HOUSE RESOLUTION 585 Offered by Representative Granberg: WHEREAS, The State of Missouri has adopted the use of drug courts, and this program has reduced the number of repeat offenders significantly; of their 869 graduates, only 4% have been re-arrested for any offense; and WHEREAS, The program uses alternative methods to monitor first time drug users in order to make sure they finish the program and remain drug free; the program saves Missouri tax dollars, and the cost to put a person in treatment is almost half of the cost of housing that person in a prison; and WHEREAS, The State of Illinois could potentially use this type of program to reduce the number of inmates, increase available tax dollars for other programs, and make the State a safer place to live, and the State of Missouri's program could be an excellent guide for developing drug courts in Illinois; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a task force to study the Missouri drug courts is established with the purpose of developing such a program in Illinois; the task force shall consist of four House members appointed by the Speaker, four House members appointed by the Minority Leader, a representative from the Department of Corrections appointed by the Director of Corrections, and a representative from the Cook County State's Attorney's Office appointed by the Cook County State's Attorney; and be it further RESOLVED, That the task force shall meet at such times as necessary and shall issue a report of its findings and conclusions to the House and to the Governor before the 2000 veto session; and be it further RESOLVED, That a suitable copy of this resolution be presented to Governor George H.
