a majority of the members, shall receive the
assistance of the State Board of Education, including the provision
of staff, shall undertake a comprehensive and thorough review of
every Article of the School Code and related laws, rules, and
regulations impacting Illinois K-12 schools with the intent of
eliminating unnecessary and burdensome mandates on school districts,
increasing accountability and efficiency in schools, returning
control of school districts to locally-elected school officials,
teachers, administrators, and parents, and improving the educational
performance of students, and shall issue a report detailing specific
recommended changes to the School Code to the General Assembly and
the Governor on or before April 1, 2001; and that upon issuing its
report the committee is dissolved.
