Re: Responsibility Report Card
Dear Mr. Rossi:
It has come to my attention that the Comptroller's Office failed to
file a fiscal Responsibility Report Card that was due by December 27,
1998, pursuant to the Property Tax Act (35 ILCS 200/30-31).
According to the statute, this office must file a report containing
information related to the sources and uses of local tax revenues
with the General Assembly and the clerk of each county within 180
days after the close of the State fiscal year. That would have been
December 27, 1998, 15 days prior to my inauguration. Upon taking
office, I found that this report had not been filed and in fact, the
information needed to compile the report was incomplete. There are
4,000 records that need to be entered into the data base and another
900 that are yet to be filed by local governments that will need to
be entered for analysis.
Once this situation was identified, I directed additional resources
within the Office to address the backlog. With the additional
internal resources, it should take approximately 6 weeks to eliminate
the backlog and another 6 weeks for compilation of the report. In
addition, I am taking steps to ensure that this situation does not
recur under my administration.
I apologize for any inconvenience this may cause you and I look
forward to working with you in the future to ensure the timely
completion of this report. I you have any questions, please feel

MESSAGES FROM THE SENATE
A message from the Senate by
Mr. Harry, Secretary:
Mr. Speaker -- I am directed to inform the House of
Representatives that the Senate has adopted the following Senate
Joint Resolution, in the adoption of which I am instructed to ask the
concurrence of the House of Representatives, to-wit:
SENATE JOINT RESOLUTION NO. 7
WHEREAS, The members of the Illinois General Assembly wish to
express their sincere condolences to the family and friends of Clyde
Lee, former Illinois State Senator and former Illinois State
Representative from the 46th District, who passed away on January 22,
1999; and
WHEREAS, Clyde Lee was born in Jefferson County on February 6,
1909; his parents were John and Belle Earls Lee; in 1935 he married
Bernice M. Rough in Mount Vernon; she preceded him in death in 1994;
and
WHEREAS, Mr. Lee graduated from Mount Vernon Township High School
in 1928; Mr. Lee was a bookkeeper for many Mount Vernon businesses,
including Mount Vernon Car Shops and Mount Vernon Furnace Company;

Mr. Lee was a veteran of the United States Marine Corps, serving in
World War II; and
WHEREAS, Clyde Lee's career in State government began by first
serving as Treasurer of the Young Peoples Democratic Club in 1932; he
served as City Treasurer of Jefferson County from 1933-1934, and as
County Treasurer from 1934-1938; he served as a State Representative
from 1938 to 1940, and then as a State Senator from 1941 to 1945;
from 1947 to his retirement in 1966 he again served as a State
Representative; he was chairman of the House Agriculture Committee,
president of the Legislative Council, and served on the Committee on
Higher Education; he served a total of 26 years in the General
Assembly and 32 years in public service; and
WHEREAS, Clyde Lee became the secretary-treasurer of the Egyptian
Trotting Association in 1966; he was a member of the Amvets Post 4 in
Mount Vernon, Amvets Post 148 in Waltonville, a longtime member of
the Presbyterian Church, trustee of the West Salem Cemetery
Association, a member of the Prairie Historians, the Jefferson County
Historical Society, the Illinois State Historical Society in
Springfield, and was a Kentucky Colonel; and
WHEREAS, Clyde Lee is survived by his son and daughter-in-law,
John E. Lee and Sarah; his daughter, Virginia R. Lee; three
grandchildren; and several nieces and nephews; therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL ASSEMBLY OF
THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING
HEREIN, that we extend to the family and friends of Clyde Lee our
fondest wishes for peace at this time of loss; we remember a former
State Senator and Representative with thoughts of his dedication to
the people of his district; we lift up his memory through this
resolution; and be it further
RESOLVED, That a suitable copy of this resolution be presented to
the family of Clyde Lee.

Offered by Representative Tenhouse:
WHEREAS, Elvaston Presbyterian Church is celebrating its 140th
anniversary this year; and
WHEREAS, On November 10, 1858, 20 people met and organized the
Elvaston Presbyterian Church; the first pastor was Reverend Buchanan;
and
WHEREAS, In 1860, a new church was to be built, but because of
the Civil War and other adversities, construction was not completed
until 1866; by 1892, the old building was inadequate and the present
building was erected; on the lot adjacent to the church building a
church manse was built in 1973; and
WHEREAS, From 1860 until January 1, 1998, 28 pastors have served
the Church; and
WHEREAS, Since its beginning, Elvaston Presbyterian Church has
been the scene of many festive occasions, as well as many sad ones,
for the countless members of its congregation and has provided the
community with the necessary services essential to the socialization
and stabilization of a community; and

individuals as Lay-Pastor Ron Leonard and all those who have preceded
him in this task that the Church has been an exemplary beacon of

WHEREAS, The education of our children in the State of Illinois
is the single most important responsibility of State government and
the people of this great State; and
WHEREAS, The teachers and educational employees in this State are
charged with the responsibility of educating our children; teachers
and other educational employees have always deserved and required
advocacy on their behalf to help ensure that the proper resources and
tools are in place to allow for the proper education of our children;
and
WHEREAS, The late Michael W. Hindman, formerly of Effingham,
Illinois, was a long time advocate for education and for our children
here in the State of Illinois; he served for over 27 years as an
official with the Illinois Education Association, and before that was
an educator in the State of Illinois; he knew the importance of
having qualified teachers and adequate resources in the school; and
WHEREAS, On December 31, 1998, Michael W. Hindman was tragically
killed in an automobile accident while on a vacation; because of his
love of and dedication to the shool-age children of the State of
Illinois and the public education system, and his strong advocacy on
behalf of both, Illinois has lost a friend who always fought to make
education better; therefore, be it

GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, with great
sadness, the passing of Michael W. Hindman; and be it further

HOUSE RESOLUTION 54
Offered by Representative Hannig:
WHEREAS, The institution of marriage is one of the cornerstones
upon which our society is built, and a marriage that has achieved a
notable longevity is truly a model for the people of the State of
Illinois; and
WHEREAS, It has come to our attention that Mr. and Mrs. Richard
Thomas Wilson of Taylorville have celebrated the fiftieth anniversary
of their marriage; and
WHEREAS, Richard Thomas Wilson and the former Jean Gibbs were
united in holy matrimony on February 29, 1948, at Davis Memorial
Christian Church, located at the corner of Washington and Adams
Street in Taylorville, Illinois; and
WHEREAS, Richard T. Wilson attended Beloit College in Beloit,
Wisconsin, later returning to Taylorville where he was employed with
the C & I M Railroad Company for over 10 years; he was then employed
with York Division of Borg Warner Corporation as a tool and die maker
until his retirement in March of 1993; and
WHEREAS, Jean Gibbs was employed after graduation from
Taylorville High School with F.W. Woolworth as a cashier for six
years; she was then employed with Liberty Mutual Insurance Company,
retiring as Senior Underwriter in August of 1990 after 37 years of
employment; and
WHEREAS, They are the loving parents of one son, Richard Thomas
Wilson Jr. of Taylorville and the very proud grandparents of Laura
Jean Wilson, Heather Lynne Wilson, and Maureen Ann Wilson; and
WHEREAS, They have lived their entire lives in Taylorville,
Illinois; and

WHEREAS, The respect for marriage reaches one of its highest
plateaus when a couple such as Richard and Jean Wilson celebrate
their golden wedding anniversary; and
WHEREAS, They stand as an example to all in their commitment to

and to their family and friends; they serve as a reminder to all that
hard work, dedication, and love for the morals that build and
preserve our country can make a difference in today's world;
therefore be it

WHEREAS, The members of the Illinois House of Representatives
wish to send their sincere condolences to the family and friends of
John T. Case, who passed away January 22, 1999; and
WHEREAS, John Case was a resident of Park Ridge, Illinois; his
survivors include his wife, June; his sons, John Jr., and George; his
daughter, Fae Diephert; six grandchildren and four
great-grandchildren; and
WHEREAS, John Case was appointed by former Governor James R.
Thompson to the Illinois Conservation Advisory Board; Mr. Case served
on the Board for twelve years, serving seven years as chairman; Mr.
Case was president of the Great Lakes Association of Outdoor Writers,
the Illinois Hunting Preserves Association, and the Illinois Division
of the Izaak Walton League; he was a member of the National Press
HOUSE OF REPRESENTATIVES 269
Photographers Association, and the Outdoor Writers Association of
America; and
WHEREAS, Mr. Case was the host of "The Sportsman's Case", a radio
program that aired from the 1970's to the 1980's; he was also the
writer of a weekly outdoors column for the News Sun in Waukegan, and
edited Illinois Hunter magazine; and
WHEREAS, During World War II Mr. Case served as a naval gunnery
instructor; for 20 years he worked as a sound technician for WBBM-TV
before the chance to work on radio became open; through his work on
radio John Case became known as an advocate for ecology causes; the
State of Illinois has lost a valued spokesman for conservation with
the death of John T. Case; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
his family and friends, the death of John T. Case of Park Ridge,

WHEREAS, The members of the Illinois House of Representatives
wish to congratulate the Wilbert Kampwerth family on being named the
Clinton County Conservation Farm Family of the Year; and
WHEREAS, Wilbert and Bernice Kampwerth and their large family
should be proud of this award; and
WHEREAS, Wilbert Kampwerth was elected to the Clinton County Soil
and Water Conservation District in 1962; he served as chairman for 12
years, director for 12 years, and associate for 4 years; he retired
from the Board in 1982; and
WHEREAS, The Kampwerths currently farm 105.3 acres of land around
their home, and 445.1 acres of rented ground; and
WHEREAS, Wilbert Kampwerth served with the St. Cecilia's Men's
Sodality for several years, as well as being a member of the Little
Egypt Pork Producers for 20 years; Bernice Kampwerth has served on
the Bartelso Elementary School Board, and was a member of Ladies
Sodality, serving in many different positions; and
WHEREAS, Wilbert and Bernice are active in the St. Cecilia Young
at Heart Club, a club for retired couples to enjoy each other's
company and plan events; and
WHEREAS, The Kampwerths are to be congratulated for this honor;
therefore, be it
